Councilman Bond <br />said he did not believe there was anything wrong with the recommendation that <br />had already been approved and did not think it was right to put the companies <br />to this extra expense. He explained that he did not think that large plants <br />were as apt to have fires as the smaller plants on account of the facilities <br />they had' for taking care of small fires. A motion was made by Councilman Brownson, <br />seconded by Councilman Bond that the recommendation that had0already been passed <br />should stand and this was unanimously carried by the members of the council. <br /> <br />~ <br />Ai' <br />;~ <br /> <br />A resolution transferring the Milk and Meat Inspector's Department from <br />the City Engineer's Office to the Lane County Health Office was presented. An <br />ordinance providing for rules and regulations of restaurant$ was presented, for the <br />first reading and discussion was called for. Councilman Brownson addressed the <br />council concerning. the resolution and the restaurant ordinance and said that the <br />ordinance was one that was used by different cities allover the United States <br />and it could be changed to meet whatever conditions might be necessary for the <br />Eugene territory. He also said there were many reasons for wanting to move the <br />Milk Inspector's Department from the Engineer(ts office to the City-County Health <br />office at the Lane County Court House, and one of the first reasons was that the <br />Engineer's office was much busier than it had been previously and that the Milk <br />Inspector's work could not be handled properly through that office. He stated <br />that the work which had been done by the Milk Inspector was pretty good but it did <br />not go far enough, and reported that the city-county health office had a very comple e <br />set up and he felt the work could be handled much better from that office. He <br />explained that the city was not relinquishing any authority over the Milk Inspector <br />by making this move. Regarding the proposed restaurant ordinance he said it was <br />not the committee's intention at this time to set(Up a license fee for restaurant <br />inspection. Councilman Farrington asked if it wouldn't be likely that a fee would <br />be set up for this work which would be an additional tax on the restaurants. Counci- <br />man Brownson explained they did not expect it at this time but it was possible that <br />later on a fee of from $5.00 to $1~.00 per year might be necessary in order to carry <br />on the work. At the present time" this was not contemplated as they were making <br />investigations to see what should 'be done regarding food inspections and inspection <br />of food handling. Councilman Bond wanted to know who would be Dr. Helterline's <br />supervisor and Councilman Brownson explained that Dr. N. Paul E. Anderson at the <br />present time would be the man in charge. A motion was made by Councilman Brownson, <br />seconded by Councilman Pennington, that the resolution for the change in the office <br />as read be adopted and the motion was carried. The ordinance concerning the restaur <br />was held over for further consideration and the City Recorder was instructed to <br />provide a copy of this ordinance for each councilman, the Mayor and the City Attorne <br />24( and these copies to be mailed out with the council minutes of this meeting. <br /> <br /> <br />RES 0 L UTI 0 N <br /> <br />BE IT RESOLVED that the office of the city Milk and , <br />Meat Inspector of the City of Eugene as set up and provided for in <br />the budget of 1941, be and hereby is transferred from the present <br />quarters in the office of the City Engineer, City Hall to the <br />office, of the City-County Health Office, Lane County Court House, <br />Eugene, Oregon, and <br /> <br />BE IT ALSO RESOLVED that the City Milk and Meat Inspector is <br />hereafter under the direct supervision of the City-County Health <br />Officer and shall submit to that officer a monthly report covering <br />his daily operations in full. <br /> <br />BE IT FURTHER RESOLVED that the present Milk and Meat <br />Inspector that in addition to his duties as such, shall perform <br />sanitary inspections of food handling establishments of the City <br />of Eugene. <br /> <br />25 A <br /> <br />. " Co "'s . <br />Councl1man Brownson reported he had recelved complalnts about ~ runnlng <br />at large in the city and stated he did not believe any stock should be allowed to be <br />~ept inside of the city limits. He felt that if someone in the city thought they <br />had to have a cow it should be kept outside of the city lUlits and he requested the <br />~he City Attorney to prepare such an ordinance for the next council meeting. . <br />Councilman Bond said that he thought they should proceed very cautiOUSly along this <br />I . <br />!ine as by this process they might be taking milk away from chi~en who needed it <br />, <br />~ery badly. <br /> <br />Councilman Bond, Chairman of the Police Committee recommended the <br />~nstal!ation of north and south stop signs at the intersection of 13th and Olive <br />Streets. Mayor Large asked him if he had considered such signs also at the inter- <br />rection of 13th and Hilyard Streets and he said he thought that would be a good thing <br />pouncilman Bond then made a motion that north and south stop signs be placed at <br />~oth of the 13th and Olive Street, and 13th and Hilyard Street intersections. The <br />kotion was seconded by Councilman Stewariand unanimously approved. Councilman Bond <br />~lso stated he had received a request for a one or two hour parking limit on Oak Stre t <br />II <br />retween 5th and 6th Streets. This was an all day parking space just outside of the <br /> <br />~ <br />
