<br />IMPROVEMENT BbND SINKING FUND

<br />The Fire and Water Committee, by Chairman Bond, asked the Mayor for two weeks
<br />additional time concerning the installation of a larger light to be placed in the
<br />7 alley between Hilyard and Alder Streets.
<br />
<br />The Health Committee, by Chairman Zumwalt, moved that the barn located in lot
<br />8 3, blpck 16, Milligan Donation be comdemned. It was seconded and so ordered.
<br />

<br />At this time Councilman Zumwalt entered a complaint concerning the noisy con-
<br />ditions existing at the beer parlor located on East Seventh Avenue. He asked that
<br />ir anything could be done to abate this nuisance that it would be appreciated.
<br />
<br />Councilman Bond asked what disposition had been made concerning the barn
<br />located in the block bounded by Jackson, Van Buren and Third and Fourth, that
<br />had previously been condemned. The City Attorney stated that condemnation papers
<br />10 were in the process of completion.

<br />Councilman Hendershott asked if anything had been done concerning the removal
<br />of the Foster and Kleiser sign on the property located at "West 130 feet of lot 7a,
<br />Foster Addition" and wanted to know if a lease had been entered into with the
<br />Lumbe~ Company who wished to improve that location. Councilman Bond reported that
<br />the Lumber Company had improved the parking strip and were waiting until the com-
<br />11 plete removal of the sign in order to improve the other and that as soon as these
<br />conditions were met with that they would enter into a lease with the City of Eugene.
<br />The City Recorder was instructed to write a letter to Foster and Kleiser immediatel
<br />asking for the removal of the sign.

<br />Councilman Zumwalt then reported that the drinking fountain at 7th and
<br />Willamette had to be repaired at a cost of $4.50 and wanted to know from which fund
<br />this was to be paid. Councilman Lamb reported that at previous times the Eugene
<br />Water Board had reported to them that they would not keeptup the r~pairs on drinkin
<br />fountains, therefore he made a motion that this be paid from the emergency fund
<br />and it was seconded. The ayes and nays were called. Councilmen voting aye, Lamb
<br />Hendershott, Reid, Zumwalt, Bond, Harris, Carlson, nay, none, Absent, Simon. 1

<br />The Police Committee, by acting Chairman Bond, recommended the transfer of
<br />13 the liquor license of the Manhattan Cafe to John Frederick, Jr.
<br />
<br />Councilman Harris at this time suggested that the council extend their vote
<br />14 of thanks for the manner in which the council minutes were being handled~
<br />
<br />Chief of Police, C. F. Bergman, stated that he had given specific orders to
<br />his traffic officers to ~ag all cars using 6th and Oak Streets for purposes of
<br />15 marketing their wares. He also reported that he had contacted the manager of the
<br />Wardrobe Cleaner's and that they had removed the steam exhaust which was causing
<br />such a nuisance to pedestrians.

<br />It was moved and seconded that the $5.00 deposit of the Carroll Drug Store
<br />and Lucky Store (Cigar) be returned to them. The ay~s and nays were called. Coun-
<br />cilmen voting aye, Hendershott, Reid and Zumwalt; nay, Lamb, Bond, Harris and Car-
<br />lson. The subject was referred to the Bolice Committee for further consideration.

<br />Communication from the Private Flyer's Association was presented, asking the
<br />Council's approval of the proposed air meet. Mr. Sanders addressed the Council,
<br />stating that if thePFA had waiver froID the Federal Government that they claim the
<br />have and if a IDeet is to be conducted by the Oregon State Inspector..then it is
<br />17 perfectly satisfactory, otherwise he is opposed to it. It was moved and seconded
<br />that in the future all communications concerning the airport should come before the
<br />council through Mr. Sanders and it was so ordered.

<br />A communication from the Eugene Kiwanis Club, praising the present city ad-
<br />ministration for its efficiency and accomplishments was presented and ordered filed.
<br />A copy of the same being distributed to all the councilmen.
<br />
<br />The B. T. Merrill property located on Orchard street, being a part of Lot 1,
<br />Block 12, F'airmount Addition has an unpaid assessment of $28.89 with interest from
<br />June 1, 1914. When the Orchard Street assessment for Paving was paid up by the
<br />Home Owners' Loan Company, they overpaid $17~48, deducting this amount from the
<br />principal of the unpaid sidewalk leaves a balance of $11.41, which the Treasurer
<br />is instructed to cancel.
