The minutes of the regular meeting of the COllrrrron Council held in the <br /> Council Qhambers on November 12, 1940 at 7:30 o'clock p.m. Mayor Elisha Large <br /> presided over the meeting. Councilmen present were: A. A. Reid, Sam C. Bond, <br /> A. C. Farrington, Louis Koppe, E. A. Barette, Ira O. Stewart and Orren Brownson; <br /> .r absent: Fred C. Carlson. <br /> 2' file. The minutes of the previous meeting were presented and ordered placed qn <br /> I <br /> Mrl A. L. Williamson addressed the council asking for a special permit <br /> to complete the building started on the property locate.d on Lawrence between 11th <br /> and 12th. Iv1r. \iilliamson had secured a permit for building a 4&car garage and <br /> has built the buildine; larGe enough to take care of his plumbing shop work and <br /> inasmuchas the stop order had been placed by the ,council, he was appealing to the <br /> council for. permission to complete the 'work and carryon his business. City <br /> Engineer Clubb informed councilman Reid upon questioning that Mr. Williams' <br /> business was being located in a multiple family zone and further reported that <br /> the Board of Appeals had taken no action upon this mat.ter because the council had <br /> placed a stop order on it and thereby removed it from jurdistiction of the Board <br /> of Appeals. Mr. \lilliamson had never filed an application for a special re-zoning <br /> permit. After a lengthy discussion, Councilman Reid made a motion, seconded by <br /> Ko p p e , to refer this matter back to the Board of Appeals, said motion to include <br />3' authority for the Board of Appeals to act upon the application and it was <br /> unanimously approved. <br /> Mayor Large accepted the preliminalY report from the special airport <br /> conmittee, which he had appointed for the purpose of negotiating best possible <br /> prices on airport sites. Ivlr . V' IV' Tugman pointed out briefly that there were <br /> v . lo <br /> three possible sites to date: <br /> (1) Section 6; (2) Section 31; and ( 3) Section 30; <br /> all base sections of land, adgbin~ng and running south to north approximately one <br /> m,ile east of the Pacific Highvmy and six to eight mi12:s north from Eugene. All I <br /> three sections received tentative approval of both the United States Army and the <br /> civil aeronautics authority. Mr. Paul Morris district en[ineer for the CM <br /> and two Gther engineers visited Eugene on November 10, and definitely desibnated <br /> Section 6 as the first choice, Section 31 as second choice and any combination of <br /> the two with additions out of Sectillon 5 to the east, as entirely satisfactory. <br /> Mr. Tugman further pointed out that in the purchase of Section 6, with additional <br /> land in Section 5 there would be sufficient land to provide an army cantonment <br /> site and it would save about ~10,000 of the original request so the total net <br /> cost to the city was $67,450 for 868.95 acres of land. Mr. Tugman stated that <br /> Captain E. G. Herb of the U. S. Engineers and his entire staff had been instructed <br /> to assist the City of Eugene to secure the necessary details and surveys to submit <br /> to the government and Captain Herb must know imnlediately the tract the city was <br /> going to purchase. City Attorney S. M. Calkins stated that the options which had <br /> been presented to him for checking ~\ere satisfactory. At this time Mr. E. Boehnke, <br /> member of the com~ittee, turned over to the city options on Section 6 stating to the <br /> council that the committee felt it had completed its task and it was up to the <br /> council to proceed from there on. It was pointed out by both Mr. Tugman and Mr. <br /> Boehnke that there were two pieces of property which the people were asking too <br /> much for and that the city should issue condemnation proceedings and there were <br /> two other pieces of land just slightly in excess of that paid and the balance of <br /> the tracts were satisfactory. City Attorney Calkins reported that he had talked <br /> with Richard Shore Smith, President of the First ~&tional Bank and E. R. Bryson, <br /> attorney, and they stood r"eady to assist the City of Eugene in financing the rJUrchas <br /> of the proposed airport. Communication had also been made with the Eugene branch <br /> of the United States National Bank of Portland, Oregon, and they offered their I <br /> cooperation and willingness to advance funds for the purchase of the land as-soon <br /> as legal details could be arranged. The following people expressed their recownenda <br /> tions to approve the purchase of Section 6,: William Tugman, Ed Boehnke, Robert <br /> Prescott, Ray A. McInnis, Earl McNutt, Mahlon Sweet, and Louis Koppe. Councilman <br /> Sam C. Bond stated he was very well acquainted with the land out there and felt <br /> it was a proper site. Councilman Farrington made a motion to exercise options for <br /> the purchase of Section 6 as an airport site and as to the selection of the army <br /> cantoninent site this be deferred until the army indicates its choice; also, the <br /> airport committee's report be accepted in the matter of condemn~tion an~ handling I <br /> of the balance of the owners. Councilman Bond seconded the motlon and lt was <br /> unanimously approved. A resolution in which the Common Council, acting upon the <br /> authority of the eleectors expressed in the election of November 5th, select~d <br /> Section 6, 'TownShip 17, South of Range 4 lifest as the site for the proposed alrpor~ <br /> was presented and upon motion made and second~d ~nan~mously approved by th~ councl1. <br /> At this time Councilman Reid expressed appreclatlon ln behalf of the coun?ll.for <br /> the work of the special committee and the IVlayor expressed the same appreclatlon <br />~ and thanked them very sincerely for their work. <br /> , <br /> .._._*_....~."...~.... _i-'" _.__~_~__...__..___...~.__......._ <br />~ <br />
