<br />The Police Committee, by Chairman Simon, recommended the approval of
<br />liquor licenses for Charles M. Munson, and J. V. Blch; that the application of
<br />L.. G. Lasater be rejected; and that the application of Ray Sherwin be held up
<br />for further consideration. On motion duly seconded and carried his recommendat-
<br />ions were adopted. .

<br />The Recorder at this time brought up' the subject of granting"a license to
<br />Delmer Dietzman for Taxicab service, and the Police Committee reported that.
<br />according to the interpretation of the Recorder's Office the Police Committee
<br />had no jurisdiction. The Recorder stated that as far as his office was concerned
<br />that any new applications for taxi licenses would be referred to the Police
<br />Committee for their reoommendation before a license would be issued,.' The :Mayor
<br />asked the Police Committee to bring in a decision on the Deitzman case at the next
<br />Council meeting.

<br />Councilman Hendershott reported that there had been some complaints received
<br />about the condi tion of the alley between 5th and 6th Avenues from Lincoln- to Lawre ce
<br />Streets. Mr. Clubb stated that there was no alley platted in this block, but the
<br />same has been used as an alley f.or a number of years. The mat ter was referred to
<br />the Street Committee to see if it is advisable to either close or open the alley.

<br />The annual report of the City Engineer was read and filed.
<br />
<br />A petition was read asking the Council to consider the widening of East 11th
<br />Avenue to 56 feet. Dr. Helms addressed t1;re Council in behalf of this petition,
<br />and after considerable discussion the petition was withdrawn and-returned to the
<br />petitioners for their further consideration.

<br />An Ordinance to provide for the regulation of taxicabs' and vehicles for
<br />hire, other than regular street bus service, operated between fixed termini, and
<br />providing for the licensing of the same, and for a permit for drivers of vehicles
<br />for hi re, was read the: first time and passed it s second and third readings by
<br />title under suspension of the rule by the unanimous consent of the Council, and
<br />was placed upon its final passage. The ayes and nays were called, Councilmen
<br />- voting aye 8, nay none, absent none. The Ordinance was declared passed and
<br />numbered 8402.

<br />A c~mmunication was read to the Council asking them to memoralize Congress
<br />to consider the Townsend Plan of Old AgetlPensions. - I t was moved and seconded to
<br />be tabled, but due to the intensity of the feeling on the subject the ayes and
<br />nays were ordered called, and Councilmen voting aye, Hendershott and Harris. Nay,
<br />Lamb, Reid, Simon, Zumwalt, Bond, and Carlson. It was moved, seconded and
<br />carriedtha t this matt er be refe rred to a special c ommi t tee to be appointed by
<br />the Mayor. The Mayor announced that he would make the appointment a little later,
<br />and the Commit tee would report back at the next meeting. '

<br />A petition was presented for the repealing of Ordinance<No. 8388, or the
<br />University liquor zone~ Ordinance repealing Ordinance No. 8388 entitled "An
<br />Ordinance creating a zone around the University of Oregan in which it shall be
<br />unlawful to sell alcoholic liquorsrl, passed by the Co~on Council April 9, 1934,
<br />and approved by the Ma.yor April 10, 1934, and declaring an emergency, was read
<br />the first time, and upon motion was read the second and third times. The ayes
<br />and nays were called, Councilmen voting, aye, Lamb, Hendershott, Reid, Bond, and
<br />Carlson. Nay, Simon, Zumwalt, and Harrls. The motion was declared los.t due to
<br />the attempt to pass it on the same night introduced, and the Attorney states that
<br />it requires a six to two vote. The Ordinance was laid over for the 2nd reading
<br />on February 11th.

<br />Sealed 'bids were opened at this time for the audit of the 1934 City accounts
<br />C. A. Horton $179.50, Percy W. Brown, $188.00, and Wm.'Whitfield & Co. of Portland
<br />force account. Councilman Carlson raised the question of the advisability of the
<br />Ci ty employing a Certified Public Accountant, and after some discussion Council-
<br />man Zumwalt moved that the bid of Mr. Horton of $179.50 be accepted. Motion was
<br />seconded and the ayes and nays called. Councilmen voting aye 8, nay, none,
<br />absent none.

<br />The subject concerning the tax sale of property filed by Lane County on
<br />which the Ci ty holds deeds was brought up. The taxes on this property amounting
<br />to $1,757.66. Motion was made and seconded that these deeds be protected, and
<br />tha t the Recorder be au thorized to draw a warrant in the above amount in payment
<br />of these taxes. The ayes and nays were called, Councilmen voting aye 8, nay none.

<br />An Ordinance directing the Mayor and Recorder of the City of Eugene to deed
<br />certain property to the public for street purposes, was read the first time and
<br />passed its second and third readi~s by title under suspension of the rule by the
<br />unanimous consent of the Council~ and was placed upon its final passage. The
<br />ayes and nays were called, Councilmen voting aye-8, nay none, absent none. The
<br />Ordinance was declared passed and numbered. 8403.
