<br />The $750.00 offer of C. F. Hyde Realty Company on behalf of client

<br />First Addition on the following terms, to-wit: The sum of $5.00 down and ~45.00

<br />Councilman Hendershott reported that he had no report to make ,on the pro-
<br />/10 posed merger of the Park, Playground and Juvenile Departments of the city of Eugene.
<br />
<br />I Councilman Hendershott moved that the Police Committee be given power to,
<br />act on the renewals of beer and wine applications and this was seconded and duly
<br />11 carried by the members of the council.

<br />Mr. Hendershott further recommended that the transfer of General Bond
<br />Sinking Fund for payment of delinquent ImpJ'ovement Bonds be not allowed and it was
<br />I 12 so ordered.
<br />
<br />Councilman Hanns recommended the installation of a street light at Second
<br />and Jackson Streets and upon motion duly made and seconded, said recommendation was
<br />/ 13 unanimously approved.
<br />
<br />Councilman Harms, Chairman of the Fire and Water Committee, recommended
<br />that if, in the event, two trucks are engaged within the city limits, no machines
<br />will leave to fight blazes elsewhere and that if their service be needed within
<br />the city while they are on a suburban call, they shall be iEmediately recalled. Also
<br />that calls shall not be made to communities which have not made the re~uired financi 1
<br />remuneration for any previous service. Upon motion duly made and seconded, the re-
<br />I 14 commendation of the Committee was unanimously approved.
<br />
<br />The Fire and Water Committee reported that the Fire Department was engaged
<br />in fighting two blazes: one, on November 25, Paul Snook, Route #4; and Magladary
<br />School District #181 on December 9, 1938 and stated that statements had already been
<br />mailed out of the City Recorder's Office upon his instructions. This was unanimousl
<br />,15 approved.
<br />
<br />I Councilman Hendershott recommended that the $300.00 bid of Accountant c.A.
<br />Horton be accepted for auditing the books of the City of Eugene for the year 1939
<br />{16 and it was so ordered.
<br />
<br />Councilman Farrington, ChairLan of the Health Committee, stated that there
<br />was a residence at 2011 Alder Street, owned by R.C. Bailey now residing'at Yachats,
<br />Oregon, and in front of this place are five large poplar trees and that the property
<br />located immediately south of 2011 Alder Street, owned by L. M. Watson, is continuall
<br />having trouble with the sewer system because of interference from the roots of these
<br />trees. The matter was referred to the Park Cornmittee with power to set.' The Record r
<br />is, however, first to notify Mr. Bailey that action is contemplated and that Mr.
<br />Watson is agreeable to setting out other species of trees instead of these upon thei
<br />117 removal.

<br />Mrs. W. H. Maxham, Secretary to the Park Board, presented the annual report
<br />of the Board for the year 1938. The S8lIle was ordered placed on file. (Mrs. Maxham
<br />18 has the report.)

<br />.The Po 1 ice Comrni t tee, by Sam Bond, recommended pa.s sage of Retai 1 Beer Class
<br />"CII license to Maebelle E. Findlay, The Ace Lunch, located at 48 East 10th Street
<br />by reason of the fact that this licerse merely allows the sale of bottled beer and
<br />not draft beer. The application of Oreen's Tavern for a Package Store Class B
<br />License was denied as it was entirely new license. It was reported that the Oregon
<br />I Hotel Coffee Shop had a Package store Class B License in 1937 but did not renew it
<br />in 1938 due to the fact that they believed that they were privileged to sell package
<br />wine under the Restaurant and Hotel License granted them that year. The State Com-
<br />missioner, however, told the manager that such license would be necessary before
<br />they could make any further sales. The Police Committee recommended that both
<br />119 licenses be renewed for 1939 and it was so ordered.

<br />The police committee renuested another two weeks during which they could
<br />/20 study the proposal of parking lots for bicycles, and it was so granted.
<br />
<br />I The request for one hour parking on Willamette from 11 th to 12th, and one-
<br />hour parking between 7th and 8th Avenues on Charnelton; removal of parking restric-
<br />tions on ~est 19th Avenue between Willamette and Olive Streets, was presented and
<br />(21 held for two weeks., .
<br />
<br />As all bids to supply the city with gasoline for 1939 were the same, l6i
<br />per gallon, it was decided after some discussion to divide the business equally betw en
<br />all companies located within the city limits. The proposal of Councilman Hanns to d 81
<br />strictly with the Associated Oil Company because they pay the most taxes to the city
<br />/22 was defeated.
