The ordinance was declared <br />34 passed and numbered 8623. <br /> The general traffic ordinance pertaining to the installation of parking <br /> meters which had its first reading at the last council meeting was presented to I <br /> the council for its second reading and held over until the next council meeting <br /> for its final reading. A motion authorizing an amendment to Section 29~ of the <br /> proposed traffic ordinance was made, aeconded and unanimously approved. .&. <br /> resolution authorizing the Mayor and Recorder to enter into contracts with various <br />;':'35 parking meter companies was presented and unanimously approved. <br /> MOTION TO AMEND <br /> It was moved, seconded and carried that oection 29 of the proposed traffic <br /> regulation amendatory ordinance be amended to read as follows: <br /> "Section 29. PARKING METER TIME AND FEES: A parking meter fee of <br /> Five Cents ($0.051 shall be paid by all persons parking a motor <br /> v.ehicle using metered parking time for one hour and a parking meter <br /> fee of One Cent ($0.01) shall be paid by all persons parking a <br /> motor vehicle using metered parking time for twelve minutes, all <br /> as provided by the legend on the meter. Provided, however, that <br /> parking meter space may be used without charge on Sundays and legal <br /> holidays; and may be used on other days of the week between six <br /> o'clock P.M. and eight o'clock A.M., and delivery motor vehicles <br /> may use loading parking meter space without charge on any day up <br /> to twelve o'clock noon. Delivery motor vehicle is a truck used for <br /> delivery purposes only." <br /> RESOL1!TION I <br /> BE IT RESOLVED, By the Common Council of the City of Eugene, that <br /> the Mayor and the City Recorder be and they are hereby authorized and <br /> directed to execute on behalf of the city the permit contracts tendered <br /> by the three meter companies for execution and to deliver the executed <br /> contracts to the respective meter companies. <br /> Canvass of election returns for the special election held in the City of <br /> Eugene and Glenwood, (proposed territory to be annexed to the City of Eugene) <br /> on October 13, 1939, by the Mayor and Recorder constituting the Board of Canvassers <br /> was presented and the results were as follows: Roosevelt School, 28 yes, 32 no; <br /> Frances Willard School, 21 yes, 20 No; Geary School 19 yes, 25 no; Washington <br /> School 17 yes, 32 no; Glenwood 47 yes, 91 no; Total yes votes: 132, total no <br />36'*'Votes, 200; majority 68. <br /> Councilman Hanns recommended that a 400 candle power street light <br /> be placed at the two Jefferson Street intersections at 13th Street West. It was <br /> pointed out that on the north side of Jet"terson Street there is a street light which <br /> doesn't; give sufficient light and the Fire and Water Commi ttee recommends tha:t <br />37~this light be removed and smaller lights be placed at each intersection. <br /> The question was presented concerning the tvpe of insured titles that the <br /> city furnishes to the purchasers of the city property and City Attorney reported I <br /> that the city had agreed to furnish purchasers the best insured title that can be <br /> furnished within the city of Eugene. The request of Fred E. and Willie Mae Williams <br /> for a better insured title from the city in connection with their recent property <br /> purchase from the city was not in conformance with the regular transacting of <br /> ~roperty sales. Upon motion made and seconded the council voted to contlinue giving <br />38 the best insured titles that can be had and it was so ordered. <br /> Upon motion made and seconded the council was adjourned. <br /> G.
