It Mayor Large asked why this business district was beingchal1ged at this time. Attor ey Calkins stated a request had been received from Clyde E. Smith to erect a drive in cleaners establishment at 7th and Lincoln. It was the recommendation of the Planning COIrJln.iss ion tl1a t the di stric t be changed. It was pointed out tha t pre- I viously the Planning vommission had gone on record as adopting the practice of making spot locations on West 7th Street. Mr. Smith was present and stated he \ wished to erect a drive in cleaners establishment at 7th and Lincoln on part of - - Lot 9 and 10, Block 4, Packard's Addition, being 92 feet on Lincoln and 134 feet on 7th~ On motion be Pennington and seconded by Stewart the resolution asking the Planning Commission to hold a hearing be changed to read only for that part des~ribed as follows: Part of Lots 9 and 10, Block 4, Packard's Addition, 92 feet on Lincoln and 134 feet on 7th. Motion was carried. After the resolution 28 was changed the council authorized this hearing to be held. RES 0 L UTI 0 N BE IT RESOLVED by the Common Council of the City of Eugene that there is hereby transmitted to the Planning Commission of the City of Eugene a proposal to change the classification of: Lots 9 and 10, Block 4, Packard's Addition, being 92 feet on Lincoln Street and 134 feet on 7th Street, to a business district. And directing the Planning Commission to adopt a tentative report and to hold a hearing thereon in the Council Chambers in the City Hall of the City of Eugene, on Tuesday, the 18th day of November, 1941, and 7:39 o'clock P. IVI., after giving due notice by publication once in the 1 Eugene R gister Guard, and they shall thereafter make a final report and transmit the same to the Council with their recommendation. _ A permanent report from the Planning Commission regarding a 80 x 80 foot tract at the ;;Southwest corner of 7th and Washington and Lot 5, block 5, Cheshire's Addition was read. Thc;t said property be changed froma residence district to a business district. An vrdinance amending Ordinance 8413 in that the above de- scribed property be changed from a residence district to a business distri~t was read for the first time and laid over. A resolution was passed authorizing the 29 council to hold a hearing on this November 24th, 1941. RES 0 L UTI 0 N WHEREAS, heretofore the Conrrfion Counoil has submitted to the Planning COll@ission certain changes in the classification of: 60 x 80 feet at the Southwest corner of Seventh and Washington Streets, in Eugene, Lane County, Oregon. Lot 5, Block 5, Cheshire's Addition to Eugene, Lane County, Oregon. and the Planning Commission has held a hearing, ad opted a tenta ti ve report, and converted the same into a permanent and final report and resubmitted I it to the Council with the recomrnendation that the same be enacted into an ordinance, and the Council hEts prepared and given its first reading of an ordinance enacting said permanent report. ' - Now, 1'heref'ore, the City Recorder be and he is hereby directed to prepare and cause to be published not less than three times in the Eugene Register Guard in Eugene, Oregon, a notice of a hearing to be held at the regualr Council meeting on ~Jlonday, J.\iovember 24, 1941 at 7: 30 0' clock P. M., said notices to be published within the week corunencing November 18, _1- 1941. The ordinance was read for the third time ) and the Mayor called for objections, there being none roll was called with all 30 councilmen voting aye. Ordinance 8700 was declared passed.
