<br />68 <br /> <br />The $550.00 cash offer of E./ U. 1JIlagy for Lot 4, Block 8, Hollenbeck's Ad <br />19 dition, was ordered held by the Finance Committee and it was so approved. <br />( <br />It was reported by the Finance Committee that the city has to start suit <br />to quiet title on Lots 8 and 9, Block 6, Pearl.Addition in order to get a deed for <br />'00 Thelmer J. Nelson who has contracted to purchase the property. These lots are in th, <br />Patterson estate and there are several other lots in this estate which should b~ in- <br />cluded in the suit. The county holds title-to the other lots and-it would be neces~ <br />sary for the city to pay the county taxes in the sum of about $473.00. Upon motion <br />made and seconded, authorization was given by the council to institute the suit and <br />20 to pay in full the taxes due and it was eo ordered. <br />/ <br /> <br />At the request of the Judiciary Committee, the sound-car ordinance, whic' <br />had been previously before the council for repeal, was ordered held for another two <br />21 weeks. <br /> <br />The councU. accepted a recommendation of itself as "a committee of the <br />whole" to allow Eugene's anti-picketing ordinance stand as enacted. Harry Johnson, <br />United Workers' LeagtE, stated that the-emergency should never have been attached to <br />said ordinance by reason of the fact that no emergency existed. He requested that <br />the present ordinance be abandoned and a new ordinance prepared with the cooperative. <br />efforts of organized labor, unorganized labor and business. Mr. Johnson asserted, " <br />believe it is a direct attempt by racketeers in the business group to force trouble <br />betwe~n business and labor." Charles Paddock, Jr. also vigorously opposed the ordi- <br />(22 nance. He implied a threat of a business-labor war if the ordinance is retained. <br /> <br />23 Councilman Hendershott was excused from the meeting at this point. <br /> <br />An ordinance amending Section 7 of Ordinance No. 8534 entitled "An ordi- <br />nance to regulate pickets and picketing within the city of Eugene, had its first <br />reading and passed to its second and third readings by unanimous consent of the <br />council by title under suspension of the rule and was declared prepared for final <br />reading. The ayes and nays were called; councilmen voting aye: Lamb, Reid, Page, <br />Hanns, Farrington, Bond and Carlson; nay, none; absent, Hendershott. The ordinance <br />24 was declared passed and numbered 8536. <br />( <br /> <br />Mr. A. C. Farrington, Chairman of the Health Committee, stated that he <br />had consulted City Attorney Calkins on the garbage disposal question brought up at <br />the previous meeting, and it was established that no action could be taken and that <br />25 the city should stand on their contract. <br />( <br /> <br />Regarding the request of the Eugene Hospital and Clinic, it was the re- <br />quest of Sam Bond, Chairman of the Police ~ommittee, that the matter be held for <br />26 another two weeks and it was so ordered. <br />,. <br /> <br />Resolution enabling the street Committee and City Engineer to deal with <br />the Oregon-Electric Company on the type and style of poles and cross-arms to be used <br />27 for suspension ~ power cables, was upon motion made and duly seconded, adopted~ <br />I <br /> <br />RES 0 L UTI 0 N <br /> <br />WHEREAS, The City of Eugene has arranged for the repair and <br />rebuilding of certain portions of Fifth Avenue with respect <br />to the structures had therein by the Oregon-Electric Railway <br />Company, and it is necessary and convenient that the work be <br />supervised on behalf of the City, <br /> <br />It is therefore resolved, that the Street Committee and the <br />City hngineer, be and they are hereby authorized to'oversee <br />and supervise the placing and replacing of structures and re- <br />pairs in Fifth Avenue by the Oregon~Electric'Railway Company, <br />with power to compel the Oregon Electric Company to conform <br />to the agreements hereinbefore had with the City of Eugene as <br />to the manner and character of the work and improvement to be <br />placed therein. <br /> <br />28 <br />/ <br /> <br />Councilman Bond stated that a woodyard was being maintained at 18th and <br />Jefferson. He said that in addition to the amount-of wood stored there this winte~, <br />they were storing wood for the coming winter and also beginning to make a lumber yar <br />out of the property. They.are not satisfied to maintain this business on their o~p' <br />property but are also using the city streets.
