Mayor Large asked vouncilmen Stewart, Chairman of the <br />~~ Fire and Water Cornmitte'i, if he had any recommendation to make regarding this <br />request and he stated the council had passed a resolution providing for fees for <br />industr'ial plants outside the Ci-ty of Eugene and felt there Bh61l1d be no change <br />there. Both Councilmen Farrington and. Koppe explained theSe were firms inside the <br />cityllimits tha~ had fire fighting equipment of their own and yet they were paying <br />2i mills as a levy to support the fire department. After considerable discussion <br />among the council members a motion was made by Councilma.I.1 Bond, seconded by <br />Councilman Farrington to deny the request and it was so ordered. The ayes and nayes were called, councilmen voting aye: Bond, Farriggton, <br />Koppe, Barette, Stewart, Brownson, Hawn, and Pennington; nay: none; absent: none. <br />36 v The ordinance was declar.ed passed and numbered 8676. <br /> <br />I <br /> <br />/ <br />Mayor Large reported that Willard Hambelton had 'been employed to take <br />over the work formerly done by Mr. Johm Fields and he had been working since thea' ) <br />middle of April. At this time he wished to appoint him as an employee of the <br />City at a salary of $100 per month and the Recorder was instructed to place him <br />on the regular payroll. . Motion was made and seconded unanimously approving the <br />37 appointment. <br /> <br />Councilman Barette aBked the Recorder to notify the Eugene Neon Sign <br />Company that it was necessary for the city to use the lot.,. no.wi:occupd:ed by them <br />and request that they vacate the lot not later than the first of June and it <br />38Vwas so ordered. <br /> <br />Councilman Barette also reported that Dr. George A. Simon .had contacted <br />him in regard to a ffrooded condition at 15th and the WGst side of Willanlette Street <br />He said the curb had been broken out in front of the property and the water over- <br />flowed onto the lots. The streets seemed to be lower at 15th than at 16th. City <br />Engineer Clubb stated there was a catch basin on the East side of Willamette that <br />was supposed to take care of this situation. Dr. Simon was present and further <br />explained the situation stating he .had previously referred the matter to Mr. C.A. <br />LeVan, Engineer Clubb and Councilman Barette but nothing seemed to be done~ The <br />39 matter.was referred to the Street Committee and City Engineer to report back. <br /> <br />I <br /> <br />Councilman Barette brought up the question of allowing cars to be parked <br />on what is known as the pakking strip, between the curb and the sidewalk. He <br />said there were several places around town whele this strip had been cemented <br />and it was a common ocq\.l.;j;lence for cars to be parked on this strip. Councilman <br />Barette said he wished to make a motion that this habit of parking on the <br />parking str~p be investigated. Councilman Hawn stated that it seemed peculiar <br />tb him that a motion of this kind should be necessary when we already had on <br />ordinance coverfungthis situation but he would second this motion~-i. On vote the <br />mOjion was carried. City Engineer Clubb reported that this same situation at <br />~lth and Pearl had been.prOTIlised several times to be takencare of but up to date <br />p,othing had beenddoae about it. The Council authorized City Engineer Clubb to <br />notify the tenants in writing that if this situation was not remedied at a certain <br />40 date, the date set by Mr. Clubb, the city would make the necessary barriers. <br /> <br />Councilman Farrington asked if. the Police ~ornmittee could not see that the e <br />was some relief about the doubl~ parking around the post office espcially on <br />Willamette Street.
