The communication was ~EXXE~ 1- <br />referred to the Finance Committee and the City' Attorney to report back at the next <br />121lcouncil meeting. - , - <br /> <br />Councilman Stewart presented the following report on behalf of the Fire <br />and Water Committee: quote <br /> <br />"The Fire and Water Committee has been asked to investigate and <br />make a report on the problem of Rural Fire Protection as applied to <br />industries outside the city. <br /> <br />To comply with this request and meet the requests from these <br />industries, this committee ha's neld several meetings and has reviewed <br />the reports of several other cities thru the research work of Herman <br />Kehrli at the University of Oregon. <br /> <br />We find this almost a Universal problem as many other cities are <br />groping around for the answer to this problem. <br /> <br />Since this council last January resolved to discontinue <br />on January 1st 1941 the former practice of extending this service <br />on the per run charge basis and since several business firms have <br />requested this service by our fire department, your committee has <br />decided to recomnlend a plan which seems to be producfng the best <br />results as shown by the limited experiences of those we have <br />studied and as applied to OUT situation. <br /> <br />I <br /> <br />Tt seems only fair that all parties priviledged to the use of the <br />City Fire Department should contribute" to the cost and maintenance <br />of the same, whether actual fires are experienced by them or not. <br />That is the basis on which city reside?ts are paying. ' <br /> <br />That is the basis on which we propose for those outside to pay. <br /> <br />In the past 2-1/2 mills has been 'the estimated cost of our fire <br />department. We wish to state that this is only a part of the city's <br />expense and does not cover certain items of investment and other' expense <br />which the city tax payer is paying. However, there are certain items <br />,which those out side the city should not be asked to c'ontri bute to, <br />and while 2-1/2 mills does not represent the entire cost yet in all <br />fairness to those concerned we deem i~ a reasonable charge. Therefore~_ <br />we propose; <br /> <br />All industries outside the City df Eugene who wish the services <br />o~ the City Fire Department and whose assessed valuation (all properties) <br />is $50,000 or more shall pay to the City of Eugene annually an amount <br /> <br />~ <br /> <br />I <br />
