Councilman Farrington pointed out that th <br />members of the Finance Committee had investigated this location and it was their <br />opinion that trerequest should be granted. A. Barette, Acting Chairman of the Health Committee, stated that after <br />considerable discussion with the county officials, Judge Clinton Hurd had reported <br />that the court would not be interested in accepting all the responsibility for the <br />upkeep of the Comfort Station and asked the Mayor to make an appointment of a care- <br />taker. N~yor Lcrgo then reoommended the appointmont;of a caretaker. Mayor Large <br />then recommended the appointment of Mr. Harry L. Bown, who was recommended by County <br />Judge Hurd, t9 be caretaker at the Comfort Station effective February 15, and upon <br />otion made and seconded the reco!mnendation was approved by the council, and the , <br />City Recorder was instructed to include Mr. Bown on the monthly payroll at the salar <br />of $50.00 per month. At this time communication was presented from Mr. Bown waiving <br />the insurance provisions of the City of Eugene and stating he would in no way hold t e <br />City responsible for any accidents of any kind, that might occur in the performance <br />,of his duties as caretaker of the Rest Cottage in the Park. The communication v~s <br />25 accepted and ordered made a part of the record of his appointment. <br /> <br />I <br /> <br />Councilman Barette, Chairman of the Printing and Parks Committee stated <br />they were progressing very well in the parks; pens were being constructed in <br />Hendr~ck's Park for pheasants and pens were going to be constructed in Skinner's <br />Butte Park for pheasants. He also stated it w~s the recommendation of the Committee <br />~that the number of bears in the Park should be reduced to two bears; either they wou <br />26 give them to anybody who wanted them or the bears would have to be shot. <br /> <br /> <br />I <br /> <br />Councilman Koppe, acting chairman of the Sewer CO~llittee, reported aninvest.- <br />gation had been made regarding the request of Frank Seals for city sewer service at <br />his auto courts on West Sixth Streets and the committee wouLd recommend that a fee 0 <br />$2.50 per year or any part thereof be paid to the City of Eugene per unit for the <br />sewerage service. It was learned that the numoer of courts is at the present time <br />sixteen but Mr. Seal is contemplating building, two more within a short time. Counci <br />, an Bond made a motion, seconded by Councilman, Hawn, to approve the report of the <br />Sewer Committee and it was unanimously approved. The City Engineer's office would b <br />,in charge of the billing as they now handle all matters pertaining to the sewer <br />27 service. <br /> <br />Councilman Bond, Chairman of the Police Committee, reporting on the proble~ <br />10f building a city jail stated that the old st~el cells had been examined and found <br />to be unfit and not serviceable. It would cost considerable to repair them so the <br />Icommittee was recommending the construction of a solid concrete jail adjacent <br />Ito the city hall in what is now the parking lot for the city hall; the size to be <br />~2 ~ 14 ~eet; to contain four bunks, electric~ heat, and other sanitary facilities. <br />~he total cost to be $560.55. Councilman Farri,ngton made a motion, seconded by , <br />pouncilman Barette, recommending that the report of the committee and its plans <br />,ror building the jail be approved and it was s~ ordered. The City E~ineer was <br />28 ins~ructed to proceed therewith. <br /> <br />Chief of Police C. F. Bergman reported'he had inv~stigated the street <br />conditions at the Walters-Bushong Lumber Company and found them to be in good \ <br />shape, the street has been recently graveled and the sidewalks are clean. He also <br />~eported he had investigated the woodyard across the street from the Eugene Vocation <br />\~Chool and found it to be in the light industrial zone and that it was alright. <br />29 ~he report was ordered placed on file. <br /> <br />'Communication was presented from Mr. E: F. McBee aSking the council for a <br />~artial refund for a sewer construction at 603 West 19th Street. He stated that <br />~hecity has r~cently permitted the property owner immediately west of his property <br />and located outside the city limits to connect his property with the sewer that he <br />~aid for, and he felt that if the city is permitting the use of this sewer, the city <br />lfity should pay for him for one-half of the co~t. The communication was ordered <br />30 !placed on file. <br /> <br />I ' Communication was presented from the Planning Commission recommending to the <br />pouncil that no property be disposed of between 17th and 19th Streets and Ferry and <br />I~illamette Streets pending the pr~sent negotiations with respect tq ~he development <br />'- ~f the area as a school district. .
