Mr. Hawn reporting for the Park Department, <br /> ~ done-. on the buildings in Hendrick's Park wi th the view to make them more. sani-tary. <br /> .,.- CounCilman Bond, r.eporting for the Police Department, stated that he had <br /> . requests from ,two police _officers for leaves of absence. J. T. H. Cullender and <br /> Richard Spies. Cuililender was asking tor 60 dayscwithout pay startigg July 16th <br /> and Richard Spies asked for 6 mon~ns without pay., starting July 23rd. Bond <br /> stated that.. these requests were approved by the Polic-e ComIni ttee. It was pointed I <br /> out that at this timei twas almos-t impossible tD get men to accept temporary <br /> appointments on the Police Force. Councilman Farrington moved that these requests <br /> be not allowed, seconded by Barette and carried. Councilman Bond and Brownson <br /> 29 voting no. <br /> Councilman Bond reported that the o~ld "New Deal Bowling. Alley"- was asking . <br /> foroermission to move from their former adress at 962 Willamette -to number.29 <br /> West~llth and that the place was changing ownership, from H. H. Weiss ancl Roy <br /> Northam to Roy Northam, Ted McKy, Vernone McRY, and Gilien Dodson, to be known as <br /> "U Bowl". They'.::were also asking for a transfer of the heer license from the same <br /> _location to the new one under the name of the new ownerShip. A motion bypenningto . <br /> 30 seconded by Bond that this change be granted was carried. <br /> Councilman Bond presented a letter to be- read by the City Recorder. This <br /> letter was signed by 18 civic groups pledging their Elupport to the Eugene Police <br /> Department in enfording all traffic regulations,; and urged that all violations <br /> be promptly and summarily prosecuted w~thout fear or favor. Councilman Bond stated. <br /> in view of the new speed law, he believed that a more strenuous effort be carried <br /> on by the Police Department to improve the. traffic situation in Eugene. After <br /> some disucssion on this subject a motion was mad.e by Councilman Hawn to the effect <br /> that. the Recorder no~if-y. Chief Bergman in a letter that it was the wiSh of the <br /> Council that a more strenuous effort be made on the part of the Police Department <br /> to improve traffic regulations as to speed, unne.cessary noise of horns and other <br /> 3] violations. This motion, was seconded, by Barette, and carried. <br /> . I <br /> . Councilman Brownson was excused at this -time. <br /> Chief Bergman asked if it would be in order for.him to ask for two new <br /> men .on the Police Force, he explained that he thought their salaries could be <br /> paid. out of the Park.ing Meter fund.. It was suggested this would probably be a <br /> good. move but Councilman Bond as Chairman of the Police Committee said he wanted <br /> to take this matter up with the Finance Committe.e before anything was done. The <br /> 32 matt~r was left in his hands to report back at the next Council meeting. <br /> . <br /> ~e~etter from Elmer H. Hunt requesting for rezoning of his property at <br /> the Southwest varner of 7th and Polk Streets was read. This matter was referred <br /> 33 to the Planning Commission.to report back. <br /> This was t~e time set for hearing of objections for the rezoning of West <br /> 7th Street in that the classification of all property from Taylor Street West <br /> to the city limits on each side of 7th Avenue West extending to the alley on the <br /> north and to the alley on the sout~, in the City of Eugene, Lane County, Oregon, <br /> be and the same is hereby changed from a single famiiliy residence district to a <br /> business district. There being no objections, Ordinance 8680 was presented for <br /> its first reading and under suspension of the rules}by unanimous consent of the <br /> council was presented for its second and third readings by. ti.tle and placed for <br /> 34 final passage. Roll was called with all present voting aye; Brownson absent. <br /> Objections were heard in regard to the vacation of the alley in Block I <br /> 2, Hamble Addition lying east and south- of the extension of the north line of <br /> Lot 10, Block 2, across the alley, there being no objections Ordinance 8681 was <br /> presented for its first reading and under suspension of the rules by unanimous <br /> consent of the council was presented for it.s second and third readings by title <br /> and placed for fina.l passage. Roll was called with all councilmen voting aye; <br /> 35 Brownson absent. <br /> A letter dated July 2nd from the Planning Commission was read as follows: <br /> . To the Hon. Mayor and Common <br /> Council of the City of Eugene I <br /> Eugene, Oregon <br /> Gentlemen: <br /> I am instructed by the City Planning Commission to <br /> transmit to the Council .a report that no permit be issued <br /> for the construction of anything on the Northwest corner <br /> of the intersection of 19th and Hilyard Streets until the <br /> plans are satisfactory to the ~ity Engineer and the Board <br /> o~ Appeals as to their sui~ity architecturally ror a <br /> residence area and as to their location upon the lot. <br /> ~ Very truly yours, <br />
