The <br /> 17 Mayor order'ed'the petitions placed on file. <br /> / <br /> Mayor Large stated that City Engineer Clupb requested that the sum of $550. <br /> be drawn from the Emergency Fund in order- to complete the city's share of expenditur s <br /> on the traffic lights. Upon motion duly ~ade and: seconded, this was unanimously <br /> 18 approved. <br /> , <br /> City Engineer Clubb suggested that bicycles be restricted and parking be not I' <br /> allowed in the area from 11th to 6th and from Olive to Oak, incl~ding both sides of <br /> said streets. The City is then to erect racks on private property at convenient <br /> locations for the bicycles. This recommendation was very favorably received by the <br /> council and referred to the Police Committee to secure the ne~essary property. f9r. <br /> 19 the parking space: <br /> . <br /> , <br /> , At this time the City Recorder recommended that new traffic tickets be <br /> printed and numbered according to book and Indivi~ual ticket to provide a means' of <br /> checking tickets. It was suggested that the tickets be made out in triplicate; one <br /> to r~main in the book; one handed to the violator: and the other to be submitted to <br /> the court. The suggestion that one-way traffic b~ instituted in ~lleys and that <br /> trucks be required to use them for delivers met with favo~able reaction and was re- <br /> ferred to the Police Committee for careful study., In instances where stores have <br /> no alley entrances, loading zones should be established on the street, it was sug- <br /> gest~d. It was believed that the State Highway C9mmission might have some avail- <br /> able material concerning tbaffic regulation in connection with traffic signals and <br /> 20 as sbon as contact could be made these Questions would then be acted UDon. <br /> . . ~ . ~ <br /> I <br /> The City Recorder at this time requested approval of the Council to transfer <br /> . ' <br /> from'the Intersection Fund of the City of Eugene to the Improvement Bond Sinking Fun <br /> the sum of $8500.00 which is not needed for the Intersection Fund. Upon motion made <br /> 21 seconded, and duly carried, this request was approved. <br /> I <br /> The Recorder stated that.there was a deficit of $17'(, 574.15 in the Improve- <br /> ment Bond Sinking Fund and that due to the fact that these bonds are not refunding I <br /> bonds. and where there are no assets in the form of liens they automatically becom~ <br /> Genersl Bond obligations. It was recommended that there be transferred from the <br /> General Bond Sinking Fund for payment of this amount of money $25, 367.73 per year <br /> as of 1938~1944 inclusive plus a transfer of a graduated amount with which to pay <br /> interest on these same bonds. The Recorder pointed out that this did not in any <br /> way interefere with the General Bond Sinking Fund set-up; that due to an excellent <br /> tax collection the General Bond Sinking Fund was in exceptionally good condition. <br /> It was further pointed out that,in addition to this proposed transfer the budget <br /> committee meeting of 1939 would be required to adopt a policy of levy, principal I <br /> and interest, .in excess of $28,000 a year in order to complete the deficit in the <br /> Improvement Bonds and therefore if this transfer were not approved that instead of <br /> levying $28,000 they would be levying better than $50,000. Mayor-Large stated that <br /> as far as taxation is conc;.erned there would be no difrerence in amount being levied <br /> if a program were adopted as follows: that rather than transfer f~om General Bond <br /> Sinking to the Improvement Bond Sinking that if the levy for the ~eneral Bond <br /> Sinking Fund were decreased and a special levy set up for Improvement Bonds that the <br /> result would be exactly the same. Mayor Large wanted the picture to be thoroughly <br /> clear as to the purpose of the levy; in other words, he wanted the general public to <br /> understand that the reason that this levy was having to be made was because of the <br /> , <br /> ': <br /> ~ <br />
