<br />I'Ilinutes of the adjourned meeting of the Common Council, held at the hour of
<br />7:30 o'clock P. M., January 28th, 1935. Council was called to order by 1~yor
<br />Large, wi th all Councilmen present except Rei~ and Hende rshot t.
<br />
<br />The Judiciary Committee, by Chairman Harris, reported o~ the letter from
<br />John J. Scrivner, asking for the 'Waiving of interest on city liens on hi~ property
<br />located at 1873 East 15th Avenue, and moved that it be not granted. Mot~an was
<br />seconded and' carried and the Recorder instructed to notify Mr. Scrivner of the
<br />decision.
<br />
<br />The Judiciary Committee, by Chairman Harris, also reported on the letver
<br />from Mr. Stanley asking for the waiving of interest due on improvement assessments
<br />against Lot 6, Block'21, College Hill Addition, and it was moved, seconde(l and
<br />carried that this also be rejected, and the Recorder instructed to notify Mr.
<br />~tanley of the deoision.

<br />At this time Councilman Hendershott appeared in Council.

<br />The Fire and Water Committee, by Chairman Bond, asked for two weeks more
<br />time to study the situation of the lighting of. West Park Street~ The additional
<br />time was granted.
<br />
<br />The Health Committee, by Chairman Zumwalt, moved to condemn the building at
<br />1708 Lawrence Street. Motion was seconded and unanimously carried.

<br />. The Health Committee, by Chairman Zumwalt, moved to condemn and immediately
<br />tear down the present oity jail, (at this time Councilman Reid appeared in Council)
<br />and the ayes and nays were called. Councilmen voting aye, Zumwalt and Harris.
<br />. Nay, Lamb, Hendershott, Reid, Simon, Bona. and Carlson. Mr. Rees addressed the
<br />Council at this' time, and commended the Council's action on postponing the condemn-
<br />a ti on of the jail. Councilman Simon moved the. t the Mayor appoin t a commi ttee to
<br />look in to all phases of the jail si tua tion, and the motion was sec onded and carried
<br />Mayor Large appointed the following to constitute the Committee: Dr. Simon, Dr.
<br />Harris, and Arthur Hendershott.

<br />. The Health Committee, I)y Chairrnan Zumwalt, reporte~ the deliberation on the
<br />milk and milk products ordinance, and stated that they recommen(led a $?O.OO flat
<br />license fee for a distributor and/or producer-distributor, and that'would allow
<br />one truck, and an additional fee of $20.00 for each additional truck. ~roducers
<br />fee to be $1.00 annually. Retailers fee to be $2.50 annually; and recommended
<br />that the meat fee be collected by the Inspector, and that an annual meat retailers
<br />fee be placed at $2.50. Upon motion, seconded and carried the recommendation was
<br />adopted, and thecmilk and milk products ordinance and the meat ordinance were

<br />referred to the Ci ty Attorney for the amendments necessary. .

<br />Mr. Zumwalt reported a list of firms dealing in milk prOducts who heretofore
<br />have paid no fee. After discussion by the Council, and upon motion it was unan-
<br />imously decided that this subject be referred back to the Committee to bring in
<br />a report at the next meeting. .

<br />The Sewer Committee, by Chairman Reid, recommended that the proposed plumb-
<br />ordinance that had been referred to this Committe~ at the last Council meeting be
<br />ta bled. Mo tion was made, seconded and carried to adopt thi s recomrnendati on.
<br />
<br />The SUbject of the M.S. Barker property on the East sidecof Jefferson Street
<br />near the Sou thern Paoific track, was referred to the Sewer Comllli t tee.

<br />It was moved, seconded and carried that the Plumbing Ordinanoe be amended
<br />to provide for five membe rs Ins tead of three, and be c onsti tuted as follows: One
<br />master plumber, one journeyman plumber, the Building Inspector, and two freeholders
<br />I The matter was referred to the City Attorney to draw up the amendments.

<br />The Sewer Committee, by Chairman Reid, brought up the matter of connecting
<br />the catch basin with the storm sewer on'Villard Street at the corner of 15th Avel
<br />East, at an approximate cost of $27.09. Motion was made, seconded aTId carried that
<br />this be approved.

<br />T.he Police Committee reported ~avorably at the present time on the
<br />petitions a~{ing to make West 11th Avenue a through street.
<br />
<br />The POlice Committee also reported unfavorably on the petition for a one
<br />hour parking zone on Park Street.
<br />

<br />It was moved, seconded and 'carried that a stop button be placed on the South
<br />side of 13th and High Stree.ts, and the Recorder was instructed to secure prices
<br />on thi s bu tton.
