<br /> The minutes of the adjourned meeting of the Common Council held at the "~
<br /> ....-"".
<br /> hour of 7:30 o'clock P.M.., July 25, 1938. Mayor Elisha Large, presided over the -_J""
<br /> meeting. Councilmen present were: Messrs. Lamb, Hendershott, Reid, Page, Hanns,
<br /> 1 Farrington, Bond and Carlson; absent, none.
<br /> The minutes of the previous meeting, July 11, 1938, were presented and
<br /> 2, ordered filed.
<br /> I Communication from William G. East, attorney, with reference to the land
<br /> sale contract executed between the City of Eugene and E. C" O'Neel and J. M. Hall
<br /> (who assigned her' interest therein to Ramey W. Rugh) wherein the City agreed to sell
<br /> and convey unto the purchaser's good and marketable title to Lots 7. and 8, Block 11,
<br /> Eugene Hendrick's Amended Addition, was read by the City Recorder. Mr. East, being
<br /> present, explained in detail the entire case from its inception to date and particu-
<br /> larly pointed out that the only thing they were asking is that his client be returne
<br /> to his former status. City Attorney Calkins stated that in handling the case, he
<br /> had always conferred wi th the Mayor, Chairmen of the Finance and Judi ciary ,Commi ttee ,
<br /> and did not wish to make a public ~tatement at the c04ncil meeting and it was his
<br /> opinion that the above named members of the council approved his action. It was
<br /> suggested that this be referred to the Judiciary Committee and City Attorney with
<br /> (3 power to make settlement with Mr. Rugh and 6'Neel and it was so ordered.
<br /> Mrs. J. C. Knight addressed the council asking for a permit to raise her
<br /> house at 144a East 14th Avenue three feet and adding a pitch roof instead of a flat
<br /> type roof which would enable the construction of three apartments on the second star .
<br /> This request had been denied on May 18th by the Board of Appeals and action sustaine
<br /> by the council, due to the fact that it was within a single family residence zone.
<br /> Considerable discussion was had and motion was made and seconded that this special
<br /> permit be granted and Mrs. Knight construct the building under the supervision of th
<br /> Building Inspector. Before question was put, makers of the motion withdrew the same
<br /> and all members of the council were invited to inspect the location and find out
<br /> ;4 about it before casting their final votes.
<br /> I Upon the complaint of A. R. Holeman,
<br /> owner of Nu-Way Cleaners, the Police
<br /> Commit.tee and Police Department were asked to take the necessary steps to thoroughl
<br /> clean up the hobo Jungle existing near the west end of town. It was also r~quested
<br /> that the State Police, Sheriff's Office and Southern Pacific Officers assist the
<br /> 5, City of Eugene in this matter.

<br /> Councilman Hendershott, Chairman of the Finance CoIilmittee, stated that in
<br /> order to put the city property in proper condition for sale that certain information
<br /> rad to be obtained from Lane County; that the total cost to secure this information
<br /> was $200.00 and Lane County has agreed to pay fifty per cent of this cost. Mr. Hen-
<br /> rershott requested approval of the council of the city standing the other fifty per
<br /> cent of the costs and upon motion made and duly seconded, the request was unanimously
<br /> /6- granted. '
<br /> I The $100.00 offer of Mrs. William Mills for a thirty-foot strip at 10th and
<br /> ~aylor Streets, on which the City has foreclosed, was rejected by the Finance Committ e
<br /> and a counter-oBfer of $400.00 extended. Upon motion made and seconded, the recom-
<br /> 7 bendation of the Committee was unanimously approved. '

<br /> The $215.00 offer of Eldred D. Ferguson, denied by the Council at the meet-
<br /> ing of July 11th, was again discussed and referred to the Finance Committee for re-
<br /> 8 consideration.
<br /> / I ~he $450.00 cash offe~ of C. C. Henderson for Lot 10, Block 12, Gross Ad-
<br /> I
<br /> pitibn, was accepted by the Finance Committee and upon motion made and seconded,
<br /> action sustained by the council. The Treasurer's Office was instructed to proceed
<br /> ~ith the execution of the necessary papers in confirmation of the sale as directed
<br /> by the general resolution adopted by the Common Council on June 13, 1938, authorizing
<br /> 9 ~uch action and it was so o~dered.
<br /> / ~'. The $30.00 cash offer of Frank E. Semon for part of Lots 2 and 3, Block 27,
<br /> ~econd Addition to Chula Vists Park, was denied by the Finance Committee apd a counte -
<br /> I pffer of $50.00 extended. Upon motion made and seconded, the recommendation of the
<br /> 10 ~ommittee was duly approved.
<br /> / I Second offer of Dr. A. W. Siegrist in the amount of $700.00 for Lot 2,
<br /> Block 2, Maplecf'oft Addition, was denied by the Finance Committee and a counter-offer
<br /> &f $719.00 plus payment of taxes, extended. Upon motion made and seconded, the re-

<br /> commendation of the Committee was duly approved.
<br /> I With regard to the request of Vermont Loan and Trust Company for a driveway
<br /> ~t 2000 Fairmount Boulevard, the council agreed to accept $100.00 for a strip of land
<br /> /12 5 feet wide, and it was so ordered.
