Due to the fact that there was not a two-thirds majority <br />voting in the affirmative, the Recorder stated that the ordinance could not become <br />effective for a period of thirty days as provided by charter and asked the council <br />regarding the status of the machines during that period of time. Councilman Carlson <br />asked that an ordinance be prepared for passage at this time to license pinball <br />machines until the Ordinance just passed (No.. 8529) went into eff'ect. It was de- <br />cided that each distributor shall pay a license fee of twenty dollars for each <br />machine for a period terminating February 11, 1938, after which no licenses shall <br />be granted, provided, however, that in case the operation of pinball machines shall <br />be declared illegal by the Supreme'Court between the time of the passage of this <br />proposed ordinance and February 11, 1938 that no refund shall be allowed for the <br />$20.00 license fee per machine paid in at this time. Harry Johnson raised the ques- <br />tion as to whether the councilman who was indirectly interested in pinball machines <br />should be allowed to participate in the voting. Mayor Large stated that the pro- <br />posed ordinance had been approved by the majority of the council and that there was <br />no further question for discussion.. An ordinance to license, tax and regulate cer- <br />tain games and me~hanical devices used therein and declaring an, emergency had its <br />first reading and passed to its second and third readings by unanimous consent of <br />the coumcil by suspension of the rules and was placed for final passage. The ayes <br />and nays were called, councilmen voting aye: Lamb, Hendershott, Reid, Hanns, Far- <br />rington, Bond and Carlson; nay, none; absent, Page. A. Huntington, stated that it would be appreciated if the Finance Com- <br />mittee, appointed earlier in the evening to assist in the purchase of an athletic <br />field for the city of Eugene, could be given power to act in the matter. Mayor <br />Large felt that the Committee should first report to the council and the Chairman <br />of the Finance Committee felt the same way. <br /> <br />The Fire Chief's report for the month of November, 1937 and a detailed re- <br />port of buildings and basements inspected during the year 1937 were presented and or <br />dered filed. Report of the Engineer for the month of December, 1937, was presented <br />and ordered filed. Report of the Police Department for the month of December and <br />detailed report for the year 1937 was presented and ordered filed. Report of the <br />Health Department for the month of December and annual report of the department were <br />17 presented and ordered filed. ' <br /> <br />The Gilmore Oil Company having submitted the lowest bid on the gasoline <br />needs of the city of Eugene for the year 1938 was awarded the contract to supply the <br />city with its requirements commencing January 1, 1938 to December 31, 1938. COID- <br />petitive bids from the other companies were as follows: Associated .1644, Associate <br />Flying A; General PetroleuID, regular grade, Mobilgas Gasoline .17~; Gilmore, 1639, <br />Gilmore Red Lion; Richfield .1644, Hi-Octane Gasoline; Shell Oil Company l7~ Super <br />Shell; Signal Oil Company 17i, Signal; Standard Oil Company .17~ Standard; The Texas <br />Company ,.1693, Texaco Fire Chief, Union Oil l7i "76" Gasoline. <br /> <br />The following bids for a one and one-half ton truck for the Street Departmen , <br />w.ere presented by the City Recorder: Simmons Company $1,234.50; Silva Chevrolet Co. <br />~1140.00; Lane Implement and Truck Company $1254.12; Sigloh-Sawyer Co. $1179.00. <br />The Street Committee was given power to act in the selection of the truck. <br /> <br />Dance Hall licenses for the year 1938 were awarded to the ~intergarden and <br />Townsend Club #l~ upon the written approval of the Chief of Police. <br /> <br />Upon motion of Councilman Eond and seconded by Mr. Lamb, Councilman Hender- <br />shott was elected President of the council for the year 1938.
