<br />WHEHEAS, State Highway No. 1 of the State of Oregon, known as the
<br />Pacific Highway, is routed through the City of Eugene, Lane County,
<br />Oregon, a municipal corporation, and the route officially adopted for
<br />said highway by the State Highway Commission traverses the following
<br />street or streets, or avenues, of said cj,ty; to wit:

<br />West 7th Avenue, from the west city limits of Eugene to West 7th Avenue
<br />and Polk Street
<br />

<br />And, VffiEREAS, the State Highway Cownission of the State of Oregon
<br />desires to improve said section of highway.
<br />
<br />JLDd, \VHEP~AS, The State Highway Commission will not construct said
<br />highway until and unless the said City of Eugene will gU6rantee by
<br />resolution officially adopted by the City Council of said city, that no
<br />encroachments will bepermi tted upon the right of way of said highvvay
<br />within the corporate limits of said City, which will permanently
<br />obstruct or interfere with the .free and convenient flow of traffic over
<br />said highway through said City; and will so regulate parking of
<br />vehicles on s~id streets or avenues traversed by said hi~~Jay that
<br />the free, convenient and safe flow of traffic shall not be impeded;
<br />and agree not to impose unreasonable limitations of speed upon said
<br />highway, no~ impose any regulation of traffic which will operate to
<br />discriminate against traffic upon said highway by giving undue preference
<br />to traffic upon other intersecting streets or avenues.

<br />NOW, THEREFORE, IT IS HEREBY RESOLVED by the Common Council of the
<br />City of Eugene, Lane County, Oregon that no encroachments will be
<br />perm~tted on tne streets and avenues traversed by State Highway
<br />traffic along said highway; and will so regulate the parking of
<br />vehicles along said streets and avenues as not to impede the free,
<br />convenient and safe flow of traffic; and will not impose any
<br />unreasonable limitations of speed upon said highway, nor impose any
<br />regulation of traffic upon said highway which sahlI unduly discriminate
<br />against traffic upon said highway by gibing undue preference to traffic
<br />upon other intersecting streets or avenues.

<br />It being understood that nothing in this resolution of agreement by
<br />the City Council shall be construed so as to prevent or impair proper
<br />police regulations and the enforcement of all existing ordinances and
<br />regulations respecting the use of streets in said City, nor to prevent such
<br />temporary obstructions to traffic as may be necessitated by the construct-
<br />tion of water or gas mains, sewers and other public improvements, or
<br />to preclude the proper use of said highway for the placement of telephone
<br />or electric light poles or other public service facilities.

<br />Passed by the Common Council of the city of Eugene, Lane County,
<br />Oregon, this 5th day of May, 1941.

<br />Curb cut applications were presented from the following: Roy Hegberg~
<br />No. 854; No. 856 for B. D. Agerter, No. 857 forYTidewater Associated Oil Company
<br />and No. 858 for Pierce Auto Freie;ht Co. rJ.1he City Engineer recommended that the cuts
<br />be granted wi th the cuts for rI'idevvater Associated Oil Company and Pierce Auto
<br />Freight Company to be marked off by the Engineering Department and the
<br />reconrrnendation was unanimously approved.

<br />City Engineer Clubb said that the Eugene Water Board had contacted him
<br />regarding water connections at the old airport to acconrraodate the Army Cantonment,
<br />and reported that later on the Water Board probably would be so busy they could
<br />not get at it. Councilman Hawn said he had contacted Colonel Waller regarding this
<br />cantonment site and the army had acknowledged receipt of the plans but that was as
<br />far as he had heard. This being the case there was nothing further the council
<br />could do at this time.

<br />Mayor Large at this time brought up the matter of extra help in the Treasure
<br />and Police Department offices which Was approved at the council meeting of April 28.
<br />He said there had be~n some talk frG~embers of the council about this and there was
<br />some doubt about the advisibility of putting on a girl as extra help in these two
<br />offices. There was some discussion by different members of the council and Council-
<br />man Barette spoke regarding the necessary time for counting and wrapping the nickels
<br />and pennies in the Treasurer's Office which were taken in from the parking meters.
<br />He said he had contacted the bank and they might be willing to'take this money
<br />withowt.-:~it being counted or wrapped, thus saving this work in the Treasurer's
<br />
