<br /> The minutes of the adjourned meeting of the Common Council held on Jult22, ,;~....f

<br /> 1940, at 7:30 o'clock p.m. Mayor Elisha Large presided over the meeting. Council- :.;~,
<br /> men'present were: A. A. Reid, Sam C. Bond, Fred C. Carlson, A. C. Farriilgton,
<br /> P. J. Hanns, Louis Koppe and A. E. Barette; absent: none. A vacancy existed from
<br /> 1........ the second ward' because of the recent resignation of Councilman H. J. Cox.

<br /> The minutes of the previous meeting, July 8, were presented and ordered
<br /> 2- placed on file.
<br /> I Reverend J. H. Taylor addressed the council making a request for permis,sion
<br /> to erect a gospel tent 32x62 feet on the southwest corner of 13th and Lawrence
<br /> fora period of time not exceeding two months. After considerable discussion
<br /> Councilman Bond requested that this be referred to a committee with power to act
<br /> providing Reverend Taylor would prepare a petition securing the names and add~esses
<br /> of surrounding neighbors showing their approval or disapproval of the temporary
<br /> tent location in that place. Upon motion made and seconded the matter was referred
<br /> 3'- to -the Police Committee with power to act.
<br /> Judiciary Committee Chairman, Councilman Koppe, recommended the approval
<br /> of the request from the Lane County Health Service for the City of Eugene to sponsor
<br /> an NYA Project to remove the trees from the jungles located at the north western
<br /> ~art of Eugene. Motion was made and seconded approving the recommendation of the
<br /> 4v committee.
<br /> The Judiciary Committee reported there was no reason for the city to take
<br /> put insurance on the Eugene airport because the property was leased to another person.
<br /> fhe committee therefore recommended that the city should not take out insurance
<br /> protection as offered through the J. K. Pratt Company. City Attorney Calkins gave
<br /> ~dditional explanations supporting the recommendation and the council approved
<br /> 5- [he committee's recommendation.
<br /> Councilman Farrington, Chairman of the Finance Committee, presented the
<br /> I I roperty offers beginnin~ with the offer of Mr. and Mrs. Otto Rahn, $1900; $950
<br /> pash and the balance at ~15.00 per month plus interest at 6% for Lot 6 and the West
<br /> l/2 of Lot 7, Block 2, Harris Addition (known as 691 West 6yh Avenue) with the
<br /> ~ecommendation that the offer'be accepted. Motion was made and seconded unanimously
<br /> 6~ approving the recommendation of the committee. .
<br /> I Upon the recommendation of the Finance Committee, the offer of J. W. McCracke
<br /> 1'500 cash for Lot 10, Block 20, COllege Hill Park Addition or $350 cash for the
<br /> East 1/2 of the lot (180 feet South of the Southeast corner of 22nd and Lincoln
<br /> ~treet) was extended to a counter offer of $650.00 and the recommendation unanimously
<br /> 7 1/ ~pproved by the council.
<br /> II The Finance Committee recommended the acceptance of the offer of Reverend
<br /> !Roy K. Reed and Roy L. Scott, $500; $100 cash and the balance at $10.-00 wer month ~
<br /> flus interest at 6% for Lot 2, Block 6, Huddleston Amended Addition (66.8 feet West
<br /> pf the Southwest corner of 12th'Avenue and Madison Street); to be used for a church

<br /> /I The offer of Thelma E. Peterson, $300; $200 down and the balance at $25 per
<br /> month plus interest at 6% for Lot 12, Block 2, Campbell's First Addition and also
<br /> ~ 4 foot strip lying east of said lot (northwest corner of 7th and Tyler Streets);
<br /> ~ntends to build two houses, was presented with the recommendation that a $350 counte
<br /> pffer be extended, and when houses are started refund $50.00 to client. The
<br /> 9' ~ecommendation was unanimously approved.
<br /> I II ' The offer of Benjamin S. DeVries, $450.00; $90.00 cash and the balance on
<br /> or before 90 days for Lot 4, Block 25, Huddleston's Extended Addition (66.8 feet east
<br /> pf the southeast corner of 12th Avenue and Van Buren Street); conditioned on FHA
<br /> Loan, upon the recommendation of the Finance Committee was held for further con-
<br /> 10, ~ideration.
<br /> II The offer of Rugh Realty Company for client, Roland P. Jackson, $180, $36.00
<br /> cash and the balance at $5.00 per month plus interest at 6% for a lot at the south-we t
<br /> ~orner of 3rd and Filmore just inside the city limits was presented with the recommen a-
<br /> I tion that this piece of property be held for re-appraisal. The recommendation was
<br /> tnanimously approved. The Finance Committee reported that this piece of property
<br /> ~as a piece of a large tract of land and questioned the breaking of these large
<br /> " .
<br /> 11' tracts by the sale of small p1eces.
<br /> II The offer of B. R. Andrus, $350; $70 cash and the balance at $8.00 per month
<br /> plus interest at 6% for Lot 1, Blcok 2, Zimmer~s Addition (SW corner of 2nd Avenue
<br /> and Polk Street) was presented. The Finance Co~ittee recommended substituting the
<br /> lot across the street, Lot 1, Block 1, Zimmer's Addition, at the same cost, which was
<br /> ~greeable with B. R. Andrus, and accept the offer. Motion was made and seconded
<br /> !pproving the recommendation of the committee. The Finance Committee also reported
