Mayor and Common <br /> Cquncil of the City of Eugene <br /> Eugene, Oregon <br /> Gentlemen: <br /> At a meeting of the City Planning Commission on July <br /> . . 1, 1941, I was directed as Secretary to transmit to the <br /> Council a letter asking that a reclassification proceeding <br /> be instituted to re.classify both sides of Broadway from the <br /> alley East of High Street to the railroad track, as a <br /> business district. <br /> Very truly yours, <br /> Eugene City Planning Commission <br /> by: S. C. <br /> Councilman Stewart pointed out that the State Highway east of High Street had <br /> not been definitely settled and that he did not think. that it was wise to make <br /> the reclassification at this time. Councilman Hawn said he understood that the <br /> idea of rezoning West 6th and 7th Streets would be before the council at a later <br /> date and he wondered what position the council would be in if they turned down. <br /> the East Broadway change at. this time. Mayor Large explained that there seemed <br /> to be considerable demand for extension of the business area and that some changes <br /> would have to be made eventhough it would hurt some property owners. Gouncilman <br /> I Koppe explained that he did not feel that it was right ot make these changes <br /> unless a majority of the property owners were in favor of the change. A motion <br /> by Stewart seconded by Pennington that this change be not made at this time was <br /> 3'7, carried. <br /> The following recommendations from the Board,of Appeals were accepted <br /> by the Council. <br /> A request from Elmer H.. Hunt asking to have Lot 1, Block 4, Campbell's <br /> First Addition--located at the southwest corner of the intersection of Seventh <br /> Avenue and Polk Street--rezoned as business property was referred to the Planning <br /> 38 Commission. <br /> A request from R. A. Workman asking for a permit to build a residence <br /> at the southwest corner of the intersection of, Washington Street and 16th Avenue <br /> with a. "set-backtt of ten feet from 16th was presented with the recommendation <br /> 39 that this request be granted. <br /> A request was received from J. J. McGinty for the Texas Oil Com~any <br /> asking for permission to replace a 550 gallon gasoline tank with one of 1000 gallon <br /> cappcity at their station at 11th and High~ The Board recommended that this <br /> 40 request be granted. <br /> A request was received from Ronald M. Wiesmore asking for permission <br /> t.o conduct a cleaning and pressing business in the Watson building at 46 11th <br /> I 41 Avenue East. The Board recoJllil1ended<that this request be granted. <br /> A request was received from Elmer Surdam asking for a permit to be <br /> allowed to include a small apartment for his mother in the house he plans to <br /> build on Lot 9, Block 6, Teshner's Addition. The Board recommended that this <br /> 42 request be -granted. <br /> 43 A prppertyoffer from W. Logan Jones was referred to the Finance Committee <br /> I A letter from the Pageant Committee suggesting that the City have a <br /> 44 float ,in the parade was read and no action taken. <br /> A letter from the Civil Service Commission regarding the hearing before <br /> the commission of Roy Wilcox was read and the decision of the Civil Service <br /> "'- Commission was as follows:- "That the order of the COIT~on Council suspending Roy <br /> Wilcox for a period of thirty days without pay and demoting him from the rank <br /> of sergeant to that of police patrolman is re~ersed and it is ordered that his <br /> 45 rank be restored and his pay be retroactive." <br /> A letter signed by Thomas E. Carey, W. A. Cummings and R. H. Parsons <br /> representing the business people in the 500 and 600 blocks on Willamette Street <br /> requesting that the industrial and pioneer parades fro the Pageant be so routed <br /> a~ to inclue that part of Willamette was read. A petition to that effect had ~ <br />
