M'arch 25, 1940 <br /> <br />l'~ <br /> <br />. ., <br />..../~ <br />~.~ <br /> <br />1/ <br /> <br />The minutes of the adjourned meeting of the Common Council held on <br />Ma~ch 25, 1940 at 7:30 o'clock p.m. Mayor Elisha Large presided over the meeting. <br />Councilmen present were: Messrs. A. A.Reid, P. J. Hanns, Sam C~ Bond, A. C. <br />Farrington, Fred Carlson, E. A. Barette, and H. J. Cox; absent: Louis Koppe. <br /> <br />The minutes of the previous meeting, Warch 11, 1940 were presented and <br />~ ordered placed on file. <br /> <br />Mr. Irish of Irish & Swartz, Inc. explained that he wanted to change the <br />location of a curb cut on Sixth Street between Mridison and Monroe Streets asked <br />for at the last council meeting. After some discussion by the council members, <br />otion was made, seconded and carried that Mr. Irish,be allowed the cuts as per <br />the recomrnendation of the City Engineer which is one thirty seven foot cut and two <br />3L forty foot cuts on Sixth Street. <br /> <br />Communication was presented from H. E. Henzler accepting the $715.00 count I' <br />offer for Lots 6 and 7, Blocl~ 1, Gilmore's Addit ion (southwest corner of 8th Street <br />and Polk Street). Attached to the communication was a ~~143.00 check as a down <br />payment to cover 20% of.the offer. (note that this offer was originally made <br />[pending decision of the Board of Appeals) Residents in the neighborhood where Mr. <br />~enzler desires to build a store presented a petition asking that this property < <br />~e reclassified making it residence property only. Mr. Henzler's offer was held <br />fP and the matter was referred to the Planning Commission to be reported upon at <br />ffihe next council meeting. <br /> <br />4v <br /> <br />5--- <br /> <br />Several residents living north of 4th and High Streets appeared at the <br />council meeting protesting the conditions at and around the Walters-Bushong Mill. <br />~heir objection is to the condition of the sidewalks on High Street, the South <br />side of 4th Street and both sides of Pearl Street. Albert Kaufman spoke in <br />ponsiderable length and said that six years ago a petition had been presented to the <br />pouncil protesting the condi-tions at ,the mill. Mr. H. T. Davenport said he had lived <br />d.n the neighborhood for twenty years and that conditions around the mill were overy <br />~ad; that the 4th Street Sidewalk is buried a foot or two under rubbish from the <br />mill and that the mill occupies all the parking and sidewalks. At times the lumber <br />rxtends over into 4th Street. These people explained that traffic from north of <br />~here wish to corne dovm High Street and go over on 4th Street to Pearl and down <br />~own passed the depot rather than to go dovvn -High Street ,to ,5th across in that direc- <br />tion. They complained that at times, especially on Saturday, the sidewalk on the <br />rorth side of 4th Street is blocked on account of the nmny people at the auction <br />house and that the people have to take to the middle of 4th Street in order to get <br />~hrough. There was some discussion from the council about this matter and Mayor <br />~arge suggested that it should be referred to the Street Committee. Councilman <br />Reid said he could not see any necessity of referring it to the Street COIT@ittee as <br />~he matter had been presented two or three times before but the Street Committee did <br />~ot appear to be able to solve the problem. Councilman Carlson said he was aware of <br />~he trouble but did not believe it wise to take any action without attempting again <br />~o make some kind of settlement. After som.e discussion a motion was made and <br />reconded that the matter be referred to the Street Committee t~ make an investigation <br />~nd report back at the next council meeting .and it was so ordered. _ <br /> <br />II Mr. A. L. Hawn said that he had previously made a $400.00 couilter offer to <br />~he city for the east half of Lot 6, and the west half of Lot 7, Block 6, Fairmount <br />lddition and the offer had been refused but no counter offer had been made and he <br />~rondered what the situation was. He wanted this property in order to make a driveway <br />~o the back of his present property for convenience in getting in and out of his <br />residence. He said if it would suit the council any better he would make his offer <br />for the east half of Lot 13 and the east half of Lot 6. Councilman Farrington explai ed <br />FO him that at. the time his offer was made the lots had not been appraised. Since <br />~hen there has been an appraisal on the~ but the committee has not,had an opp~rtunity <br />fo get together and work them over. ThlS matter was left to the Flnance Cormnlttee <br />,or further report. <br /> <br />I Communication from the Board of Appeals was presented revealing the request <br />from W. H. Smyth for a permit to construct a small wood frame woodshed, covered with <br />~orrugated iron on two sides and roof, at the rear of the Cosmo Cigar Store. As <br />Fhis shed will be located in a rear court, invisible from the Streets, as a protectio <br />from the v/eather and petty thieves, the Board recommends that the permit be granted. <br />Motion was made and seconded unanimously approving the recolnmendation of the Board. <br /> <br />II ' The comrnunication also presented the request from Jack Thomason for a <br />~ermit to construct a duplex residence on the north 33-3/10 feet of Lot 13 and the <br />~outh!~6-7/l0 feet of Lot 14, Block 4, Fairmount Addition, located on the East/side <br />bf Agate Street between 14th and 15th. The Board recommends that this request be <br />~enied. Motion was made and seconded unanimously approving the recommendation of <br />~he Bo ard. <br /> <br />6 0' <br /> <br />7 v <br /> <br />8- <br /> <br />A request was received from Hugh B.
