<br /> Councilman Hanns stated that Assistant Fire Chief Hicks and Platoon Chief
<br /> Johnson had been using their personal cars for a number of years for emergency
<br /> calls and that these cars were not equipped with sirens nor covered by insurance.
<br /> It was his request that he be given permission to take care of this and upon motion
<br /> made and seconded, the Fire and Water Committee and the City Recorder were given pow I'
<br /> 16 to act in this matter and it was so ordered.

<br /> Councilman Bond, Chairman of the Police Committee, recommended the transfer
<br /> of Package Store Class "B" License and Retail Beer Class B Li6ense from L. G. Seales
<br /> (deceased) to Emery Seales (Tiny Tavern) 400 Blair Street, and upon motion made and
<br /> 17 duly seconded, the recommendation was duly approved.

<br /> made by Herschel Taylor relative to excBssive speeding and truck "traffic on East
<br /> 18 Thirteenth and it was so granted.

<br /> / Councilman Hendershott stated that the unfortunate drowning in the Willamet e
<br /> River was in no way the fault of the City nor the Playground Commission; that the
<br /> hours of the Playground Department are posted from 1:00 P.M. until dark and it was I
<br /> 20 definitely determined that the little girl lost her life prior to 1:00 o'clock.
<br /> I Communication from James H. Tierney pointing out the existence of poison
<br /> oak along the edge of sidewalk and parkway on lot owned by the City between the
<br /> Southwest corner of 22nd Street and Willamette, was presented. The matter was re-

<br /> / Communication from the Eugene Realty Board wherein they named Miss Edith
<br /> Gardner, Roy Baldwin and Robert W. Prescott as the appraisers from the Board to
<br /> assist the appraisers from the Council in appraising the city lots given to the Boar
<br /> 24 for sale, was presented and ordered filed.

<br /> Letter from the Civil Service Commission, recommending that Alva S. Turnbow
<br /> and Theodore D~ Brown, be permanently employed by the Police Department, inasmuch as
<br /> they had successfully passed their perrormance examination, was presented and the
<br /> 25 members above named duly appointed by the council.

<br /> Statement of bills from the Eugene Public Library for the month of June,193 , I
<br /> 26 was presented and ordered filed.
<br /> An ordinance granting to the Western Union Telegraph Company, its successor
<br /> and assigns, a franchise to place, erect, lay, maintain and operate in, upon and
<br /> under the streets, alleys, avenues and public highways of the City of Eugene, poles,
<br /> wires and other appliances for the transmission of telegraph messages, had its third
<br /> reading. Hearing of rejections and remonstrances were called for at this time and
<br /> none heard.. The ordinance was placed for final reading and the ayes and nays were
<br /> called, councilmen voting aye: Lamb, Hendershott, Reid, Paget Hanns, Fa~rington, I
<br /> Bond and Carlson; nay, none; absent, none. The ordinance was declared passed and
<br /> 2rr numbered 8549.
