Mr. Dunn said he. lived at 2558 H~rris and .early this spring the property , <br />-." owners had put gravel on thlS street at thelr own expense. The street was in quite <br />good condition but gravel trucks began using it to deliver gravel furt~r out'and <br />they. had practically ruined the street. He explained that Mr. Clubb had the Street <br />Department go over the street with the blader but that again this fall the gravel <br />trucks were using the street for heavy loads and also the drainage com~ng down, <br />from above was causing the street to become very bad., He said heithought a ditch <br />some 200 feet long up above at Potter Street would divert this water and help keep 'I <br />the street from getting in such bad shape. It was pointed out that a little later <br />in the year the'~ str.eet~'department might ,be ,able to provide a ditch that would take <br />care of this water. Councilman Hawn stated that he thought the speed of the trucks <br />had ,as much to do with destroying the street as the ilibad on ,them. After some <br />discussion this matter was left in the hands of the Police Commmtte with a view <br />18 of cutting down both the loads and speed of the trucks. <br /> <br />Councilman Pennington reporting for the Fire and Water Committee stated <br />that since the new fire truck had arrived there was a shortage of hose. He said <br />that Mr. Aiken of the Eureka Fire Hose Company was in the room and had said it <br />would probably take at least 120 days to deliver hose if it was ordered now. It wa <br />Mr. Pennington's opinion that the council, should do something about ordering hose <br />at this time, to be paid out of next year's budget allowances. Councilman Bond <br />stated that he thought the proper procedure would be .to advertise for bids and in <br />that way the City would be able to ascertain whether .it would take such a long <br />pime to get the hose. . A motion was made by Bond and .seconded by Hawn that the <br />Recorder be instructed to advertise for approximately 500 feet of hose. Said bids <br />19 to be Offered at the council meeting on October 27th. <br /> <br />Councilman Pennington reported that there had been a complaint about the <br />dark alley at the rear of the Walling and Almack Buildings. He .stated that there <br />was an off-set in the back of these two buildings and that it was very dark back <br />there. Councilman Barette stated that he had investigated and found that it was <br />a very dark spot. It was pointed out that the city was maintaining a light at the <br />alley intersection and Councilman Bond sta~ed that at several times before when I' <br />prope,rty owners had complained aboutthe condition of the alley,. it had been the <br />committee's recommendation that the property owners pay for the additional light <br />and this had been done a number of places. This matter W8S referred to the Fire <br />20 and Water Committee to repcrt back at the next meeting. <br /> <br />, Councilman Barette reporting for the Health Committee said they had not <br />yet been able to get a chemical analysis on the turkey feathers and until they were <br />able to get this analysis they would not know whether the chemical works would be <br />able tO~ihandle the feathers or not. Mayor Large asked ,regarding the Health <br />Doctor and inquired whether or not he was working full ,time. Mr. Barette was not <br />sure ,about what this department was doing and it was left in his hands to take <br />21 the matter up with eouncilman Brownson and report at the next council meeting. <br /> <br />The parks had no report, but Councilman Hawn stated that Mr. Fisher, <br />Superintendent of the Playgrounds, had been asked to attend a convention at Olympia <br />Washington on Saturday, October 18th. He stated that the playground committee <br />was divided as to whether the committee should allow Mr. Fisher $20.00 of his <br />expenses in attending this convention and would like to have an expression from the <br />counc,il. Mr. Barette said he was on the committee and did not favor paying any <br />of Mr. Fisher's expenses. Mayor Large explained that he did not tfuink this was a <br />matter for the council. to decide and that if the Playground committee wished to <br />allow Mr. Fisher $20.00 of his expenses, it was a ma,tter for them to decide. No <br />,22 action was taken by the council. <br /> <br />I <br /> <br />Councilman Bond reporting for the Police Committee said the school ,signs 1 <br />he had promised along Franklin Blvd. were now cODlpleted and they would be put up <br />in a day or two, and that yellow lines would be painted across Frankling at 13th. <br />He also reported that he had the painter make a sign for each of, the entrances to <br />the City on the highway calling attention to the fact that the City was trying to <br />prevent accidents that speed regulations would be enforced. He said these signs wo Id <br />23 be up in a Short time. <br /> <br />Mayor Large asked about the accumulation of traffic tickets in the Recorde 's _ <br />office for speeding and stated he thought the collection of these should not be 1 <br />allowed to get behind. It was pointed out that a second notice had been sent out <br />on the older tickets and it was the recommendation of the council that warrants be <br />placed in the hands of the Police Department at an' eE!rly date ,for the delinquent <br />24 tickets and not allow them to become old. <br /> <br />A request was received from Bert J. Williams aSking for a permit to build <br />a three stall addition to his garage at 963 Ferry Lane, making a six stall garage. <br />The B02rd Of Appeals recommended thclt the request be granted on condition that he <br />build a six inch tile w~ll between the two sections two feet above the roof line <br />and this construction to meet tile approval of the State Fire Marshal. Upon motion <br />25 ma~e and seconded this recommendation was adopted by the council. <br /> <br />~ ~ <br />
