<br /> A request was recieved from Joseph M. Crenshaw asking for a permit to convert
<br /> the residence at 1163 11th Avenue into an apartment house. The Board recommended
<br /> that the request be referred to the Planning Commission. Motion was made and second ed
<br /> I 26 that the council accept the Board's recommendation and motion was carried. ~- ,~:

<br /> A letter frOIn the Board of Appeals was read and also a letter from the Plannin 'tfl

<br /> Commission regarding the two service station requests contained in the Board of 1lI'"~
<br /> Appeals letter. There was some discussion. about the Board of Appeals recomrnendatio
<br /> for the two stations, one at the Southeast corner of 7th and Polk and the other at
<br /> the Soughwest corner of 7th and Washington, which the Board of Appeals had denied.
<br /> Councilman Bond said that only a short while ago the council had been willing to
<br /> grant the Shell and Standard Oil Companies requests for service stations and that
<br /> I the request for these two service stations were being made by local citizens who
<br /> were spending their money and he thought they should be given the same consideratio
<br /> as the outside corporations. It was pointed out that the recent service stations
<br /> granted the Shell and Standard Oil Companies 'were in business districts and that
<br /> these two requests in the Board of Appeals letter were not in a business district.
<br /> ,It was stated tha t7th Street had been made a~,business district from Taylor Street
<br /> west, and west frrunWillamette to, the alley between Charnelton and Lincoln. These
<br /> two service stations that had been requested were in between these two business
<br /> districts. It was also pointed out that the Planning Commission had said they would
<br /> be willing to make spot locations on 7th Street where the architecture was not
<br /> approved by the Board of Appeals as being suitable. Mr. Clubb explained that the
<br /> Board of Appeals did not have suitable plans that would show just what these two
<br /> service stations were like. ' A motion was made by Hawn and seconded by Barette
<br /> that the recommendation of the Board of Appeals be adopted and on roll call the
<br /> votes were as follows: aye; Koppe, Barette and Hawn; no, Bond, Farrington and
<br /> Pennington. Stewart and Brownson absent. This being a tie, Mayor ,Large said he
<br /> would cast his vote in favor of sustaining the Board of Appeals. he said that later
<br /> if the twoparties interested in the service stations wished to make further plans,
<br /> the matter could be brought up again with the Planning Commission and the Board
<br /> 27 of Appeals.
<br /> Five resolutions were passed by the council directing the Planning Commission
<br /> to hold a hearing ~n regard to the changing from single family residence districts
<br /> to multiple family residence districts the following described property, to-wit:
<br /> I The East 44 feet of Lot 5, and the West 16,~eet of
<br /> Lot 6, Block 4, Wallis Dorris Addition to Eugene,
<br /> ,Lane County, Oregon.
<br /> Lot 1, Block 18, Gross Addition to Eugene, Lane
<br /> County, Oregon.
<br /> Lot 6 and 24.8 feet of Lot 7, Block 3, Wallis Dorris
<br /> Addition to Eugene, Lane County, Oregon.
<br /> Lot 8, Block 22, ,College Hill Park Addition to Eugene,
<br /> Lane) County, Oregon.
<br /> The area lying between Willamette Street and Hilyard
<br /> Street and North of 19th Avenue.

<br /> different property descriptions.)

<br /> BE IT RESOLVED by the Common CQuncil of the City of Eugene
<br /> that there is hereby transmitted to the Planning Commission of
<br /> the City of Eugene a proposal to change the classification Of
<br /> I Lot 8, Block 22, College Hill Park Addition to Eugene, Lane
<br /> County, Oregon, from a single family residence district to a
<br /> multiple family residence district.
<br /> And directing the Planning Commission to adopt a tentative
<br /> report; and to hold a hearing thereon in the Council Chambers in
<br /> the City Hall of the City of Eugene, on Tuesday, the 21st day of
<br /> October, 1941, at 7:30 o'clock P. M., after giving due notice by
<br /> publication once in the Eugene Register Buard, and they shall
<br /> I thereafter make a final report and transmit the same to the Council
<br /> 28 with their recommendation.
<br /> -...;....... An Ordinance adopting the provisions of Section 32-2414 O.C.L.A. in,so far as
<br /> the same applies to incorporated cities had its first reading at this time. This
<br /> ordinance is in regard to anyone owning or keeping any dog over the age Of eight
<br /> months in the City of Eugene and the buying of a license for them. Under suspension
<br /> of the rules it had its second reading after which the Mayor called for ~bjections
<br /> and there being none it was read for the thrrd time. Roll was called with all
<br /> councilmen present .oting aye. Stewart and Brownson absent. Ordinance 8696 was
<br /> 29 delcared passed.
