Dinsmore mede objections to the assessment of ~12.29 <br /> on her property for the East 70 feet of Lot 5, and the East 70 feet of the North <br /> I 11.8 feet of Lot 4, Block 6, Shelton's Addition. She claimed this sidewalk had ,'",';1 <br /> ,.;., <br /> J <br /> been damaged by work bein~ done by the Eugene Weter Board and that she had already , . <br /> <f <br /> paid what she co""sidered her share for repairs to this walk. The balance of $12.29 -""w'" <br /> should be paid by the EUGene Water Board. Engineer Clubb stated he remembered <br /> there was some controversy abou t this but,.that he would have to investigate further <br /> befare he would know the circumstances. It was ordered that this amount of ~~12. 29 <br /> in tlleordinance against Iiartha M. Dinsmore be removed at this time. rr'here being <br /> ho further objec~ions the ordinance was read for. the second time and under suspensio <br /> of the rules had its third reading. Roll was called with all councilmen voting aye. <br /> I 31' Ordinance 8701 was decls.red passed. <br /> Mayor Large .reported that there would be a new Police 1V1atron soon. He said <br /> the Police ~atron had been in the practice of receiving and distributing used <br /> clothing and it seemed to him that this work could be turned over to some other <br /> organization and relieve the Police Mbtron of this task. Councilman Bond said <br /> he beli-eved the best interests could be served by turni'ng this work over to the <br /> Sal vation Army or to some other. orgainzation if someone had a better suggestion. <br /> After some discussion a motion was made by Brownson and seconded by bond that this <br /> work be eliminated from the Folice ~atron's duties, and that the present s~ock of <br /> 32 clothing be turned over to the Salva tio'n Army. Motion was carried. <br /> A request from W. K. Fogelstrom for permission to convert his hou3e at 1050 <br /> Fifth Avenue West . into an ?partment was taken up for further consideration by the <br /> Board of Appeals. The plans submitted sJlowed that the only change necessary was <br /> the inst~llation of a kitbhen sink. The Board recommended that the request be <br /> 33 granted and this was adopted by the council. <br /> In regard to the request of Pearl Ream to make an apartment house of her home <br /> at 322 Sixteenth Avenue East, the stairway required to make her conversion would <br /> be housed inside of a porch at the rear of the house. The Board recommended that <br /> 34 the request be granted and this was adopted by the council. <br /> A letter was received by the Board from E. Goldie Gibson at 1429 Colwnbia <br /> Street in regard to a location for the manufacture of a hand lotion. The Board <br /> I 35 is holding this re quest for further cons idera tion. <br /> Two curQ cUGS No. 918 at 1136 Tyler and 919 at 1591 Mill were granted by the <br /> 36 council as reconmlended by Engineer Clubb. <br /> The monthly reports from the Engineer, Public Library, Police DepartmBnt and <br /> 37 Sewerage Charges were read and ordered placed on file. <br /> A letter from J. V. Green of 2360 Lawrence Street was read. Mr. Green had, bee <br /> a member of the Fire Department and left the department November 1st to accept a <br /> position with Mr. Soukup as instructor in the Civilian Pilot Training program and <br /> asked for a leave of absence for one year. Councilman Stewart said he had taken <br /> this matter up with Chief Nusbaum and Mr. Green had worked up to October 31st and <br /> telephoned after going home that he was quitting and would not be back to work. <br /> Councilman hawn stated thst Mr. Green had telephoned him during the afternoon and <br /> he had told him that he did not see how a year's leave of absence could be granted <br /> him when entering this type of work. A motion was made by Stewart and seconded by <br /> 38 Bond that this reque~t of J. V. Green's be denied. Motion was carried. <br /> A letter from Ray Sims at 2181 Washington Street in regard to the odor from <br /> the dump when the wiild was blowing from the Southeast was read. He said there <br /> was only a mild odor compared with last year but he felt that something should be <br /> done to relieve the situation. Councilman Brownson stated he had talked with Mr. <br /> Hughes at the dump grounds and that this odor was some of the old turkey feathe1t's <br /> I from la~t year but that he did not think there would be any further bother. The <br /> 39 letter was ordered placed on file. <br /> A letter was read from the Oregon State Highway Commission regarding an amount <br /> of $10,646 to be spent by the Highway Cornmission on Eugene streets.
