McAllister requesting permission <br />to hold evangelistic tent meetings on the lots at 13th and Madison Streets, just <br />east of the Fair Grounds. After a short dise,ussion the City Recorder was <br />requested to notify Mr. McAllister that he should obtain the signatures of the <br />surrounding neighbors on a petition giving their approval of the erection of the <br />tent at this location and return the petition to the City Recorder and it was so <br />ordered,. <br /> <br />4'...... <br />...a. <br /> <br />\;<'";;l;. <br />~~' <br /> <br />Communication was presented signed by various second hand dealers in the <br />city asking the council to amend the Second-Hand Dealers ordinance by requiring <br />all firms to buy nothing of second hand nature without first securing a license <br />to do so, and keep a record of articles purchased and traded for thereafter. The <br />matter was referred to the City Attorney and Judiciary Committee to studyAnd <br />3~ report back to the council at its next meeting. <br /> <br />, Reports for the month of January were presented from the Police Department, <br />Police Matron's office and the City Engineer's office. Report was presented from <br />the Eugene Water Board giving a summary of billing and collections of sewerage <br />charges for the month of January. A report of cement sidewalk repairs was presented <br />from the City Engineer's office, and an annual report together with reports for <br />the months of December and January were presented from the Eugene Public Library. <br />35' All reports were ordered placed on file. <br /> <br />An ordinance vacating the alley running north and south through Block 9, <br />Fairmount Addition to Eugene, was presented for its first reading. Public hearing <br />~as called for, there being no remonstrances, the ordinance passed to its second <br />and third readings by title by unanimous consent of the council under suspension <br />of the rules and placed for final passage. The ayes and nays were called, council- <br />\ men voting aye: Bond, Farrington, Koppe, Barette,dild Hawn; nay: none; absent: <br />36 Stewart and Brownson. The ordinance was declared passed and numbered 8671. <br /> <br />I The following curb cut applications were presented: No. 828; O. J. Pedersen; <br />No. 829, R. L. Hixonr No. 830, John L. Harpham;' No. 831, R. O. Carlson; No. 832, <br />~. W. Brown;'No. 833, Clyde McDougalrj and No. 834, Frank Miner.L The City <br />Engineer recommended that all the cuts be granted and upon motion made and seconded <br />3~ the recommendations were 'unanimously approved. <br /> <br />The City Recorder presented the Financial Statement for the City of Eugene <br />covering the year 1940. The report was unanimously approved and ordered placed <br />on file. <br /> <br />38' <br /> <br />"- <br />39 <br /> <br />Mayor Large stated that quarters had been rented to <br />ICompany at the Street Department garage for storage of cars <br />~er month and he wished the council's approval. Motion was <br />unanimously approving the action taken. <br /> <br />the Simmons-Kendall <br />at the rate of $35.00 <br />made and seconded <br /> <br />40' <br /> <br />Mayor Large stated he had a request to rent quarters in the Street Department <br />shop recently vacated by the Welfare Commission to a private feed company. It was <br />pointed out in the discussion that the Street Department needed the quarters and <br />Mr. C. A. LeVan, Superintendent of Streets, was authorized to remove the partitions <br />~nd clean the floor and fix it up for his own ~se. <br /> <br />41' <br /> <br />The following applications were presented for second-hand dealers' licenses: <br />~eromes Trading Post, 43 West 8th Street; the Rummage Shop, 613 Willamette; Vern's <br />Place, 971 Franklin; 0, K. Tire Welding Shop, 56 West 6th and <br />pregon I300k Sxchange, 31 West 7th Street. All applications had been approved <br />'Iby the 'Chief of Police and motion was made and seconded unanimously approving the <br />~ecommendation of the Chief of Police. <br /> <br />I City Attorney S. M. Calkins explained fully the problem involved ,in the <br />final settlement'of the purchase of land from Mr. J. H. Bernards. ~t seems the <br />pity had otpions from Mr. Bernards for the purchase of a certain quarter of land <br />and also an option for the purchase of seven acres in a strip for a roadway in <br />I addition thereto. It now appears that a common error has been made and the original <br />!/4 Section actually contained seven acres of land more than was originally stated <br />land that further, the City of Eugene does not need the land outlined in the ~second <br />pption, namely the seven acres for roadway. Therefor, the city is to pay Mr. <br />Sernards on the assessed vlauation on an acre basis for his number of acres in <br />his tract of approximately 1/4 section and Mr. Bernards is not to hold the city <br />:tm the second option, or seven acres for roadway purposes. Upon motion made and <br />seconded, the suggestions of the City Attorney were unanimously approved. <br /> <br />~ Mr. Frank Seal addressed the council stating it was essential to allow <br />Mr. Harrell to build a machine shop at the municipal airport for the continuance <br />pf the training, program and it should be provided immediately. After considerable <br />~iscussion, it was determined that there should be a meeting held in the Council <br />phambers on Thursday, February 13, at 7:30 p.m. for a discussion of the same and <br />~he City Recorder was instructed to notify Mr. Harrell and the members representing <br />the vocational school to be present. <br /> <br />42 ~ <br /> <br />43 <br /> <br />~ <br />
