As the City Engineer recommended that the permit be grante , 2~otion was made and seconded that a permit be granted. 26~ Paragraph 26 included immediately after paragraph 14 and was numbered 14-A I Councilman Bond, Chairman of the Police Committee stated that the Merchant' Division of the Chamber of Comnlerce was not prepared to make a formal report of the parking meter area and recommended that the present starting time of 10:00 o'clock 2~a.m. be held until the next meeting of the council. The recommendation was approved At this time Mayor Large called for the election of President of the.Counci to serve for the year 1940. Ballots were distributed and seven votes cast for A. A. Reid and one vote cast for Councilman Bond. Councilman Reid was unanimously elected 28/.president of the Common Council for the year 1940. < Councilman Koppe reported receiving numerous complaints with regard to persons going around the city with earts and wagons and picking up bottles, trash and other materials that had been placed out for garbage collectors.
