D. M. Higby of Albany, Oregon, had called upon <br />him and had agreed to either repair the building in question or have the same removed within a, very <br />18 reasonable length of time. <br />I <br /> <br />The City Recorder presented,a list of, delinquent bills tot~~ling $232.50 for out-of-town <br />19 calls made by the Fire Department. The entire matter was referred to the Fire and Water Committee. <br />( <br />Stop signs were ordered placed on Eighth Avenue. making High a through Street; hence the <br />petition requesting that Eighth Avenue be made a through street and st()P signs placed on HighStree , <br />was tabled. <br /> <br />Letter from Mrs. Ella S. Richardson, Police Matron, reques-l.:;ing leave of absence lOr a <br />period of one year, effective February 1, 1938, was presented by the C:lty Recorder. The Recorder <br />explained that Mrs. Richardson had been absent frpm her duties since O()tober 21st, but that the <br />city had continue4 to pay her regular salary until December,3l, 1937. He further stated that a <br />warrant had been prepared for January, but before release requested cOlIDcil authorization to do so. <br />After a brief discussion, motion was made by Councilman Reid and seconded by Mr. Hanns to grant the <br />leave of absence and to issue the warrant for January. Mr. Townsend and Dr. Peters requested continuance of bus selrvice on 19th Street between <br />Jefferson and South WillanBtte. Discussion was held at this time. '!he motion was withdrawn and 'the matter held <br />for further consideration. <br /> <br />22 <br />/ <br /> <br />. <br />Mr. Graham Smith presented the plans and specifications fo:r the remodeling of the store <br />rooms at 1070 and 1072 Willa.mette Street and the question of the defin:ition of "Mezzanine Floor" <br />was considered and the plans as drawn approved by the Board of Appeals and this action sustained by <br />the council. <br /> <br />Peti tion requesting 'that 'the Southern Paci fic Crossing of Pearl Street, both as 'to <br />sidewalks and paving, be placed in a condition similar to the remainde:r of -the street, was presente <br />by the City Recorder. Le'tter from Southern Pacific Company stating -that this is not an appropria'te <br />time of year to make permanent improvements to crossings, but in which they promise to keep it in <br />as good condition as 'practicable with temporary repairs, was also read. Councilman Carlson reques <br />ed that the City Engineer communicate wi th Southern Pacifio Company and secure from them a definite <br />statement as to the time that this repair will be done and it was so ordered. <br /> <br />23 <br />/ <br /> <br />24 <br />/ <br /> <br /> <br />I <br /> <br />Request of R.S. Shelley petitioning the cOlmcil to authorhe the issuance of a new <br />deed to cover the South 23 feet of the North W3.66 feet of Lot 3, Blook 18, Gross Addition, was <br />upon motion made and duly seconded approved. It was revealed that Mr. Shelley had lost the origina <br />deed issued to him. <br /> <br />25 <br />I <br /> <br />I <br /> <br />The City Recorder presented a detailed report submitted by the Oregon State Highway <br />Commdssion on a traffic survey of the. City of Eugene. In response 'to 'the Commission's request, <br />Mayor Le.rge, City Engineer Clubb, Sam Bond and Fred Carlson, chairmen :r-espectively of the Police <br />and Street Committees, were delegated. to me et with the Commission in Portland on February 17, 1938 <br />to discuss the matter in full. It was ordered that traveling expenses be paid out of the ci tyfs <br />emergency fund.
