This was seconded and carried

1

Councilman Lamb also wished to report unfavorably on the proposition offered
by the Manerud-Huntington Fuel Co., which was that they do not rent or lease
property to them for wood yand purposes. On motion, seconded and carried, his
recommendation was approved.

The Fire and Water Committee, by Chairman Bond, recommended the installation
of a light in the alley between Hilyard and Alder and Broadway and the Millrace,
as per the request of the petition. On motion duly seconded and carried the
recommendation was adopted.

The Printing and Parks Committee, by Chairman Carlson, reported that the
Caretaker's Cottage in the Park, in his estimation, must be moved. He pointed
out that it will cost about $50.00 for moving the building and approximately
$18.00 to $25.00 for making new connections on the plumbing. On motion duly
seconded and carried this was approved.

The Police Committee, by Chairman Simon, reported that an application had
been received for a wine license fram Mr. W. R. Wallace, and the Committee
would like to hold this for a period of two weeks.

',.~

Petition from the University of Oregon Faculty and Students was reported
upon with the following recommendation: That parking be prohibited on 13th
Avenue East from Alder to University; that slow and school signs be placed in
that district; and that officers check at regular intervals the traffic condition
to see that there is no speeding or reckless driving. The Committee further
recommends that Kincaid and University Streets' be not made stop street,s. Upon
motion made and seconded this was adopted.

Chairman Simon pointed out that he was confident that the people, instead
ofc improving their driving, as a result of the Police Departmentls very active
checking, were probably driving faster; and he further expressed the opinion
that it would apparently be necessary for the Recorder to fine them not $5.00,
but a much heavier fine, empound their car or revoke their driver's license.

I

fj Chairman Simon reported on the petition for one hour parking on South Park
Street, and recommended that it be granted. On motion duly seconded and carried
" ' the recommendation was adopted.

Councilman Simon then moved that civil service for the Policemen be presented
on the Primary ballot. Councilman Carlson seconded it. Councilman Reid expressed
the opinion that it might be best to wait until the November Election to let the
people vote on this question. He wanted it understood that he was for civil
service, but that he thought that it might be wise to set up and get into operat-
ion the civil service for the Firemen before taking on this. Councilman Zumwalt

~

'.
