Appling <br /> <br />50.00 <br /> <br />Counc,ilman Hendershott, acting chairman of the Fire and ~ater Committee, <br />reported that the street 1 ights north of 8th Street as of last_ caturday evening <br />were about fifty per cent burned out and further that lights were turned out <br />too early in the evening on such busy days. Mayor Large referred the matter to <br />the Fire and Water Committee to consult with the ~ugene ~ater Board and report <br />/18 at the next meeting. <br /> <br />Councilman Farrington, chairman of the Health Coamittee, introduced again <br />the subject of a contract \f\ith H. h. Hughes for care of the city dump grounds. Mr <br />Farrington recommended that the contract be drawn between the city and Mr. Hughes <br />for a period covering two years and Mr. Hughes to have complete control of salvage <br />City Attorney Calkins was instructed to draw the contract. Counc ilman He id aSKed that the ques t i on be, he Id in Committee for con s idera <br />tion. <br /> <br />Police COITmittee, by chairman 0am Bond, reported that the Police Departmen <br />had given out in excess of 400 tickets for dOUble and over-time parking and other <br />minor traffic violations for the month of March and that fines amounting to <br />approximately ~370.00 had been mllected. He insisted upon a continuance of traffi <br />check-up. <br /> <br />I <br /> <br />i <br />23 I! <br />/ II <br /> <br />At this time he ruggested the employment of a city dog catcher. One in- <br />quirer had offered to work at the rate of ~f4.00 per day and at the same time pro- <br />vide his own car and equipment and care for the ca~tured dogs until claimed by the <br />owners at which time he would collect and retain a certain fee. The problem was <br />held by the Committee to see if it were possible to secure an individual to contra <br />th~ dogs on a commission basis. A report will be brought in at the next ffieeting. <br /> <br />Councilman Bond, chairman of the Police Committee, recommended one-half <br />hour parkin~ limit on Charnelton betweRn Broadway and Tenth and one-hour p~rking <br />limit on Pearl between Eighth and Broadway. It was moved and seconded tl1st this <br />recommendatio~ be approved. But at this point before a vote was taken, Councilman <br />Reid introduced the question of the advisability of the city inst~ling parking <br />me~ers. . At this t~me Mayor Large handed the Recorder a clipping from the Qan <br />Francisco Chronicle indicating the adverse reaction to parking llieters in that city <br />Councilman Bond expressed the opinion that tugene ~ait until })ortland had given <br />their meters a trial. l'~r. Page suggested the establishment of parking lots. In <br />favor of the meters was Mr. Farrington who cDuld see no reason why Eugene had to <br />pr~long installation any longer. It was the suggestion of Councilman Carlson that <br />a Committee be appointed to contact the variDus merchants in town to be ef~ected <br />by the proposed installation of the meters and 8et their true reaction to the pro- <br />blem. Councilman Lamb asked that the recommendation of reduced perking limit <br />on Charnelton and one-hour parking on Pearl be put to a vote. <br /> <br />An Ordinance amending section 8 and subdivision C of Section 9 of ordinanc <br />No. 7709 entitled IlAn ordinance regulating the use, conduct and control of vehicle <br />upon the streets and alleys of the city of ~u~ene and prescribing penalties for <br />the violation thereof, and repealing ordinan,ces~ numbered 3890,5695,5993,6118, <br />6264, 6590 and 7536 and all ordinances or parts of ordinances in conflkt herewith <br />and declaring an emergency", passed by the Comffion Council and ap0roved by the <br />11ayor IJec8mber 9, 1929 by addiniZ a subdi vis ion 0 to ~ection 8, providing for one <br />hour limitation of parking on Pearl Street from ~ighth hvenue ~ast to East Broadwa <br />and by amending uubdivision C of Section 9 so as to provide thirty minute parking <br />li~itation on both sides if Charnelton ~treet from nest Broadway to Tenth Avenue <br />'t.est, was rea'd the first time and passed to its second and third readlngs by title <br />under suspension of the rule by unanimous consent of the council and was placed <br />upon its final passage. Councilmen voting aye, Lamb, Hendershott, Reid, Page, <br />~arrington, Bond, Carlson; nay, none; absen~, Hanns.
