<br /> r"'" <br /> 10 <br /> r -- - -,., - - - - -. <br /> Council Chambers, Eugene, Oregon <br /> Ii November 8, 193'7 <br /> w I <br /> " <br /> 0 <br /> - - <br /> The minutes of the regular meeting of the common council held at the hour <br /> of '7:30 o'clock P.M., November 8, 1937. Mayor Large called the meeting to order; <br /> all councilmen were present. The minutes of the previous meeting were presented <br /> 1 and ordered filed as read. <br /> In conjunction with the regular meeting of the council, members of the <br /> Budget Committee together with taxpayers of the city of Eugene were present for <br /> discussion of the 1938 budget. All members of the Budget Committee were present I <br /> . except David Graham and George Bushman. The meeting of the Budget Committee was <br /> turned over for taxpayers' hearing at this time by Chairman Large. Citizen F. G. <br /> Reese strenuously objected to the adoption of the wage scale and the $3500..00 levy <br /> for the purpose of transient relier. Mr. Reese pleaded that the present salary <br /> scale is sufricient and that the taxpayers should be given some relief. Councilman <br /> Hendershott moved and Budgetman Horton seconded that the Budget Committee approve <br /> the proposed 1938 budget as it had been advertised. At this time Mr. Reese moved t at <br /> this motion be amended by reducing the proposed salary increases to the 1937 level <br /> and that the $3500.00 levy for relief be stricken out. There being no second to <br /> this motion, the Mayor asked if the committee was ready for the question. Question <br /> ~as called and all present voted "aye" except for a possible three who voted "nay." <br /> The Mayor declared the budget to be approved by the Budget Committee. at this time <br /> Mayor Large expressed appreciation to the members of the Budget Committee for their <br /> 2 fine endeavor in the preparation of the budget. <br /> /'" <br /> i: After a short recess Mayor Large called the council to order and stated <br /> that the council was now sitting as a levying board to pass upon the budget for <br /> 1938 as prepared by the annual budget committee. An ordinance levying the annual <br /> tax levy for the city of Eugene for the fiscal year of 1938 was read the first <br /> time and passed its second and third readings by title under suspension of the rule <br /> by the unanimous consent of the council and was placed upon its final passage. The <br /> ayes and nays were called: Councilmen voting aye: Lamb, Hendershott, Reid, Page, <br /> Hanns, Farrington, Bond and C2crlson; nay, none; absent, none. The ordinance was <br /> (3 declared passed and numbered 8525. <br /> I <br /> Councilman Lamb, chairman of the Judiciary Committee, stated that the re- <br /> quest of C. F. Hyde and D. F. Mains for cancellation of the deed formerly executed <br /> in favor of .Ambrose Dennis and to issue it instead to Anne Dennis had been withdraw . <br /> The title to the property is to remain in the name of Ambrose Dennis as originally <br /> 4 named. <br /> / <br /> Councilman Lamb requested that the Judiciary Committee be granted another <br /> two weeks in which to study the proposed anti-picketing ordinance as presented by <br /> Attorney S. D. Allen, representing Ralph & Stanley and A. \iT: Brumwell, proprietor <br /> f . <br /> /5 of the City Barber Shop. Mayor Large granted this request. <br /> I The $400.00 offer of C. A. Wetterstrom for lot on 12th l~venue East located <br /> 104 feet west of Alder Street 50' x 35' was denied by the Finance Committee as were <br /> the offers of Mr. Wetterstrom for the north 90 feet, Lot 6, Block 2, R. F. Scott's <br /> Addition ($400..00) and the north 80 feet of Lot 6 and the north 80 feet of the West <br /> 12.8 feet of Lot 5, Block 10, Scott's Addition ($400.00). Upon motion made and <br /> (6 duly seconded, the recommendation of the Finance Committee was approved. <br /> The request of Mrs. Nettie Duvall was rejected by the Finan~e Committee. <br /> '7 Upon motion made and seconded this action was accepted. <br /> / <br /> The $100.00 cash offer of J. D. Hudspeth for the West 85 feet of Lot 4, <br /> Block 30, Gross Addition was held by the Finance Committee until the value of the <br /> lot in the attached plat is determined. This recommendatian was unanimously ap- <br /> 8 proved by the council., I <br /> I <br /> The $100.00 offer of Ivan G. Brent for "Beginning 485 feet south of a point <br /> made by the intersection of the south line of 23rd Avenue with the west line of <br /> University' Street, if extended south, thence south 50 feet, thence west 106.25 feet, <br /> thence north 50 feet and thence east 106.25 feet to the place of beginning, all in <br /> 1 Eugene, Lane County, Oregon." $10.00 cash and $10..00 each month plus the accrued <br /> interest at 6% with the city to pay back taxes but n~t to furnish an insurable title <br /> I was denied by the council and a counter-offer of $200.00 extended with the same <br /> I <br /> 9 terms as above mentioned. This action waB approved by the council. <br /> - <br /> The $450.00 offer of N. E. Glass for part of Lot 5, Block 30, Fairmount <br /> Addition, was denied by the Finance Committee and a counter-offer of $1000.00 ex- <br /> tended. Upon motion made and duly seconded, the recommendation of the Committee <br /> 10 was unanimously approved. <br /> I <br /> The $1800.00 cash offer of Maurice S. Allen for the East 50 feet of Lots 1 <br /> and 2, Block 8, College Hill Park Addition was denied by the council. Upon motion <br /> 11 made and seconded, the recommendation of the Finance Committee was approved. <br /> ..... I' <br />
