A. Swarts, Sheriff, notifying <br /> I the city that effective January 15, 1941 the county will be unable to care for <br /> city prisoners in the county jail, particularly transient drunks. the ~ <br /> communication also stated that owing to the increased costs of provisions it will -', <br /> ,~ <br /> be necessary for the charge per day to be raised from 50~ to 75~, also effective ~,..... <br /> .~ <br /> on January 15, 1941. 'The matter was referred to the Police Committee to see '); <br /> 17' if an extension of time could be worked out with the c9unty. <br /> At this time Councilman Hond was excused from the meeting. <br /> I Communication was presented from the chief of Police stating he had <br /> contacted Mr. and Mrs. Cecil McAllister at 1283 West 4th Street and informed them <br /> they would have to discontinue their vegetable business at this location. They <br /> promised to move from this location as soon as they are able to find another place <br /> 18 and they had also no.tified the head of their company in Portland that they would <br /> have to move. <br /> A report for the month of November was presented from the Eugene Public <br /> 19' Li brary an,d ordered placed on file. <br /> Communication was presented from the ~lanning ~ornnission adopting as its <br /> permanent report that the proposal to change the classification of Lot 4, nlock 9, <br /> Elias Stewart's Addition to Eugene, from a multiple family residence district to <br /> 20' a business district be denied. (A. L. Williamson request) Motion was made and <br /> seconded unanimously approving the recommendation of the Commission. <br /> Petition was presented from property owners residing in the first <br /> addition tot the City Outlook of Eugene asking the council's aid in remonstrating <br /> against a property owner, namely, John Hawkinson, residing on Harris Street <br /> between 26th and 27th for reasons as follows: 1st, unsanitary concH tions surround- <br /> ing the home, 2nd Fire Hazard and 3rd, general accumulation of unsightly <br /> paraphernailia around the home which detracts from value of adjoining properties <br /> and curtails sale of property in entire tract. The matter was referred to the <br /> 21' Health Committee for investigation. <br /> I 22' In the absence of Councilman Bond the ordinance providing for a means of <br /> entrance and exit from residential properties was held over. <br /> An ordinance initiating the vacation of the alley running North and South <br /> through Block 9, Fairillount Addition was presented for its first reading and under <br /> suspension of the rules by unanimous consent of the council was presented <br /> for its second and third readings by title and placed for final passage. The <br /> ayes and nays were called, councilmen voting aye: Reid, Farrington, Koppe, <br /> 21 Barette, Stewart, and ~rownson; nay: none; absent: Dond and Carlson. 'l'he ordinance <br /> was declared passed and numbered 8669. <br /> ~uestion was brought up concerning the use of the Gouncil Chambers by <br /> , various groups and organizations. Councilman Reid made a motion to restrict the <br /> use of the City Council Chambers to thecity, county, and state officials. <br /> The motion was lost for lack of a second. Councilman Farrington made a motion, <br /> seconded by ~arette, tb:-:.:testri ct the use of the Gouncil Chambers to the Mayor <br /> and the Common Council, this to be effective January 1, 1941. ~uestion was <br /> called for and all councilmen voted aye with the exception of Stewart who voted <br /> 24 V'"" no . The motion was declared carried. <br /> The fOllowing curb cut applications were presented: No. 819 for Laura <br /> Stillman; No. 821' for E. H. Hall~ and No. 820 for A. V. Lewis:- The City Engineer <br /> recorr~ended that the cuts be granted, with the cut for Mr. Lewis being two 23-foot <br /> cuts, to be marked off by the Engineering Department. The reco~nendations were <br /> I 251 unanimously approved. <br /> The City Recorder reported that representatives of the ~ethel Fire District <br /> wanted to know if it would be possible to align the streets of their district <br /> 26' with the streets of the City of Eugene for possible future service and it was <br /> pointed out that there was no such service available. <br /> The City Hecorder presented a statement recowmending the transfer of <br /> funds at the close of 1940 from the Ueneral Fund Balances to Special fund <br /> I balances for the following departments: (listed on next page.) <br /> The recommendation was unanimously approvd. <br /> ~ <br />
