Calkins

7.39

(i1
OJ-
QC
7

Mr. Farrington stated there had been nothing-done so far in regard to the
audit for the first six months of 1942 and he recommended that the Recorder be
insturcted toadvertise for bids for this audit. Motion by Bond and seconded by
Hawn that the audit bids be called for was carried.

I

Councilman Barette reporting for the street committee said they aad just
cleEned up from the recent flood when the freeze came along and this had really
put the department to the test. He stated that they had been working diligently'
on cleaning up the streets and they would be picking up fallen limbs for some time.
He said there were broken limbs that would be dangerous to leave in the trees along
8';l the pal-'kings and it would take another two weeks before the job' would be completed.

1

Mr. Barette also reported that Mr. Lafferty at 412 Pearl Street had object d
to him regarding the condition of the railroad tracks on Pearl Street. He said
under the conditions as they existed the street was blocked and asked that planking
be put in as a temporary measure. Engineer Clubb explained that the railroad
company had only .been completed about 'ten days and ,in tha t time 'there had been no
chance for the street department to do the paving. He stated that just as soon as
they could get a clear day the city would pave these tracks. Mr. Clubb said he would
take the matter up with the railroad company and see if it would be safe to put
9 in temporary planking.

Councilman Stewart said one of the councilman had recently become a father
and he thought the council should congratulate Mr. Hawn. The Mayor said it seemed
to him, like it was -up to Mr. Hawn to furnish the cigars. Mr. Hawn said he had
brought the cigars along and also gave the Mayor and members of the council a
1 prospectus that he and Mrs. Hawn had sent out announcing the new baby.

Councilman Stewart said that in view of the emergency caused by the war
it seemed that it was advisable that the fire department should have two gas masks.
The cost of two gas masks would be about $100.00 a piece and he would like an
expression from the council as to what they thought about the purchase. Councilman
Farrington stated that it might be the means of saving a number of lives and he
thought it was a good idea. Councilman Stewart stated these masks were large and
contained a compartment for o;Jygen. He said it wou'ld be necessary for the, firemen
to become familiar with how to wear these gas masks. Mr.' Stewart thought it could
be arranged to take the money out of the fire department budget as set up for the
first six months of 1942. On motion made and seconded, Mr. Stewart was authorized
11 to buy these two masks.

Mr. Stewart also reported he had a request for a street light on Sunset
Boulevard at one of the sharp turns, but had not nad time to investigate and would
12 report back at the next council meeting.

Mayor Large brought up the question of the down town cluster lights which
had been out for some time on account of the blackout situation. He stated that
he had talked to Mr. McArthur this afternoon regarding the cluster lights and Mr.
McArthur had stated that if the lights were going to be out for some time, they
would be deducted from the regular light bills. Mayor Large stated that Mr.
McArthur had indicated that if it is the wish of the council that these lights
be turned back on the Water Board would make a temporary controlled system so that
the lights could be turned off instantly in case of a blackout. It was pointed out
that as long as the advertising lights were on ahd the nemn signs were lighted,
there was not much demand for the cluster lights but that when the advertising
lights had been turned off the streets were very dark. Councilman Hawn stated he
had a complaint about the dark streets and that no doubt there would be numerous
tire thefts and if, there were no lights on down town, the situation might become
serious. After some discussion a motion was made and seconded that it was the
council's recommendation that the Water Board make the proper installation to turn
these, cluster lights on and off, and that they be turned off only during a blackout.
Motion was carried. The Recorder was authorized to notify the Water Board by letter
13 f this request.

The Health Committee had no report.

,I

.1

Councilman Hawn reporting for the Parks stated that Mr. Lamb had an acciden
while working and that he was now in the hospital and would probably appreciate
a call from the council. Mr. Hawn stated there had been some provision in the
budget for extra help and that just at this time there was more work then Mr. Junne
14 could take care of and an extra man had been put on to help him out.

Councilman Bond stated that previously a transfer for a beer license from
Mr. MaCkey to a Mr. Hinshaw for Frank's Place had been allowed. Mr. Bond stEllSed
that the State Liquor Control Board had refused to grant this license to Mr.
Hinshaw owing to the fact he already had another place. Mr. Clifford Nrac'key and
Marie L. Mackey were asking that they be granted a license for Frank's Place. It
was the committee's report that this license be granted. On motion made and
l5~econded this transfer was allowed.

I

~
