It was now the recommendation of the Street Committee that the City <br /> '-, . <br /> Attorney be instructed to prepare the franchise covering the spur track across <br /> Pearl Street and present the same at the next meeting of the council. The recommen <br /> 13~ tion was unanimously approved. <br /> '-., <br /> '. <br /> On behalf of the Health Committee, Councilman Carlson reported that a <br /> communication had been received from the Northwest Cities Gas Company' stating that I <br /> they have been operating their plant in the best manner possible and doing every- <br /> thing they felt necessary to keep down any disturbances such as odors and smoke <br /> which might cause complaints and invited a committee from the city council to inspe t <br /> .the plant any time during the day between the hours of 8:00 o'clock a.m. and 3 <br /> o'clock p.m. which is the period when gas is being manufactured. Councilman Carlson <br /> 140- reported that the committee would visit the plant before the next meeting. <br /> Councilman Carlson reported to the council that the Street roller had broke <br /> down and while having the roller checked for possible repairs the State,Inspector <br /> had called for an inspection and condemned the roller, prohibiting it from future <br /> use. Councilman Carlson stated that a new roller would cost in the neighborhood of <br /> $3500 to t3700 and the Street Department did not have sufficient funds to complete <br /> the purchase. 'The roller is an absolute necessity in the matter of continuing stree <br /> repairs and work and Councilman Carlson suggested that if the council'could arrange <br /> for $2500 of the purchase price, the balance could be taken from a Street Department <br /> fund. Motion was made by Councilman Farrington, seconded by Councilman Barette, <br /> and unanimously approved by members of the council, authorizing the expenditure of <br /> $2500 from the emergency fund for a street roller. The question was then placed <br /> upon roll call approving the expenditure of $3500 to $3700, councilmen voting aye: <br /> Reid, Bond, Carlson, Farrington, Hanns, Koppe'and Barette. It was declared carried <br /> 15, and the City Recorder instructed to call for bids for.a Street Roller.. <br /> Oouncilman Reid, Chairman of the Sewer Committee, reported that he had <br /> received complaints about the Walters Bushong Lumber Company when washing their logs <br /> allowed the water and dirt to go on the Southern Pacific grounds and right of way, I <br /> 16- which kept the Southern Pacific property wet at all times producing an obnoxious <br /> odor. The matter was referred to the Health Committee. <br /> Councilman Bond, Chairman of the Police Committee, requested another two <br /> weeks time to consider the request of placing a stop sign at the intersection of <br /> 17- 8th and Jefferson Streets. 'The request was granted. <br /> On behalf of the Police Committee, the City Recorder presented a communica- <br /> tion from the State Industrial Accident Commission concerning a number of traffic <br /> tags received by their representatives in which they asked for leniencey. Upon <br /> motion made and second'ed the City Recorder was instructed to notify the State <br /> Industrial Accident Commission that it was the policy of the Common Council to re- <br /> quire all car drivers, regardless of their capacity, to comply'with parking restrict ons <br /> 18 '" of the City of Eugene and the tickets in question would have to be accounted for. <br /> The City Attorney reported that he had contacted the owner of the barn at <br /> 1010 West Sixth Avenue, and the owner of the barn located in Elk Drive, and both <br /> owners agreed to remove the buildings without further delay, and it would not be <br /> 19v- necessary for the city to initiate condemnation proceedings.- <br /> A classification of dairies supplying milk to Eugene was presented from <br /> 20 v' L. G. Helterline, Milk and 'Meat Inspector, a~tt ordered placed on 'file. <br /> Oommunication was presented from Lillian E. Tingle complaining that tenants I <br /> from neighboring apartment houses were parking their'cars directly in front of her <br /> residence at 470 East 14th Street which was a great inconvenience to her. The <br /> 21' communication was ordered placed on file. <br /> Communication was presented from Mrs. Lena Keen complaining of the noise <br /> from dances at the W.O.W. Hall near her apartment house at 755 Lincoln Street. The <br /> 22' communication was ordered placed :on file. <br /> Communication was presented r~om CarltonE. Spencer, Director of Civilian I <br /> Pilot Training at the Eugene Airport, assuring the council that students will not <br /> hereafter do any of their flying over the city and will not do any more flying in <br /> the early hours of the morning. The council welc~med the communication and expresse <br /> 23' pleasure in bringing this practice to a stop. <br /> Communication was presented from the Board of Appeals presenting the request <br /> from L. M. Watson, asking for a permit for a structure, covered with corrugated iron <br /> to be allowed to remain in the rear of the "Dutch Girl" at 1224 Willamette Street. <br /> This structure was erected without permit by the present tenants who were unfamiliar <br /> with our city regulations and the B'oard recommends that the reque'stbe denied. The <br /> 24- recommendation was unanimously approved.'. <br /> ~ <br />
