<br />~,f' A letter addressed to the council signed by S. R. Mosher, Bldg. Inspector,
<br />v) W. E. Nusbaum, Fire Chief and C. 'F. Bergman, Chief of Police, stating that there is n
<br />':"'; old barn located on the rear of the property at 1010 Sixth Avenlle West owned by Fran
<br />oc Olsen, Springfield which is in a dilapidated condition and has some baled shavings
<br />stored in it. The building is unsafe and is a serious fire hazard and it is recomme ded
<br />that it be condemned and torn down. The letter also stated that there is an'old
<br />barn located in Elk Drive a short distance east of Fairmount Boulevard. It is not I
<br />in use and is a source of annoyance to the residents of that locality. As it stands
<br />in a public street it is recomraended that it be torn down and removed. Both '
<br />recommendations were approved by the council and the City Attorney instructed to
<br />25 initiate condemnation proceedings.

<br />Eugene Public Library presented its report for theHmonth of May, 1940,
<br />26v and the <report was ordered placed on file.
<br />
<br />An application for a curb cut was presented from I~s. Eva M. Scharff, No. 76
<br />v and as the City Engineer recommended granting the request, the council approved the
<br />27 application.
<br />
<br />Request was received from C. R. Rees for a refund of fifty cents for
<br />electrical permit No. 13294 issued on May 7, for a water heater connection at 1240
<br />Beach Street. As this is a duplicate of one issued April 15, 1940, the City
<br />Engineer recommended that the refund be granted. The counc'il approved the ,
<br />28.1 recommendation. "

<br />The City Recorder reported that after an investigation he discovered that
<br />the county was not noting the recent street vacations on the county map because
<br />the city had failed,to remit the necessary $2.50 fee for each vacation. It was
<br />his request that the obligation to the county for the six recent street vacations
<br />--A be taken care of in order to have proper notation made on the county map and it was
<br />29"11 so ordered.

<br />An ordinance levying assessments for the paving of Monroe Street from the I
<br />South line of the Southern Pacific Railroad right of way to the North line of
<br />Seventh Avenue West in the City of Eugene, Lane County, Oregon was presented to the
<br />council for its first reading. Objections were called for. There being no objectio s
<br />the~rdinance passed to its second and third readings by title by unanimous consent
<br />of the council and placed for final passage. The ayes and nays were called, council
<br />men voting aye: Reid, Bond, Farrington, Hanns, Koppe, Barette and Cox; nay: none;
<br />30v absent: Carlson. ~he ordinance was declared passed and numbered 8649.

<br />Communication was presented from Councilman H. J. Cox tendering his resigna-
<br />tion from the city council because he is moving out of Ward 2, into Ward 4. The cou cil
<br />reluctantly accepted the resignation and Mayor Large on behalf of the council
<br />..; members expressed ~incere appreciation for the fine work and co-operation submitted

<br />I~yor Large brought up the question of conducting a survey to locate a prope
<br />site for the proposed new airport, in the hope of securin.g federal assistance for
<br />the construction and the City Engineer was given authority to conduct a survey and
<br />prepare proper plats for the site, the total cost of survey and plats not to exceed
<br />3~ $300.00, and it was so ordered.
<br />
<br />An offer was received from H. A. White offering the city $60.00, $10.00
<br />down and $10.00 per month plus 6% interest for a 10 foot strip inrrnediately adjoining
<br />his property located at the north 90 feet of Lot 6, Block 2, R. F. Scott~ Addition.
<br />The Finance Committee recommended a counter offer to sell five feet for $60.00; I
<br />j $12.00 down and the balance at ~~10.00 per mont~ plus interest. The council approved
<br />33 the reconmlendation.
<br />
<br />Mayor Large told the council members that as long as he had served on the
<br />council, the city had never displayeg an American flag in the council chambers and
<br />recommended that a flag be displayed in the council room. The City Recorder was
<br />instructed to secure a flag and standard for use in the council chambers and it was
<br />3~ so ordered. .
<br />
<br />Councilman Koppe, Chairman of the Judiciary Committee stated that he would I
<br />personally appreciate the council's instructing the City Recorder to procure a
<br />statement of cost of re-printing the city charter to include itsocomplete present
<br />form and the printing of the city ordinances in a book to make it more convenient
<br />for the council members and other interested parties. The City R~corder'was instrue ed
<br />35v to receive estimates of the same and report back to the council.
