<br /> Mayor Large recommended the appointment of Mrs. Gladys L., Dohnert to the
<br /> position of Polica Matron of the City of Eugene and the appointment was duly confir ed
<br /> -W'9q by all members of the council with the exception of Councilman Bond who questioned I
<br /> ,~ the mayor's reason for selecting Mrs. Dohnert when she was not the highest ranking
<br /> le'1 applicant. Mayor Large stated that he would give his reasons in writing to the
<br /> ~ Civil Service Commission.

<br /> Messrs Eugene Klink and C. M. McCoy, highest ranking candidates on the
<br /> fire department eligible list, were selected by the Mayor to fill the vacancies in
<br /> 24 that department, effective January 1, 1939.
<br /> f Mayor Large stated that inas~uch as he had not as yet received a certified
<br /> eligible list from the Civil Service Commission, he would be unable to make ap- I
<br /> pointments to fill the openings in the Police Department at this time. It Was
<br /> pointed out that as soon as Dr. E. L. Gardner, Health Officer, completed the
<br /> medical examinations, certifications could be made and a list submitted. Mayor
<br /> 251 Large would thereupon make the appointments so that the new applicants could re-
<br /> sume their duties as of January 1, 1939.

<br /> The Council approved the surety bond presented by Sigman-Fell Company
<br /> covering Treasurer-elect A.E. HUle~aard in the amount of $50,000 from January 1st,
<br /> 1939 to December 31st, 1942. The 5000 surety bond covering John Fields, assistant
<br /> Treasurer from January 1, 1939 to December 31, 1942 by Sigman-Fell Insurance Agency
<br /> was rejected and said bond was granted on behalf of Br~ant DeBar and it was so 01"-
<br /> 26 dered. ' '"

<br /> Mayor Large ordered the petition, presented to the council on October 10,19 8
<br /> 27 relative to Pu~lic Housing, placed on file and it was so Drdered.

<br /> The Council approved the Surety Bond covering C.M. Bryan, City Recorder
<br /> 28 in the amount of $1000 from January 1st, 1939 to December 31st, 1940.

<br /> Request from B.R. ~agner for a permit to waive the garage set-back required
<br /> by Ordinance #2637 in the erection of his new residence and garage to be located at
<br /> 2010 Agate Street, was granted by the Board of Appeals and action sustained by the
<br /> 29 council.

<br /> A request fo~ rezoning tot 12, Block 1, Driverton Addition located at the S
<br /> corner of the intersection of 17th and Hilyard for the purpose of erecting a store,
<br /> was presented. It was the recommendation of the Board of Appeals that this reo.uest
<br /> be referred to the Planning Commission for study, and it was so ordered by the coun
<br /> 30 cil.

<br /> Request of Mrs. George McMorran for a permit to build a duplex residence on
<br /> Lot 5, Block 7, Lizzie Luckey Addition, located at the northwest corner of the in-
<br /> tersection of 15th and Olive, was presentect. Inasmuch as this lot is zoned as a
<br /> single family residence district, the Board of Appeals recommends that a special
<br /> permit be granted Mrs. McMorran and that the Planning Commission be asked to con-
<br /> sider the rezoning of all of Block 7 as an R-2 district. The council sustained
<br /> 3] the recommendation of the Board of Appeals.

<br /> Building Inspector Sam Mosher stated that he, in company with Fire Chief
<br /> Nusbaum, had inspected the Shingle Mill at 865 Franklin Boulevard, and it was found
<br /> that their method of disposing of refuse constituted a fire hazard and it was
<br /> their recommendation that if the changes recommended by Mr. Mosher to abate this
<br /> hazard is not complied with by February 1, that steps be taken to condemn this plant
<br /> as a nuisance and fire hazard. The council heartily agreed with this action and en-
<br /> )2 dorsed the proposed action of the Eoard.

<br /> Communication from Health Officer E.L. Gardner reouesting a leave of absence
<br /> from January 15 to June 1, 1939, was duly approved by the council. It was revealed
<br /> that Dr. Gardner wished to complete a course of stVdy at the University of Californi I
<br /> in Public Health during that period of time and that in his absence Dr. Hargaret
<br /> 33 Tingle had been appointed to assume his duties.

<br /> Communication from E.J. Griffith, State Administrator of the ~PA, relative
<br /> to the city's granting the use of certain buildings in Skinner's Butte Park for the
<br /> use of NYA pro~ram, was presented. It is their sug~estion that inasmuch as it is
<br /> necessary for them to report the buildings in an unserviceable condition to the
<br /> f"ederal government, that the buildings remain as the property of the government unti
<br /> such time as the NYA completes its occupancy of the same at which time the ~PA will I
<br /> request the transfer of the buildings to the city. The City Recorder was instructe
<br /> 34 to notify Mr. Griffith of the council's acceptance of this status.

<br /> Condmenation proceedings on the Yates Hotel was held until the next meeting
<br /> 35 of the council.

<br /> An ordinance" providing for the establishment, operation and maintenance with 'n
<br /> and without the city limits of the city of Eugene of sewage disposal plant or plants,
<br /> etc., had its first readinf. and passed to its second and third readings by unanimous
<br /> consent of the council by title under suspension of the rules and was placed for fin 1
<br /> passage. The ayes and nays were called', counc ilmen voting aye ~ Hendershott, Reid
<br /> Page, Hanns, Farrington, Bond and Carlson; nay, none~ absent, Lamb. The ordinanc~
<br /> ~ was declared passed and numbered 8583.
