<br />596 <br /> <br />Councilman ]!'arrington stated that the committee was not ready at this <br />time to report on the matter of fire insurance for the city equipment but would <br />P.' make a report at the next Counc il meeting. <br />1:.J'l <br />~ Councilman Farrington stated that he had had some complaints regarding <br />C::~ the situation just West oi'Polk Street on Seventh Street on account of the one <br />way street. He stated he would like to have the City Attorney's opinion regard- <br />ing allowing West-bound traffic on West Seventh for the short distance in order <br />to get into their places. Attorney Calkins stated that this matter would have to <br />be taken up with the ctate Highway Co~nission and he doubted very much if they <br />would allow anything of the kind. Councilman Stewart stated that there was one or <br />two unimproved streets between Sixth and Seventh just Viest of Polk that might be <br />graded and graveled. Councilman Hawn stated that it appeared to him the Council <br />VJas taking up something that was not too much: of their concern. He stated that <br />Sixth and Seventh Streets had been made one way streets in order to improve <br />traffic conditions and if there were some people out there that were inconvenienced <br />7 _ that it was up to them to remedy the condition. <br /> <br />I <br /> <br />I <br /> <br />At this time, Mayor Large brought up the question of City Employees <br />buying Defense Bonds. He said it had b~en suggested that the heads of the <br />Departments should contact the employees under them. A motion was made by <br />Councilman Brons on that it be recommend edt th.L t the heads of the Departmen ts <br />contact the various employees in regard to signing up for stamps or bonds to be <br />taken out of their salaries at the end of each month. The motion was seconded <br />8 by Councilman Hawn and carried. <br /> <br />The Street Comnittee had no report, only that they were still working <br />9 on trimming trees and opening plugged sewers. <br /> <br />Councilman Stewart brought up the matter regarding the balance due on <br />the new Fire Truck. He stated that the total amount was $9,506.00,on which <br />$6,000.00 had been paid already. The balance could be paid without interest <br />up to March 1, 1942. He stated that they had no further inforrnation as to <br />when the ladders for the truck would be furnished and that a substantial amount <br />should be held out for these ladders., A motion was made, seconded, and carried <br />10 that $2,000.00 be paid on the truck at this time. <br /> <br />Councilman Stewart, reporting for the Fire and Water Committee, stated <br />he had a request from three citizens that a new light be installed on Sunset <br />Boulevard. He stated that there were sharp turns on Sunset Bouievard, and that <br />a street light placed on the second pole up from Fairmount Boulevard would <br />materially relieve the situation, and that he would make a motion that the light <br />11, be so placed. This motion was seconded by Councilman Bond and carried. <br /> <br />I <br /> <br />Mr. Stewart reported that all of the out-lying districts and Mills <br />12 except one had paid up the ir allotment for fire protection for 1942. <br /> <br />The Health Department had no report. <br /> <br />Councilman Hawn, reporting for the Parr:s, stated tha t an item had been <br />put in the budget for the purchase of pipe for Skinner Butte Park and that this <br />pipe had been purchased and laid away so that there would be no question about <br />13/'.. getting it for the summer use. <br /> <br />Councilman Stewart said that he had a request from the Water Board to <br />install a gate across the road going up to the Reservoir on Skinner Butte Park. <br />He stated the V/ater Board had employed one guard but that he was putting in his <br />time at night between Skinner Butte Park and the Reservoir on College Hill. <br />Mr. Hawn stated it seemed foolish to have on guard putting in his time between <br />the two places. A motion was made and seconded and carried that the Water Board <br />be allowed to erect a gate just above the Junction of the two roads leading <br />to the Skinner Butte Reservoir and that this gate be closed at night time, and <br />that i~ was recownended by the Cou~cil that a guard should be employed for each <br />14... Reservoir. <br /> <br />I <br /> <br />The Sewer Committee had no report;, <br /> <br />The Police Committee had no report. <br /> <br />An ordinance regarding Auctioneers in the City of Eugene requiring a <br />license and imposing a penalty and repealing all former Auctioneer Licenses, <br />having had its first reading on January 26 was read the second time and under <br />suspension of the rules, passed its third reading. On Roll Call, all councilmen <br />present voting "Aye". The ordinance VJas declared passed and nwnbered 8714. <br /> <br />I <br /> <br />l5~ <br /> <br />An ordinance providing for the regulation, licensing operation and <br />equipment of Bicycles within the City limits of Eugene fixing a penalty for <br />~iolation thereof, and repealing all other ordinances or parts of ordinances in <br />conflict herewith, was read the first time and laid over. Councilman Stewart <br />said that he had taken the time to read this ordinance in detail and, thought that <br />it was very well drawn except for one situation. He stated that bicycles were <br />oi:ten parked carelessly on the sidewalks and sometimes 'it was almost impossible <br /> <br />~ <br />
