<br /> The minutes of the adjourned meeting of the Common Council held at the
<br /> hour or 7~30 o'clock P. M. June 26, 1939. Mayor Elisha Large presided over the
<br /> meeting. Councilmep present were= Messrs~ Reid, Bond, Carlson, Farr'ington,
<br /> 1 Hanns, Page and Koppe, absent~ Lamb.
<br /> The minutes of the previous meeting, June 12, 1939 were presented and
<br /> I 2 ordered placed on file. The meeting was herewith c aIled to order.
<br /> Mr. W. Vi. Miller introduced representatives from various hotels and the
<br /> two hospitals of the City of Eugene and in their behalf made an urgent plea to the
<br /> Common Council for an ordinance to enforce a;tion against the terrible noise
<br /> nuisance caused by the backfiring of cars, shooting of fireworks and the unnecessary
<br /> tooting of horns. Various councilmen made favorable comment upon tITe request and
<br /> it was agreed that the present ordinance regulating noise mthin the City was still
<br /> 3/ in effect and the Chief of Police, C. F. Bergman, was requested to take necessary
<br /> steps to strictly enforce the ordinance.
<br /> Upon motion made and seconded the City Attorney was instructed to prepare
<br /> a new fireworks ordinance to present at the next meeting of the Council; said
<br /> 4 ......--1 ordinance to reduce the sale of and the firing of fireworks within the City of
<br /> Eugene to two days, July 3 and 4.
<br /> Mr. R. S..Bryson, representative of the League of Oregon Cities, presented
<br /> to the council the codification of the active ordinances of the City of Eugene.
<br /> An offer was made by Mr~ Bryson in behalf ~f the League of Oregon Cities for the
<br /> possible mimeographing of the ordinances as a method of compllin~ them to be
<br /> 5/ distributed to members of the city administration and 'sold to parties interested
<br /> in purchasing the same.. The matter was held for further consideration of the counci .
<br /> Mayor Large reque sted the Recorder to II' esent the proposed ordinance and
<br /> any additional material on the Glenwood annexation to the City of Eugene. The ordin
<br /> -,I ance was presented after which the Recorder read a comunication from the Glenwood
<br /> b~slnessmenst Association stating that they opposed the annexation, supporting
<br /> their opposition with a petition,signed by numerous Glenwood residents. ,Considerabl
<br /> di~cussion was had by members of the council as well as representatives of Glenwood
<br /> favoring and opposing the annexation. The pro,posed ordinance was ordered held for
<br /> its 2nd reading at the next meeting of the council but at the same time the Glenwood
<br /> district was asked to present to the council at its next meeting a list consisting
<br /> of chairmen, judges and clerks and the two poling places in the event that
<br /> 6 the city should decide to proceed with s~id election and it was so ordered.
<br /> Councilman Farrington, Chairman of the Finance Committee recommended
<br /> the $.75,.00 offer of Harlow E. Hudson for the 57 x 174 foot strip of ground 100
<br /> 7/ feet west of and ~rallel to Harris Street and south of 24th Avenue. Upon motion
<br /> made and seconded the recommendation of the Finance Committee was approved.
<br /> Chairman Farrington reported the following property offer: The School
<br /> Board owns one-half block of property located on Hilyard Street between 22nd and
<br /> 23rd appraised at $4150.,0~HEM. tkE t~m Exmxxa ~luQ,Jl.[iNg f~mmCLots 9,10,,11,12,13 and 14,
<br /> Block 30, Driverton Addition, and two blocks running from 19th to 21st and west
<br /> 19th between Lawrence and Washington Street which was appraised at $4335.00 and
<br /> $6400.00, (~ll Blocks 4 and 10 College Hill Park Addition and all th~ir interest
<br /> and rights to 20th Avenue between Lawrence and Washington} making a total valuation
<br /> of $17 ,885.00.'~' The School Board would like to purchase the following described
<br /> property owned by the City of Eugene: that property SJ uth of 19th and Pearl and
<br /> I Patterson Streets appraised at $23,123.00(Lots l~East 122 feet of Lots 2 and 3,
<br /> all of-Lot 4 and the East 122 fe~t of Lots 5 and 6, Block 13, all Block 14 and all
<br /> Block 15). It is desired that an exchange of property be made and the School Board
<br /> agrees that if this deal is consumnated it will pay cash for the difference in the
<br /> in the value of the property, an amount of $5240.00. The Finance Committee recommen ed
<br /> that the offer be accepted and upon motion made and seconded the recommendation of
<br /> the Finance Committee was approved and, the Mayor and C1 ty Recorder instructed to
<br /> prepare and 'execute the necessary deed and to file same upon transfer. The ayes
<br /> 8/ and nays were called; Councilmen voting aye~ Reid, Bond, Carlson, Farrington, Hanns,
<br /> Page and Koppe; nay: none; absent: Lamb.

<br /> At this time Councilman Farrington reported that he had contacted
<br /> Dr. J. A. Flanigan in regard to the old barn located on Dr. Flanigan1s premises
<br /> 9/ bt 739 High Street and reported that Dr. Flanigan stated to him that he would very
<br /> gladly remove the old barn in ~uestion and would do so immediately.
<br /> Councilman Koppe, Chairman of the Health Committee' r-eported ttmt the
<br /> Health Committee, accompanied, by ~the Fire ~hi ef, W. E. Nusbaum, and City Engineer
<br /> Clubb had inspected the premises at 1347 V'1111amette Street and the premises at 1253
<br /> West 12th Avenue and found the s~me to be unfit for human habitation accord~ng to
<br /> Ordinance No. 8603. A certificate of oncupancy had been posted on the abov~ premises
