Basic Plan <br /> <br />6.5 STEPS FOR DECLARATION OF EMERGENCY <br /> <br />The City Manager will sign an order declaring a State of Emergency~ for the City of Eugene <br />when the situation progresses to a level three emergency. The City must first expend, or nearly <br />deplete, its own resources, including those available through mutual aid agreements, before <br />requesting assistance from Lane County. All requests will be made by the City Manager or by <br />another official duly authorized by the City Manager or the EMP. After County resources have <br />been expended, a declaration may be requested through the State. <br /> <br />Requests for State or Federal assistance, including National Guard or other military services, will <br />be made to the Oregon Emergency Management Agency (OEM) in Salem through the Lane <br />County Emergency Manager. Only the County's governing body may ask the Governor for a <br />declaration of emergency.
