Councilman Bond made a motion, seconded by Councilman <br />,--;,: (J Barette that two-hour parking signs be placed on the East side of Oak between 5th <br />26 and 6th Streets and the motion was unanimously carried. <br /> <br />~ Councilman Bond reported that the time had come when the city should employ <br />*"" a dog catcher and he recommended the appointment of Ed Kuni to be dog catcher again <br />this year on the same terms as last year which were: <br /> <br />I <br /> <br />Salary: <br /> <br />$4.00 per day <br /> <br />I <br /> <br />Fees: For picking up a dog and prior to placing in the pound 50~,,;' <br />a fee of $1.00 for the first day that the dog is impounded, and <br />25~ per day thereafter. <br />The appointment to become effective on Monday, March 17. The recommendation was <br />unanimously approved. Councilman Barette asked if it wasn't a fact that the dog <br />catcher last year had picked up a few dogs and spent the most of his time at the <br />pound waiting for people to redeem the dogs. It was recommended that the dog catche <br />should work the full time and for someone to take care of the pound. Upon motion <br />this recommendation was unanimously approved. Councilman Brownson said he had <br />received several calls regarding the dog catcher and it seemed to be the general <br />opinion that there wasn't any satisfactory method worked out for handling the dog <br />situation in the city. ,As he understood it, there w~s a humane society in Eugene <br />which would be willing to use the funds that were collected for dog control and have <br />a year round dog control officer and wanted to know what the rest of the councilmen <br />thought of such a proposition. Councilman Farrington said he understood that severa <br />people were trying to form a humane society but he felt the next'move should be up <br />to the humane society to present a proposition to the council. It was pointed <br />out that no request had been made of the council about the humane society. Council- <br />man Barette said he thought Councilman Brownson had a good idea and something should <br />be done. Councilman Brownson stated that he understood thestate and federal govenn- <br />ments were making quite sizeable contributions to humane societies where they had <br />been established and Portland and Medford were now benefiting by these contributions <br />Councilman Bond said he thought the city had plenty to do without going out to <br />_ look for things of this kind and that if the humane society had anything to offer <br />27 they should bring it to the council. <br /> <br />I <br /> <br />Councilman Bond recooonended the transfer of the Retail Beer Class B license <br />at the Oregana from Gladys Fennell to Ebert Woodhead. Councilman Bond also stated <br />that Mr. Wilcox of the White Palace Cafe was making application for a renewal of <br />his retail Beer Class "C" License, which he had had for some little time but had <br />not been using. Councilman Pennington asked if it was the recommendation that this <br />license be granted and Councilman Bond replied that it was. Councilman Bond wanted" <br />the Recorder's Office to check very thoroughly to see that this ~icense M~X~~gEXEi <br />for Wiloox was the same type of license as he had had before and upon making a check <br />...found it to be the same. Motion was made and seconded unanimously approving the <br />28 recommendations. <br /> <br />Councilman Bond reported the city was almost out of stop street signs. <br />He said the traffic painter had informed him stamped unpainted street signs could <br />be purchased at about the same cost that the city is paying fo'r the sheet metal sign <br />here in Eugene, and the painter felt he could paint these signs in his spare time <br />and they would be much better than the signs we are having made here in Eugene. <br />Motion was made by Councilman Bond, seconded by Councilman Brownson, that fifty of <br />29~these signs be purchased and the motion was carried. <br /> <br />Councilman Bond reported receiving a request from the Eugene Hunt Club <br />asking for permiSSion to place a banner across Willamette Street advertising the <br />horse show they were going to have on April 5th and 6th. Mayor Large stated he <br />had a communication explaining the purpose of the banne~ and asked the Recorder to <br />read the communication. The proposed location would be from the Del Rey Cafe to <br />Miller's Store. After the reading of the letter, Councilman Bond made a motion, <br />\ seconded by Councilman Stewart, that the club be allowed to put the si~n up for a <br />30 ten day period cOIMlencing March 27, 1941. The motion was duly carried. <br /> <br />I <br /> <br />Mayor Large, referring again to the Health Department, stated he had receive <br />a complaint about the condition of a house at Washington and Clark Street; the <br />\ description of the house was a large white house and he would refer this matter <br />31 to the Health Committee to report back. <br /> <br />I <br /> <br />Councilman Farrington reported that he had received a complaint about a barn <br />at 542 Blair .Street. The Police Department had contacted the owners and gave them <br />to Wednesday of this reek to abate the nuisance. ~~~K~ixmgEX~mEmXXE~mXXENxxkxxxkE <br />31-~~<<xx~~~tx~<<x~~x~xMxxx~~~~~t~x~~xx~x&~i>>g <br /> <br />Councilman Bond reported that he had received several requests for placing <br />stop signs on the East and West side of Blair Boulevard at Sixth Street. It was <br />pointed out that this was the State Highway and the city would have to take the <br />matter up with the 'State, Highway Commission. Mr. John Beaky of the Oregon State <br /> <br />Highway Commission was present in the room and Mayor Large asked him ~ he had an~ <br /> <br />~ <br />
