<br /> 'Fhe minutes of the adjourned meeting of the Common Council held at the ~~
<br /> hour of 7:30 o'clock P.M., November 28, 1938. Mayor Large presided over the meet-
<br /> ing; Councilmen present were; Messrs. Hendershott, Lamb, Reid, Page, Farrington,
<br /> 1 Bond, Hanns and Carlson; absent, none. .

<br /> The minutes of the previous meeting November 14, 1938 were presented and
<br /> 2 ordered filed.
<br /> I Mrs. Ezra S. Swanson, 1877 Harris Street, requested the city to remove or
<br /> have removed some. blackberry bushes adjacent to her property which have been a
<br /> nuisance: and fire menace for a great many years. She pointed out that the bushes ar
<br /> on private property and felt that as a taxpayer she was due some protection. City
<br /> Attorney Calkins stated that the city is not responsible for taking care of such
<br /> conditions and Mayor Large suggested that the Fire Department take proper eqUipment
<br /> and burn the bushes. Mr. Calkins stated that in the event of an accident, it was
<br /> his opinion that the city would not be responsible. The Fire Department, through
<br /> I 3 Chairman P.J. Hanns ,. was requested that these bushes be burned and it was so ordered
<br /> At this time M~. Tracy Stocker of the Castelloe and Stocker Electrical
<br /> Company, addressed the council on behalf of the McDonald Theatre requesting a specia
<br /> ~ermit for the erection of a new marquise and sign for the theatre. It was revealed
<br /> hat very minor changes are to be made over the height and width of the present sig .
<br /> Councilman Carlson stated that he had looked into the matter and believed that the
<br /> permit should be granted. The Recorder was hereupon requested to read that section
<br /> of the report of the Board of Appeals which pertains to this request. It was the
<br /> Board's recommendation that they be required to comply with all provisions of the
<br /> code. Upon motio~ of Councilman Bond, it was moved and seconded that this special
<br /> request be granted and the recommendation of the Board be herewith denied and it was
<br /> (l so grdered.
<br /> The City Recorder presented a communication from Robert H. Lemon, Chairmam:
<br /> of the Advi~ory Board of the Salvation Army, wherein it was requested that the'
<br /> I $1200~OQ granted by the council. at its meeting of November 14th be paid in the
<br /> following sums during the months indicated: December, 1938, $400.00; January, 1939,
<br /> $350~OQ~ February, 1939, $200.00; March, 1939, $150.00; Aprilr 1939, $100.00. Upon
<br /> ,5 motion made and seco~ded the foregoing procedure of payments was duly approved.
<br /> Councilman Hendershott, Chairman of the Finance Committee, recommended tha
<br /> . the City of Eugene pay to Lane County the delinquent taxes due on the following eigh
<br /> parcels of property: 1455 West 2nd, $13a.43; 1294 West 6th, $186.72; 142 Jefferson
<br /> Street, $163.63; 710 East 17th, $277.94; 1395 Orchard Street, $115.91; 402 West 2nd,
<br /> $209.36; 11 North L~wrence, $95.39; 1144 West Broadway, $131.67. Upon motion made
<br /> and seconded the recommendation was approved by the council and it was further or-
<br /> ,6 dered that payment of said taxes be made from the Improvement Bond Sinking Fund.
<br /> The $500.00 offer of T. J. Casey for the property in the name of Kate
<br /> Baccus lying East of Polk Street and just North of 8th street and also to include
<br /> a narrow strip lying east of his home which is also in the name of Kate Baccus, was
<br /> denied by the Finance Committee and upon motion made and seconded, recommendation
<br /> ,7 duly approved by the council.

<br /> /The $500.00 offer of W. Dion for the property on the west s ide of Washing'-
<br /> ton Street known as Lot 7, Block 11, Hollenbeck's Addition, was accepted by the
<br /> Finance Commi ttee 'and the Treasurer's Office was instructed to prepare the necessary
<br /> papers in connection with the transaction. Upon motion made and seconded, the re-
<br /> /8 commendation of the Committee was duly approved.
<br /> I , The $1500.0Q offer of F.
<br /> J. Berger for his client Maurice Vitus for the
<br /> following.described property: "Beginning at the Northeast corner of L~ 2, Block 1,.
<br /> Skinner's Donation, running thence West 80 feet, thence South 110 feet, thence
<br /> East 20 feetT thence South 50 feet, thence East 60 feet to the Southeast corner of
<br /> said Lot 3, thence North 160 feet to the place of beginning,1I was accepted by the
<br /> Finance Committee and upon motion made and seconded, the recommendation of the Com-
<br /> mittee was duly approved ?nd the Treasurer's Office was instructed to prepare the
<br /> /9 necessary papers in connection with the transaction.
<br /> I The $1800.00 offer of W. K. Striker on behalf of his client A. G. Bender,
<br /> for property at 1307 West 11th Street known as Lot 4, Block 2, Chamber's Addition,
<br /> / 10 was rejected by the council upon the recommendation of the Finance Committee.
<br /> The $450.00 offer of H. E. Cully for client C.C. Ball for Lot 1, Block 14,
<br /> College Hill Park Addition, was accepted by the Finance Committee on the condition
<br /> that the client fu~nishes his own title; the city to give a bargain and sale deed
<br /> only. Upon motion duly made and seconded, this recommendation was approved and the
<br /> Treasurer's Office wa~ instructed to prepare the necessary papers in connection with
<br /> III the transaction and it was so ordered.
