<br /> ~ <br /> 379 <br /> -- -- ~ --~ - .- _. - <br /> -- - -- ~ ~ - -""--- .- -- - - -- <br /> I published within the week commencing November 4, 1940. ~~, <br /> !,."J <br /> ~,., <br /> Communication was read from the City Planning Commission rejecting as its w <br /> permanent report a proposal to change the classification of an area from High <br /> Street to the Millrace on East Broadway and rnotion was made and seconded unanimously <br /> 27\.. approving the report of the Commission. The matter was then dropped. <br /> Upon the recomrnendation of City Engineer Clubb the council voted to grant <br /> I a refund of $2.00 to J. R. Lawson for a building permit which was a duplicate and <br /> a refund of $4.50 to C. C. Mongold for electrical and plumbing permits which <br /> were duplicates. The Recorder was instructed to include payment of the refunds with <br /> 2fr the October bills and it was so ordered. <br /> Request was received from M. A. Hodgins for a $1.00 refund for payment of <br /> a traffic offenSe which was not committed by him but by the person who bought his <br /> caI'. Motion was made and seconded to grant the refund and it was unanimously <br /> 2<;Y- approved. <br /> Councilman Reid stated that some university students had contacted him <br /> making a request to use the old city hall fire bell as a noisemaker in the Universit <br /> of Oregon homecoming noise parade, November 8. After considerable discussion, <br /> motion was made by Councilman Bond and seconded by Councilman Farrington that the <br /> request be denied and it was so ordered. However, upon further discussion the <br /> council agreed to allow the university students to use the small city bell. Referri g <br /> again to the large city hall fire bell, motion was made and seconded to set the larg <br /> bell in a proper concrete base in the lawn of the city lot at 11th and Willamette; <br /> funds for the same to be taken from the Street and Bridge Revolving Fund, and it <br /> '1', 30- was so ordered. <br /> - ~ Upon motion made and seconded the City l1ecorder was instructed to call <br /> for sealed bids for fuel oil requirements for the city of Eugene on a one year <br /> contract basis, said bids to be opened at the council meeting of November 25, 1940. <br /> .. The recorder was also instructed to advertise a call for bids to cover the city's <br /> I gasoline requirements for the year 1941 and an auditor to audit the city's - <br /> g~X~xxNEXX~~Nix~NXXX~~XXX~X~E~xxtX*XX~NOCX~NX~NOCXX~XXX~XXMOCXXXKkEX~X~xxx <br /> 31..- books for the year 1941, said bids to be opened on December 30, 1940. <br /> The following curb cut applications were presented: No. 804 for Ralph <br /> patterson;/No. 805 for Wayne Ward~ No. 806 for Floyd Keeneyr and No. 807 for St. <br /> Mary's Catholic School~ As the City Engineer recommended that all cuts be granted, <br /> 32lr motion was made and seconded unanimously approving the recommendation of the Enginee . <br /> t, <br /> , Communication was read from H. W. Hand, Mayor of Corvallis, inviting all <br /> " interested city officials to attend a short course for ,water and sewage operators <br /> ',. to be held on the Oregon State COllege campus. The communication was ordered <br /> 33'- placed on file. <br /> . <br /> Verbal request was had from the Shell Oil Company Qoncerning the right to <br /> ,install a gasoline pump and pit at the aTIlort to service airplanes. After a dis- <br /> . cussion, the City Attorney hhecked our contract with Joseph Harrell, Manager of <br /> 34" the airport and it was felt advisable to hold the matter in abeyance until the <br /> next council meeting at which time a report would be made. <br /> It was reported to the council that a very unsightly construction was <br /> , being put up on the East side of Lawrence Street between 11th and 12th and the <br /> construction was exceeding the pennit granted by the building inspector. Upon <br /> - motion made and seconded the council ordered a stop-order placed on the premises <br /> 35 and instructed the City Engineer to enforce the same. It was unanimously approved. <br /> I Councilman Carlson stated there were several candidates for the position <br /> of counci~man in the city council left vacant by the resignation of Councilman <br /> P. J. Iianns and he would have no recoImnendation to make until after the election <br /> of November 5. Whichever individual is elected to the office he would recommend <br /> to fill out the balance of the year. Councilman Carlson stated he had not liked <br /> the article which appeared in the Morning News following the last council meeting. <br /> .. He stated that the only part of the statement which was correct was that he intended <br /> to resign after the first of the year. He wished it understood by the ,council ~at <br /> I he had never made any such stateruent as a one man government and he resented this <br /> appearing in the nevvspaper~ The reported had to;L.d him that this made a better story <br /> out of it. Mr. Carlson said he had talked with Mr. ArthurPriaulx, owner of the <br /> 'Jorning News, and Mr. Priaulx stated the story was solely the work of the reporter <br /> and the columns were open to make a correction. He therefore felt the management <br /> mas sincere. However, he. wished his statement made public and he therefore made <br /> it in the presence of both newspapers and the co~ncil so he wou~d not be misunder- <br /> 36'- stood. He did state again that he wished to reS1Gn after the flrst of the year. <br /> Upon motion made and seconded the council adjourned to meet on Tuesday~ <br /> November 12, instead of Monday November 11, due to the fact that Armistice Day <br /> 37 falls on November 11. <br /> C.
