Boykin for a price on the strip of land <br /> between Lots 2 and 3,/Bloc~ 8, Croner's Addition and also on the South 50 feet of <br /> I _Lot 2, was presented. The Finance Committee recommended a price of $150.00 on the <br /> l]entire piece, and the recommendation was approved by the council. C..;; <br /> I Councilman Farrington presented the bills for the month of June, 1940, ~ <br /> :(~~ <br /> 1With a recommendation that they be allowed and warrants be drawn for the same. The ~...:: . <br /> lrecammendation was unanimously approved. (see end of minutes for list of bills) .... ,...~ <br /> Councilman' Farrington reported that several things needed to be done at <br /> the Airport to provide additional classroom space and restroom space because of the <br /> I air training school under the National Defense Act. He called upon Mr. Clubb to <br /> ~xPlain the program and Mr. Clubb stated that some time ago the city had made applica <br /> ~ion for a WPA project to cover additional rooms, restroom facilities and also erecti n <br /> for a new hanger. Because of the prolonged time in receiVing approval of the <br /> ~pplication, the city had, upon its own init~ative, constructed a hanger. Now, the <br /> ~pproval has been received on the project and he would recommend that the grant <br /> pe used to improve restroom facilities including four lavatories and wash basins and <br /> ~he.project be carried out to the best interests of the city. ,Mahlon Sweet, Chair- <br /> man of the Chamber of Commerce Airport Committee addressed the council recommending <br /> / ~hat the city proceed with the present VlPA project and to apply as soon as possible <br /> for an additional project for the erection of a shoproom which he understood could <br /> how probably be built under the ~mergency defense progra~ entirely at the expense <br /> pf the Federal Government. Motion was made and seconded instructing the City <br /> Engineer to proceed with the present approved project and to make application for a <br /> I~hop room if and when the above mentioned new program goes into effect and it was so <br /> l~brdered. <br /> II. Councilman Hanns, Chairman of the Fire and Water Committee, recommended <br /> ~he installation of a street light at 16th and F~irmount Streets, at what would be <br /> ~he intersection of 16th and Fairmount if 16th Street was extended east. The <br /> recommendation was unanimously approved and the City Recorder instructed to write a <br /> 14'letter to the Eugene Water Board notifying them to make the installation. <br /> II 'Mayor Large raised the question of the city burning grass from the city' <br /> pwned lots. Upon checking the records it was learned that the amount spent last <br /> I ~ear for the burning off of lots was just under $400.00, the moneS expended from the <br /> tien Rent account. After considerable discussion motion was made and seconded <br /> ~nstructing the City Engineer to proceed with the burning of dry grass from city owne <br /> l5'rts and other corner lots left to the discretion of the city Engineer. <br /> .. Councilman Bond, Chairman of the Police Committee, reported that <br /> !Patrolman Lepnard Kearney was leaving for Washington,D. C. to attend the twelve <br /> 16'~eek annual training school conducted by the Federal Bureau of Investigation. <br /> II" Councilman Reid, Chairman of the Sewer Committee, stated that people <br /> ~iving outside the city limits wishing to connect with the city sewer would have <br /> ~o comply with the present regulating city ordinance and the request of Marie Dean <br /> ~o conn~ct the sewer line from a cabin adjacent to 1702 West 2nd Street to the city <br /> 17-~ewer was ordered placed on file. <br /> II Communication was presented from Fred E. Smith complaining' of the <br /> gas and gas odors from the Northwest Cities Gas Company and the smoke conditions <br /> around various industrial plants and respectfully requested the council to <br /> ~editate such regulations and instructions as will be likely to bring suitable relief <br /> Iff ~he letter was referred to the Health Committee and the City Recorder. <br /> II.' COUnnunication was presented from Lottie N. Rugh saying she was ready,' <br /> ~ble and willing to pay sewer assessments on Lots 4 and 5, Rugh's Second Addition. <br /> 19'~he communication was ordered placed on file. <br /> I II Communication was presented from Louis W. Waldorf suggesting that the <br /> folice Department be instructed to apprehend those responsible for posting "snipe <br /> ~igns" or posters tacked to many and various telephone and electric current poles <br /> 2Q ~bout the city. The communication was referred to the Police Committee. <br /> II c~mmunication was present~d from J. K. Pratt &. Company, Insurance <br /> ~ents, quoting a rate of $99.45 for $50,000/$100,000 limits bOdily injury liability <br /> ~pd $50.mO for $5,000 property damag~ liabil~ty insurance on the Eugene Airport. <br /> 21' fhe communication was referred to the Judiciary Cowmittee and the City Attorney. <br /> I I Communication was presented from the Board of Appeals stating that a <br /> ~~quest had been received from Har~ld, J. Wel~s asking that all of Lot 3, Block 3, <br /> crames Huddleston's Addition located on the south side of Tenth Avenue between <br /> ~efferson and Madison Streets be classified in Multiple-family zone. As this lies <br /> half in and half out of theR-2 Zone the Board recommends that this request be <br /> 2~ granted. The recommendation was unanimOUSly approved by the council. , <br /> I A request was received from J. B. Sutton asking for a reclassification <br /> pf the property on the southeast corner of the intersection of Eleventh Avenue and <br /> ~atterson Street to permit the erection of a steel frame service station. The <br /> II <br /> Board of Appeals recommends that this request be denied and the council unanimously <br /> ..oIIIl <br />
