It <br /> <br />Mayor Large asked why this business district was beingchal1ged at this time. Attor ey <br />Calkins stated a request had been received from Clyde E. Smith to erect a drive in <br />cleaners establishment at 7th and Lincoln. It was the recommendation of the <br />Planning COIrJln.iss ion tl1a t the di stric t be changed. It was pointed out tha t pre- I <br />viously the Planning vommission had gone on record as adopting the practice of <br />making spot locations on West 7th Street. Mr. Smith was present and stated he \ <br />wished to erect a drive in cleaners establishment at 7th and Lincoln on part of - - <br />Lot 9 and 10, Block 4, Packard's Addition, being 92 feet on Lincoln and 134 feet <br />on 7th~ On motion be Pennington and seconded by Stewart the resolution asking <br />the Planning Commission to hold a hearing be changed to read only for that part <br />des~ribed as follows: Part of Lots 9 and 10, Block 4, Packard's Addition, 92 <br />feet on Lincoln and 134 feet on 7th. Motion was carried. After the resolution <br />28 was changed the council authorized this hearing to be held. <br /> <br />RES 0 L UTI 0 N <br /> <br />BE IT RESOLVED by the Common Council of the City of Eugene that <br />there is hereby transmitted to the Planning Commission of the City of <br />Eugene a proposal to change the classification of: <br /> <br />Lots 9 and 10, Block 4, Packard's Addition, being 92 feet on <br />Lincoln Street and 134 feet on 7th Street, <br /> <br />to a business district. <br /> <br />And directing the Planning Commission to adopt a tentative report <br />and to hold a hearing thereon in the Council Chambers in the City Hall <br />of the City of Eugene, on Tuesday, the 18th day of November, 1941, and <br />7:39 o'clock P. IVI., after giving due notice by publication once in the 1 <br />Eugene R gister Guard, and they shall thereafter make a final report <br />and transmit the same to the Council with their recommendation. _ <br /> <br />A permanent report from the Planning Commission regarding a 80 x 80 foot tract <br />at the ;;Southwest corner of 7th and Washington and Lot 5, block 5, Cheshire's <br />Addition was read. Thc;t said property be changed froma residence district to a <br />business district. An vrdinance amending Ordinance 8413 in that the above de- <br />scribed property be changed from a residence district to a business distri~t was <br />read for the first time and laid over. A resolution was passed authorizing the <br />29 council to hold a hearing on this November 24th, 1941. <br /> <br />RES 0 L UTI 0 N <br /> <br />WHEREAS, heretofore the Conrrfion Counoil has submitted to the <br />Planning COll@ission certain changes in the classification of: <br /> <br />60 x 80 feet at the Southwest corner of Seventh <br />and Washington Streets, in Eugene, Lane County, Oregon. <br /> <br />Lot 5, Block 5, Cheshire's Addition to Eugene, Lane <br />County, Oregon. <br /> <br />and the Planning Commission has held a hearing, ad opted a tenta ti ve report, <br />and converted the same into a permanent and final report and resubmitted I <br />it to the Council with the recomrnendation that the same be enacted into an <br />ordinance, and the Council hEts prepared and given its first reading of an <br />ordinance enacting said permanent report. ' - <br /> <br />Now, 1'heref'ore, the City Recorder be and he is hereby directed <br />to prepare and cause to be published not less than three times in the <br />Eugene Register Guard in Eugene, Oregon, a notice of a hearing to be held <br />at the regualr Council meeting on ~Jlonday, J.\iovember 24, 1941 at 7: 30 0' clock <br />P. M., said notices to be published within the week corunencing November 18, _1- <br />1941. <br /> <br />An ordinance defining the apartment house district provided for in Oridnance -- <br />8694, Secti.on 3, as follows: "the area between Alder Street and Lincoln Street <br />and bounded by 13th Street on the South and on the North by the present business <br />and light industrialdistricts.ft was read for the f-irst time and under suspension <br />of the rules hod its second reading. The ordinance was read for the third time <br />) and the Mayor called for objections, there being none roll was called with all <br />30 councilmen voting aye.
