<br />Councilman Bond, Chairman ~f the PoliQe Committee, reported that the
<br />Police Department was putting a stop to the practice or the boys and girls park-
<br />ing their bicycles against parking meter stands. The Police Committee further
<br />recommended the approval of the liquor license applications of: ~. J. Chiaramonte
<br />for a transfer of PaCkage Store Class "B" license from the Eugene Stage Depot to
<br />the Oregon Hotel Cafe; a renewal application of the retail Beer Class "B" license
<br />for the White Palace; the renewal of the Restaurant and Hotel and Package Store
<br />Class "Btt license for Seymour's Cafe and the renewal of the Restaurant & Hotel
<br />License and a transfer of Package Store Class "B" license to a Package Store Class
<br />"A" license for the Del Ray Cafe. Upon motion made and seconded the recommendations
<br />IBv of the commiteee were unanimously approved.

<br />The City Attorney reported that the City of Eugene is filing a list of all
<br />saleable properties upon which the city has municipal liens, which property is
<br />16' in?luded in the deed issued to Lane County by the Sher~ff.
<br />
<br />Mayor Large at this time made a suggestion that if people who receive
<br />parking violation tickets reported within twenty four hours that maybe the penalty
<br />should be placed at fifty cents. This was referred to the consideration of the
<br />Police Committee. The Mayor further reported on an article appearing in the New
<br />York Times showing the favorable public acceptance of the meters in the eastern
<br />17' cities.

<br />Communication was presented from the Board of Appeals presenting the request
<br />from H. L. Edmunds asking for perm}ssion to make use of the property at the north-
<br />west corner ot the intersection of East 13th and Oak Streets, for parking lo~nd/or
<br />used car lot purposes. As similar requests on this same property have been refused,
<br />the Board recommends that this request be denied. After considerable discussion by KmE
<br />members of the council, and strenous objection by Councilman Hanns that the request
<br />be granted, Councilman Reid made a motion, seconded by Councilman Bond, to grant a
<br />special permit'to H.L. Edmund for parking lot purposes only, the permit is
<br />-/ revocable at the will of the council. The councilmen all voted aye and the motion
<br />Ie was carried. .

<br />The Board of Appeals also.presented the request of Guy Bailey for a reclassi i-
<br />cation of certain property on the East side of Chambers Street between Broadway
<br />and Tenth--referred to the Board by the Council--the Board recommends that this
<br />request be denied and upon motion made and seconded the recommendation was unanimous y
<br />19.... approved.

<br />The following officer's reports were presented: Police Department for the
<br />month of December, Fire-Department for December and the year of 1939, Milk & Meat~
<br />Inspector for the year 1939, Police Matron report for the year 1939 and for the
<br />month of December 1939 and the City Engineer's report for the month of December, 193 /
<br />The report of the Sewage Disposal collections by the Eugene Water Board was
<br />presented 'showing a December collection of $1470.55, making the total 1939
<br />20- collections at $17,311.14. The reports were ordered placed on file.
<br />
<br />At this time Mayor Large called for objections and remonstrances to the
<br />vacation of Baker Boulevard. As there were no objections, the ordinance vacating
<br />IBaker Boulevard in Onyx Plat was presented for its first reading, passed to its
<br />second and third readings under suspension of the rules and placed for its final
<br />read~ng, councilmen voting aye: A. A. Reid, P. J. Hanns, Sam C. Bond, Fred C.
<br />Carlson, A. C. Farrington, Louis Koppe, E. A. Barette, and Herbert J. Cox; nay:
<br />21~ one; absent: none. The ordinance was declared passed and numbered 8630.
<br />An ordinance prohibiting the driving of any vehicle upon any of the
<br />streets or alleys of the City of Eugene or by any person who is a habitual user of
<br />narcotic drugs, or any person who is intoxicated or under the influence of intoxi-
<br />Icating liquor or narcotic drugs was presented to the council for its first reading,
<br />~assed to its second and third readings by title under suspension of the rules
<br />and placed for its final reading. Councilmen voting aye: A. A. Reid, P. J. Hanns.

<br />~he 1940 yearly dues. Upon motion made and seconded the roll was called authorizing
