<br />II wi th all Councilmen present except Reid.

<br />I The new owner of the Midget Cafe located on West 6th Avenue at Post Office
<br />. Dri ve agpeared before the Council and asked for a beer li cense for her restaurant.
<br />After some discussion about the matter it was, referred to the Police Committee to
<br />i repor t back at t he next me e.ting .
<br />
<br />Report of the Eugene Public Library for the month of August was read and
<br />I filed. .
<br />
<br />II Hr. Zumwalt, Chairman of the Health Committee, reported that the three houses
<br />I'; at 140, 176, and 192 -i:{ashington Street were in a bad condition and should be :-
<br />III condemned. Motion was made and seconded that these buildings be condemned.-
<br />I, I:lotion carried and the matter was refe'rred to the Cit~t Attorney.
<br />
<br />! At this time Mr. Reid appeared in Council.
<br />
<br />I Mr. Zumwalt, also reported that the building at 1225 Agate Street was being
<br />1 torn down and tha t the fee 0 f ~p5. 00 charged the part.y for tearing it dowtl had been
<br />'I turne d over to the Ci t y Recorder.

<br />I Mr. Zumwalt reported that he had had complaint about garbage being dumped
<br />I at 24th and Olive Streets. This matter was le~t in L~. Zumwalt's hands to
<br />II! determine if the property was inside the city limits, and to see what he could do
<br />I to stop it.

<br />Ii Councilman Simon, Chairman of the Police Committee, reported that the Police
<br />II Committee had investigated the alleged noises and irregularities around some of
<br />Ii the beer parlors, and that it was the opinion of the Committee that no addi.tional .
<br />II ordinances would be needed. and tha.t the Police would take care of the si tua tion ,4 I
<br />!I without an additional ol"dinance. .

<br />Ii Councilman Reid re ported that Hi ss Capps had complained to him abou t tree
<br />[! roots getting into the sewer and had asked that the Council do something with the
<br />Ii situation, and suggested that glazed tile be installed. After some discussion
<br />II this matter was referred to the Sewer Committee for investigaltion.

<br />I An application for a transfer of a beer license on the O.K. Beer Parlor at
<br />11 128 E. 11th Ave. was held up for further investigati on by the Police Commi ttee.
<br />
<br />II Councilman Bond reported that the Commi ttee had purchased a car fOL- the Park
<br />, Department at a price of $159.50, and that the same would be ready to deliver to
<br />the Park Department at noon on the 28th. I\totion 1,vas made and seconded that the
<br />bill for this purchase be allowed. The ayes and nays were called, Counclmen
<br />voting aye 8, nay none, absent none. ;

<br />Applications for rebonding delinQuent assessments were presented, and on
<br />, motion duly seconded and carried were accepted. ~,

<br />I A letter of complaint from H. S. Elliott regarding disposal of garbage outside
<br />I of the city by Mr. W. Hohnstein and Mr. Johanson, '\t1fas read and the City Recorder
<br />was instructed to notify the parties by letter regardil~ the disposal of garbage.

<br />II An Ordinance authorizing and directing the issuance of General obligation
<br />I' bonds of the City of Eugene, to be designated f1Eugene Funding Bondsfl, for the
<br />I purpose of retiring lawfully iS~led outstanding warrants bearing dates prior to
<br />. March 14, 1933, was read the first time and passed its second and third readings 1
<br />II by ti tle under suspension of the rule, by the unanimous consent of the Council, and
<br />I was.placed upon its final passage. The ayes and nays were called, Councilmen
<br />1,1 votlng aye 8, nay none, absent none. The Ordinance was declared passed and
<br />I numbered 8390.
