<br />;.;. An Ordinance amending Section 3 of Ordinance No.. 8469 enti tIed "An Ordinance
<br />providing a system of Civil Service for paid firefighters, in the City of Eugene.",
<br />which ordinance was passed by the Common Council on the 13th day of April, 1936, and
<br />approved by the Mayor on the 20th day of April, 1936, had its second reading and "
<br />13 passed to its third by title by unanimous consent under suspension of the rule and
<br />was placed on its final passage. The ayes and nays were called. Councilmen voting
<br />aye, six; nay, none; absent, Simon and Harris. The Ordinance was declared passed
<br />and numbered 8477.

<br />An Ordinance amending Section 1 of Ordinance'No. 662 of the City of Eugene,
<br />passed March 26, 1907, and approved March 29, 1907, providing for five appointive
<br />14, members of the Park Board, from whom a Chairman shall be chosen annually by the mem- -

<br />Communication from H. G. Openshaw, offering the city $300.00 for property 10-
<br />15 cated on 27th and Columbia, was presented. Inasmuch as the city does not possess the"
<br />property in question, it was determined that Mr. Bond or Mr. Openshaw contact Mr.
<br />w. ~'. Reed who it is believed might deed the same to the city.

<br />The City Recordep presented to the council the various pieces of property on
<br />16' which the city must pay taxes to Lane County prior to July 27, 1936 in order to
<br />protect its own interest. After a great deal of discussion, the matter was placed --
<br />in the hands of the Finance Committee and City Engineer with power to act as they
<br />see fit in the securing of an appraisal of the same.

<br />An Ordinance reclassifying Lot 3, Block 5, Shelton's First Addition to Eugene,
<br />on the Zoning Ordinance map of said city was read the first time and passed its se-
<br />17 cond and third readings by title by unanimous consent under suspension of the rule -
<br />and was placed on its final passage. The ayes and nays were called, councilmen
<br />voting aye, six; nay, none, absent Simon and Harris. The Ordinance was declared I
<br />passed and numbered 8479.

<br />An Ordinance amending Sections 3 and 9 of Ordinance No. 8425 of the City of
<br />Eugene, entitled "An Ordinance to license, tax and regulate certain games and mech-
<br />anical devices used therein; and declaring an emergency.", passed by the Common
<br />Council May 29, 1935, and approved by the Mayor June 4, 1935, had its first reading -
<br />and passed its second and third readings by title by unanimous consent under sus-
<br />pension of the rule. Consid~rable di~cussion was had at this time as to whether or
<br />not the city should ask for $5.00 or $4.00 per month and whether the 10-ball Pin an
<br />Ball and Digger machines should be taxed under the same classification. It was felt
<br />that $2.00 per month would be sufficient. The question finally came to a vote.
<br />I Councilmen voting aye, four; nay, Reid and Zumwalt, absent, Simon and Harris. It wa
<br />l~ pointed out by the City Attorney that due to the fact that there had been a dis-
<br />, senting vote at the night of its inception, the emergency clause would not be ef-
<br />I fective until after the expiration of thirty days. Councilman Reid moved that re-
<br />consideration be had and Zumwalt moved that it be seconded and the motion was car-
<br />ried. The' proposed ordinance was placed on its final passage. The ayes and nays
<br />were called, councilmen voting aye, six; nay, none; absent Simon and Harris. The .

<br />I Rebonding application of Mrs. W. C. Hall, $281.79 was presented and ordered
<br />19 accepted. Application of Mr. Wintermeier which was a qualified application was ~
<br />referred to the City attorney.

<br />I At this time the City Recorder presented the audit of Mr. C. A. Horton, Ae-
<br />countant of the city books for the year 1935, reading sections under Comments and
<br />I Recommendations, attention was called to the depletion of the Improvement Bond Sink-
<br />I ing Fund and the same was referred to the Finance Committee who was instructed to "
<br />I confer with Mr. Horton to clarify the exact situation. The recommendation that the
<br />Treasurer deposit each day's receipts intact upon motion made and seconded was un-
<br />animously approved. The recommendation concerning the proper operation of the re-
<br />volving fund was unanimously approved. Paragraph concerning the payment of coupons
<br />in Eugene that are payable in New York was presented and the same referred to the I
<br />2 , Finance Committee to discuss with Mr. Horton. Recommendation that the Milk and Meat
<br />I Inspecto~ issue receipts for all collections and turn over the funds monthly was ap-
<br />proved. It was unanimously approved by members of the council that a joint meeting
<br />be held between the Eugene Water Board and the Common Council to settle definitely
<br />the question of the long delinquent $80,814.65 in general fund warrants and excess
<br />appraisal value. Mayor Large being instructed to set the day for the meeting, sig-
<br />nified July 20th as the date unless otherwise notified. Upon motion made and se-
<br />conded the audit of the books for the year 1935 was ordered filed.
