<br />BePgman, were on motion granted.

<br />The City Treasurer requested instructions as to the distribution of the
<br />$650.00 received from the Boxing Commission and held to the credit of the Civic
<br />Emergency Fund. ,A motion w~s made and seconded that he be instructed to disburse
<br />this money 60"per cent, or $390.00 to the various Veteran's. organizations and 40
<br />per. cent, or $260.00 to Mrs. Ella Richardson, Police Matron. The ayes and nays
<br />were called, Councilmen voting aye, 8, nay, none. The motion carried.

<br />Monthly reports for January, 1934 of the City Engineer,~ Eugene Public
<br />Library, Police Depart~ent and Fire Department were placed on file.
<br />
<br />The Recorder's Annual report of City Finances was submitted and a copy
<br />furnished each member of the Council, the Mayor, and Attorney..

<br />, A communication from Victor P. Morris was read aonveying his ~cceptance
<br />as member of the Planning Commission.
<br />
<br />. Communication from Frederick D. Stricker was read, stating that the State
<br />Board of Health had approved the preliminary plans for the construction of a
<br />sewage treatment plant at Eugene.
<br />
<br />The Park Board, by Helen Kerr Maxham, Secretary, presented to the Council
<br />a proposal for three 3 foot tables, and three 12 foot tables for use in Skinner's
<br />Butte Park; quotin.g prices from the Midgley Planing Mill Co. for these tables in
<br />the total sum of $24.37. Also recommended that an eaves trough be put upon the
<br />Elk shed in Hendrick's Park, and that drain tile be provided and laid to drain the
<br />elk pen. Councilman Harris moved that these plans have the approval of the Council,
<br />and the expenditure be authorized, which motion was seconded and carried.

<br />Dr. Harris also recommended the appointment of Robert Schiska as a special
<br />officer for the City Park, stating that he was willing to assume this position
<br />without pay, and on motion duly seconded. and carried the appointment was made.

<br />Council~an Harris called attention to a need 6f a woodshed and tool house
<br />at Skinner's B~tte Park, and the advisability of widening the road in the Park,
<br />and the erectiQn of directing signs and other signs for the protection of shrubbery
<br />and control of ,dogs, and other matters looking to the improvement of conditions in
<br />the Ci ty Park. e

<br />Mrs. Howard Hall called the attention of the Counail to an old dilapidated
<br />building opposite the Hall residence at 1991 Garden Street, which had not been
<br />occupied for 8 .years unle ss by hob os or transients.. The matt er was referred to the
<br />Health Committee, Chief of Police, and City Attorney.

<br />The Recorder presented the offer of Mrs. C. C. Misfeldt to sell her 80 x.lOO
<br />foot lot and b~ildings in Skinner's Butte, Park for a consideration of $40.00 per
<br />month without ~nterest over a periOd of 6 years. The motion was made, seconded
<br />and carried to reject the offer.

<br />The ReCQrder reported that under the approval of the Finance Committee and'
<br />~~yor, the Tre~surer had exchanged a $1,000.00 Portland Water Bond; due June 1,
<br />1938, which had.. been held by our Sinking Fund for a $1,000.00 City of Eugene
<br />General Refunding Bond, due December 1, 1936, with Camp and Co. of Portland. They
<br />paying 1/4 of qne per cent difference on the Bonds with interest computed at even
<br />date of exchang~. On motion, duly seconded and carried, the exchange was approved
<br />by the Council.,

<br />Motion was made and seconded that the Recorder include with the monthly
<br />salary warrant pf Dr. L. G. Helterline an additional sum of $15.00 per month for
<br />expense account, of gas and oil. The ayes and nays were called, Councilmen voting
<br />aye 8, nay none., and the mot ion was carrie d.

<br />The Recorder presented an offer from the Committee on Arrangements, of the
<br />Church of the Nazarenta suggesting a contract with the City to take care of.
<br />delinquent City. assessments, interest, and taxes, in the event that they were able
<br />to secure a tit~e from the parties owning property at 8th and Madison Streets. On
<br />mbtmon the matt~r was referred to the Finance Committee with authority to enter
<br />into such contract for payment as they deemed advisable.

<br />Communications were presented frOm the President and Secretary of the
<br />Eugene Central Labor Council; President and Secretary of the Master Plumbers; and
<br />President and Secretary of the local union No. 481 of the association of Journey-
<br />man Plumbers and Steam Fitters, in behalf of those organizations, urging the
<br />appointment o:f a qu.ali:fied Plu.mbing Inspector, and partieularly recommending 1Jlr.
