It was now the City Attorney's recommendation that <br />the City Recorder make delinquent payments to the company and bring the account up <br />to date. Motion was made, seconded, and duly carried that this be allowed and it <br />58 was~so ordered. <br /> <br />Councilman Hanns stated that when the city hired Mr. James Scroggie <br />to do miscellaneous work for the City under the supervision of the City Engineer, <br />it was the understanding that he was to start out at $125.00_per month and <br />Mr. Scroggie is only receiving $100.00 a month. Councilman Hanns made a motion, <br />Iseconded by Councilman Barette that Mr. Scroggie shoudl receive $125.00 per month. <br />ponsiderable discussion was had by members of the Council whether or not Mr. <br />Scroggie's .salary should be $125.00 per month of if he should -start out at $100.00 <br />~er month as other employees. The motion was placed upon roll call, councilmen <br />]voting aye: Farrington, Hanns, Barette and Cox, nay: Reid, Bond, Carlson and Koppe. <br />~he roll call resulting in a tie, Mayor Large voted nay and the motion was lost. <br />~ [t was ordered that Mr. Scroggie con~inue tOllreceive $100.60 per month salary. <br /> <br />I: A resolution was presented directing the Planning Commission to adopt a <br />~entative report; and to hold a hearing thereon with regard to a proposal to change <br />I~he property at the four conners of West Eighth and Polk Streets in. theCi ty of <br />Eugene from a spot business district to a single family residence district. Motion <br />60~Was made and seconded unanimously appro~ing the resolution. <br /> <br />RES 0 L UTI 0 N <br /> <br />c..? <br /> <br />I <br /> <br />....... <br /> <br />~-':-lt,. <br />....... <br /> <br />,...1.' <br /> <br />I <br /> <br />BE IT RESOLVED by the Common Council of the City of <br />Eugene that there is hereby transmitted to the Planning <br />Commission of the City of Eugene a proposal to Change the <br />property at the four corners of West Eighth and Polk Streets <br />in the City of Eugene from a spot business district to a. <br />single family residence district. <br /> <br />And directing the Planning Commission to adopt a <br />tentative report; and to hold a hearing thereon. in the <br />Council Chambers in the City Hall of the City of Eugene, <br />on Tuesday, the 21st day of May, 1940 at 7t30 o'clock p.m. <br />after giving due notice by publication once in the Eugene <br />Register Guard, and they shall thereafter make a final report and <br />transmit the same to the Council with their recommendation. <br /> <br />Councilman Farrington stated that it was the recommendation of the Financ e <br />~ommittee that the City Recorder be instructed to sign papers calling for foreclosure <br />~f delinquent liens. MOtion was made and seconded unanimously approving the recommen a- <br />tion of the Finance Committee. The City Recorder stated that he wished it made a <br />~atter of records that he is not custodian of the lien dockets which are in the Lien <br />Department and under the supervision of the City Engineer. He has no records as to <br />the amounts received on account or unpaid balances which are cited in the order of <br />" <br />61 i'oredlosure. <br /> <br />Upon motion the meeting adjourned. <br /> <br />C.
