Campbell for clients, Albert and Mary O. Ezell was <br />presented: $475.00; $75.00 cash, $20.00 on or before 30 days.and the balance at <br />$15.00 per month plus interest at 6% for the South 4g feet of the North g4 feet <br />of Lot 2, Block 6, Scott's Addition (66 feet north of the Northwest corner of <br />15th Avenue and Mill Street) Plan to build $2500.00 home. The Finance Committee <br />recommended the acceptance of the offer and motion was made and seconded unanimousl <br />27 - approving the recommendation. . - - <br /> <br />The Finance Committee recommended granting the request of Byron D~ Agerter <br />for $50.00 re~und of payment on Lot 7, Block 7, Huddleston's Amended Addition due <br />to not being able to obtain an FHA Loan. E. Cully <br />for client, H. Grady Johnson, for $100.00 refund of payment on the East 50 feet <br />of Lots 7 and 8, Block 2, College Hill Park Addition 4ue to not being able to obtain <br />a loan. Motion was made and seconded unanimously approving the recommendation. <br /> <br />The Finance Committee recommended the acceptance of the offer of C. J. <br />Gottschim for clients, E. J. and F. Ruth Hennebeck, $1250.00, $250.00 cash and the <br />balance within five years at 6% interest for Lot 8, Block 5, Purkerson and Quimby <br />Addition known as 1095 West 7th Avenue. Motion was made and seconded unanimously <br />approving the recommendation of the committee. <br /> <br />Councilman Farrington stated that a movable stand such as had been granted <br />to Mrs. Sunderland at Skinner Butte Park had been approved -by the Finance Committee <br />for use at the Eugene Airport. Upon motion made and seconded this was unanimously <br />approved. <br /> <br />30 '-- <br /> <br />31- <br /> <br />I <br /> <br />Communication was pr~sented from the Civil Aeronautics Authority in <br />connection with the recent lease for additional store room space at the Airport. <br />The communication stated that toilet and washroom fadilities available may be <br />reached only by passing through their storeroomK<< and inasmuch as it will not be <br />possible to allow such traffic through their storeroom they requested the advice. <br />of t~e City. gity Engineer stated that doors should be cut for use of the rest <br />room on the South side of the ~uilding thus enabling the government to keep the <br />storeroom locked as was requested. 'The City Recorder was instructed to notify the <br />32- Civil Aeronautics Authority that this would be done. <br /> <br />Mayor Large stated that the Veteran of Foreign Wars requested special <br />permission to conduct a 4th of July celebration at the Lane County Fairgrounds <br />including 4th of July displays and fireworks. Matron was made and seconded <br />33 .l'unanlmously approving the request. <br /> <br />. Chair.man Cox presented a communication from the Health Committee stating <br />that the present contract between the City of Eugene and R. R. Hughes, Caretaker of <br />the City Dumpgrounds, expires on April 26, 1940. The council's attention was <br />called to the fact that due to the ci tyt s non-e'nforcement of the provisions of <br />Ordinance No. 8510, and other ordinances governing the gathering and disposal of <br />garbage, Mr. Hughes has been unable to obtain the compensation expected by him <br />and which the city agreed he would receive. The Health Committee finds that <br />Mr. Hughes is rendering efficient and satisfactory service, requiring a long-hour <br />work-week on his part and under these circumstances the committee recommends that <br />the City of Eugene enter into a contract and agreement with Mr. ~. R. Hughes for <br />the term of one year, begipning April 26, 1940, at the rate of $75.00 per month <br />together with the additional compensation as provided in his expiring contract <br />and also covered in Section 2 of Ordinance No. 8510. Motion was made and seconded <br />that the communication be approved. Discussion was had and it was pointed out <br />that there were not sufficient funds to meet the rate of pay stipulated in the <br />proposed contract. As a joint meeting between the Health Committee and the Garbage <br />haulers was coming up, the matter was held in abeyance until the next council <br />34 v' meeting. No vote was called for on the' coIIimunication. <br /> <br />Chairman Cox stated that the Health Committee had visited the Comfort <br />Station and had ma~e a Imst of improvements to oe made as rapidly as money is <br />35v available and instructed the Recorder to issue requisitions for the same. <br /> <br />Councilman Cox asked for a report from the Chief of Police as to the <br />checking of scavengers prowling through the allies of the city and the Chief of <br />Police reported th~t the matter had been checked and it would be only a short time <br />36 - until the operation would be stopped within the city. ' <br /> <br />Park Committee Chairman, E. A. Barette, stated that the city had taken no <br />action on the proposed joint fence between R. W. Schiska and the City of Eugene <br />37- because y~. Schiska had not yet- purchased the wire for the fence. <br /> <br />Councilman Barette reported that Charles Sullivan, Park Supt., had received <br /> <br />estimates to repair the roof of the residence at Skinner Butte Park.
