This room being the one that the 'Fire' and <br />~olice Department had been using. U~on motion by Councilman Pennington, seconded <br />18rby COllilcilman Bond this recommendation was adopted. <br /> <br />Councilman Pennington reporting for the Sewer 00mmittee regarding a <br />sewer for an industrial building on 11th Street be~ween Chambers and Almaden <br />said the committee had gone over the ground with the City Engineer and if the . <br />sewer was put in on the pres:ent"t;levels part of it would be out of the ground. He <br />said there Bee.med to be no way to construct a sewer there unless by using a pump <br />and it was the recommendation of the sewer committee that this project be not <br />19 ,,-undertaken. U~on motion the recorr..mendation was adopted. <br /> <br />Councilman'Pennington also reported that City Engineer Clubb had been <br />working on the Brenner Sewer situation and it was Mr. Clubb's recommendation <br />:that. the lines be changed and three small pipes be used instead of one large <br />pipe. The cost of, the material would be about $201 and the labor would be <br />about $50 which would make a total of $250. In this way the city's part would <br />be only $125, while preViously the city had agreed to spend up to $175. A motion <br />20t that the sewer be constnucted of three small lines was carried. .. <br /> <br />Councilman Bond reporting on the request of the Humane society for a <br />contract with the city explained that an item of $800 for fees collected as dog <br />licenses was included in this years budget as an income and it would be impOSSible <br />to do anytningfor the humane SOCiety this year because any money paid to them <br />would have to come out of the Emergency Fund and this was not advisable. He <br />reported that out of four cities the humane society had reported as operating <br />under this system, Salem and Marshfield had replied they had no such a contract; <br />Medford had not as yet answered and Klamath Falls was the only city that had a, <br />ODntract with the humane society. It was the Police Committee's recommendation <br />that nothing be done at this time and the matter would have to be brought up at <br />the budget meeting in the fall. A motion was made by Councilman Pennington, <br />seconded by Councilman Bond, thamttheerequest for a contract at this time be denied <br />21v and' it was so ordered. <br /> <br />Councilman Farrington rep~rted that Dennie Koupal had cont~cted him in <br />regard to a sewer for his two. lots located at the Northwest corner of 19th and <br />Hilyard Streets. He said he told Mr. Koupal this was out of his line. Councilman <br />Farrington said he would like to have this matter referred to the Se~~r Committee <br />Mayor Large said if there was no objection this would be referred to the Sewer <br />Committee to report back at the next council meeting. <br /> <br />;/ <br /> <br />22 <br /> <br />I <br /> <br />I <br /> <br />At this time Councilman Stewa~t asked Councilman Bond if the city had <br />.a dog catcher working now. vouncilman Bond replied there was no~ dog catcher at <br />the present time and Mayor, Large explained it had not been the council's policy <br />23vto empl~y a dog catcher only at a certain time of the year. . <br /> <br />l Departmental repQ~tB were presented from the offices of the Police Matronr <br />City Engineer,- and Police Department:'" A statement of sewerage charges billed and <br />collected for the month of April, 1941,was presented from the Eugene Wa~er Board. <br />24 All reports were ordered placed on file. <br /> <br />This was the time set for a pUblic hearing on rezoning of Block 1, Harris <br />Addition and objections and remonstrances were called for. There wa~eno objection <br />from the audience and the ordinance was read the second time. Councilman Koppe <br />said he could see no reason why this business district should' be exte4ded any <br />farther. Councilman Barette said he had looked over the area and if this extension <br />was granted some very good resid~~~~% in that neighbor-hood would have a lumber yard <br />ar a wood yard at their back door and he did not feel it was the right thing to <br />change this to a light industrial district.
