I <br /> cr"" The minutes of the adjourned meeting of the Common Council held in the <br /> Council Chamb.ers on October 28, 1940 at 7:30 o'clock p,m. Mayor Elisha Large <br /> presided over the meeting. Councilmen present were: A. A. Reid, Sam C. Bond, <br /> 1 Fred C. Carlson, A. C. Farrington, Louis Koppe, E. A. Barette and Ira O. Stewart. <br /> A vacancy existed from the First Ward because of the recent resignation of Council- <br /> man Hanns. <br /> 2 (. . The minutes of the previ9us meeting were presented and ordered placed I <br /> on fl1e. The meeting was,h~rewith called to order. <br /> Mayor Large presented Patrolman Leonard Kearney who gave a report on his <br /> recent twelve week's of training under the supervision of the Federal Bureau of <br /> Investigation in Washington, D. C. Officer Kearney stated that the city's <br /> 3~investment would return dividends. <br /> . > Commu~ication was presented from Mr. Day T. Bayly, spokesman for the PTA <br /> Comml~tee maklng the following suggestions for improvements in the traffic safety <br /> campalgn: <br /> . 1st That all car parking be prohibited, during school hours for one- <br /> half block or more in front of each city school so that if any child' should venture <br /> ~nto the str~et, i~ would ~ot be from between parked cars, and so that parents bring <br /> lng and gettlng chl1dren wl11 not have to double park, while loading or unloading. <br /> 2nd That the city put on its program for installation within a year or so <br /> regular stop lights for the intersection of 13th and Willamette because that inter~ i <br /> section has become very busy and many schQol children cross there. <br /> 3rd Suggest th~ installation of the following stop signs: Stop signs on <br /> Olive and Charnel ton at 13th; stop signs on Railroad Avenue at Grand and a 5-way <br /> stop at 8th, Blair and Monroe Streets. <br /> 4th Enforcement of pedestrian right-of-way at intersections. I <br /> Mayor Large stated that arrangements for the installation of traffic signals at <br /> 13th and Willamette had already been taken care of. Mr. Raymond Walsh, representin <br /> the traffic safety committee at the Eugene High School addressed the council aSking <br /> that the parking area in front of and on each side of the high school be restricted; <br /> also the installation of four-way stop signs at the intersections of 17th and Lincol <br /> and 17th and Charnel ton Streets. Mayor Large pledged the support of the 00 uncil in ; <br /> the regulation and control of traffic and asked in return the cooperation of the <br /> -.I PTA and other civic organizations. Mayor Large also asked the correction of the <br /> 4 traffic law in the next session of the Oregon State legislature. <br /> Mr. Arthur Hendershott addressed the council making a request for the use of <br /> space on the second floor of the city maintenance building at 5th and Olive Streets <br /> for the purpose of rifle and pistol practice in conjunction with the Eugene <br /> Police Department. Councilman Carlson, Chairman of the Street Committee, stated he <br /> Ihad investigated the request and found that space could be made available and would <br /> recommend granting the request. Motion was made and seconded unanimously approving <br /> 5 the recommendation to grant the request. <br /> Herman Hendershott, local attorney, addressed the council requesting the <br /> council to grant a transfer of ownership of Package Store Class A License from <br /> Thomas L. Lawhorneoc and Charles I. Wilson at the Lawrence Street Grocery, 395 West <br /> 11th Street to Mrs. Elsie M. Erlandson. The Police Committee had no recommendation <br /> or comment to make and the matter was held in abeyance. At the request of Herman <br /> }Hendershott the letter from Mrs. Erlandson addressed to the City Council was not I <br /> 6 read but placed on file. <br /> Concerning the request of Henry Ryan for a permit to build another house <br /> on his lot on West 11th, which was referred to the Judiciary Committee and City Atto - <br /> ney, Councilman Koppe, Chairman of the Judiciary Committee reported that the Ryans <br /> prior to any building beind done, had acquired one lot and 22 feet off from another. <br /> They had, heretofore and prior to the passage of the ordinance fixing the proportion <br /> ate areas of buildings to lots, made an application to the City Council, which was <br /> granted, permitting them to build a ser~es of sma~l buildings consisting of what. is I <br /> ordinarily called a court. These buildlngs constltuted a departure from the zonlng <br /> ordinance in that this was a single family residence zone. Subsequent to that the <br /> proportionate building area ordinance was passed and the court, together with the ho se <br /> already on the property, constitutes all of the structures that can be placed on <br /> that amount of area of land, and the area of the proposed extra building will be a <br /> violation of the proportionate area ordinance. It seemed to the committee and the uted <br /> City Attorney that in view of the permission heretofore g~ven, wh~ch ~ctually consti <br /> the violation, that it would be inequitable for the Councll at thlS tlme to refuse <br /> the permit for the building extending the court, and therefore recoF~ended to the <br /> council that it instruct the Building Inspector to issue a permit. Motion was made <br /> t and seconded unanimously approving the recommendation of the committee. <br /> 7 <br /> ~ <br />
